the san francisco civil grand jury investigation reviewed the status and progress of san francisco's efforts regarding pedestrian safety and emerging mobility recognition option. these efforts improve policies and support policies and procedures suitable for personal mobility advancements yet to arrive on san francisco's sidewalks and streets. the key recommendations -- the key findings and recommendations, presented in this report, focus on ways to improve education and outreach for pedestrians and motorized device users, enforcement of existing ordinances and laws to help reduce injuries. to better identify root causes and the contractual terms regarding liability and responsibility for injuries, device maintenance, and repair. to incorporate emerging shared mobility devices into the city's transportation planning and infrastructure. adherence to the city charter transportation goals require continued and diligent efforts to improve pedestrian safety. in the background section of our report, there is a timeline of pedestrian safety efforts in san francisco that is outlined. these i

i'm the director of health for the city and county of san francisco. i would like to thank the mayor and thank you, dr. bland, and thank you to our host today, natalie henry berry and the hard-working staff here. this is one of the places in the city's system of care where people can get their medical care, dental and behavioral health care needs met under one roof. i've seen what the staff here, with persistent compassion have been able to do by partnering with their clients on journey to stability and wellness. they are psychiatrists, pharmacists, behavioral health clinicians, nurses and support workers who go out into the community and meet people where they are. many clients are experiencing homelessness when they enroll in services here and most are diagnosed with both mental illness and substance abuse disorders. but the work makes a difference. and on my last visit here, i went out with the team. and this is a client, who's now housed, but was ton street for many years. wheelchair-bound, had chronic controlism, refused treatment for many years.

generally in san francisco. i want to address just two points today in terms of background for cpmc, as part of your larger discussion regarding the need for sub-acute care and a whole host of needs around post-acute care in san francisco. the first up with is to take off the table that the development agreement the city entered into a with cpmc, in 2013, in any way restricted cpmc from being a full participant in any program san francisco wants to meet the needs for sub-acute care and other post-acute care needs. the development agreement itself says that cpmc is to act in good faith to deal with the sub-acute care unit. it does explicitly not require cpmc to expend any funds or staffing. but most importantly, it does not limit or restrict in any way cpmc being a full participant and, in fact, providing sub-acute care facilities and other needs for low-income and other people in san francisco, in terms of health care issues. the second point i want to make goes to the most recent san francisco charity care repo

we know what it costs to live in san francisco. we know that there are many thousands more than just those below the federal poverty line facing food insecurity. there is a host of government and community-based programs including wic, calfresh, national school lunch program, school breakfast, summer lunch program and child and adult care food programs. despite these programs food insecurity remains high and continues to rise. in a survey on families on wic, more than half were food insecurity, more than half. the consequences can be dire and the stories are heart breaking. i know the story of one pregnant mother who only had enough money for one hamburger which she split between her two other children so she wasn't able to eat herself. children need adequate nutrition for health, well-being and proper brain development. pregnant women facing food insecurity are at extremely high risk for pre-term birth. the cost of not being able to eat today can have permanent negative health consequences. in 2013 this board of supervisors passed

department of psychiatry here in san francisco. i'm excited because these are incredible leaders in our community who are going to help us with some really challenging problems that we know we face as a city. last week we launched the mental health reform initiative to help those at the intersection of homeless, mental illness, and substance abuse disorder in san francisco. and through our detailed analyst, dr. nagusablan and the department of public health have identified the people in our city who are most vulnerable and in need of help. now, to be clear, we see it. but now we have clear and accurate data. of those 4,000 individuals, 41% frequently use urgent and emergency psychiatric services. 95% of those folks suffer from alcohol use disorder. 35% are african-americans, despite the fact that we have a less than 6% population of african-americans in san francisco overall. so we have a lot of work to do ahead of us to provide the behavioural healthcare that people need. we need partners to do it. we need to work with our state o

we were a center for people with intellectual and development cal disabilities in san francisco san francisco. we also have a program for individuals that have acquired brain injury or traumatic brain injury, and we also have one of the larger after school programs for children with special needs that serves the public school system. the sf carbon fund for us has been the launching pad for an entire program here at the pomeroy center. we received about $15,000. the money was really designed to help us improve our garden by buying plants and material and also some infrastructure like a drip system for plants. we have wine barrels that we repurposed to collect rain water. we actually had removed over 1,000 square feet of concrete so that we could expand the garden. this is where our participants, they come to learn about gardening. they learn about our work in the greenhouse. we have plants that we actually harvest, and eggs from our chickens that we take up and use in cooking classes so that our participants learn as much as anybody else where food comes from. we have two kitchens here at the
