this is a big night for joe biden in the history of joe biden. in the moment of this campaign, a moment of great urgency because a third of the delegates will be awarding tuesday night. do african-american voters in other states say i'm going to take validation from african-american voters in south carolina. alabama votes tuesday. it was 32% in north carolina, 54% in alabama, 19% in texas. is this a spring board? joe biden, even if he raises a boatload of money, it's not enough time to get ads on tv. is it a spring board? here's something else you're going to hear tonight. the biden campaign was already having conversation with other people in the party trying to get other candidates to get out of the race. if joe biden has a big win tonight, they will try. that doesn't mean they will succeed, but they will try. one other question i will ask is where do the tom steyer numbers come in. tom steyer spent $23 million on facebook ads. can he get something out of south carolina? does he get delegates or is tom steyer, is there a reason to go on? >> tha

and joe biden in fourth place. and amy klobuchar in fifth. and andrew yang, you can see him over there with 1,124. and that is the popular vote that is being released from the iowa democratic party. and remember the popular vote is interesting, but it is the state delegates who are going to determine the win over the iowa caucuses, and you can see with 62% of the precincts reporting, among the state delegates, pete buttigieg is in the lead right now with 26.9%. and bernie sanders is in second place with 25.1%, and 18.3% for elizabeth warren, and joe biden in fourth with 15.6%. but, remember 38% of the precincts remain at large. we don't have those results yet, and the party chairman troy price did not tell us when we would get the remaining precincts. we are walking over the david chalian and over here this way to david chalian who was over there, and now over here. and so a little bit of the analysis here, and we have a difference of the state delegates, and who is number one and the popular vote who is number one. so your mission, explain.

joe biden single digits, 39.7. if you jump all the way to the other end there, look at the contrast between the youngest and the oldest. if you go 65-plus, it's biden nearly at 40%. it's sanders back there in single digits. overall a close race between paid biden and sanders statewide. is this side going to show up more, is this side going to show up more? we always say turnout is the key. really when you see a divide like this, turnout is the key to this thing. the significance of the iowa caucuses, why are those so important? small state, not that diverse. why does iowa matter? certainly it hazms mattered in e recent past. four times you've had competitive iowa caucuses. all four times the winner of the iowa caucus has gone onto win the democratic nomination. 7 of the last 9 times you've had competitive iowa caucuses, the winner of the iowa caucus has been the democratic nominee. better track record than new hampshire picking the nominee. let's turn to our nbc road warriors on the ground in iowa. a become welcome

>> people who wanted joe biden back in the day think it will be a blowout for joe biden, but it does feel like white voters and black voters are coalescing around joe biden. last time down here, bernie sanders got smoked by hillary clinton. typically you would think a state with some white voters would move to bernie, but that feels like it's not happening. to your point, there is a 60-hour window between south carolina and super tuesday, and if biden could show a 10-point, maybe even a 15-point win here, the money moves his way, maybe that puts more pressure on warren, on buttigieg, on amy for a cl a drop out of the race, because if you're a democrat, joe biden is the horse that comes out of here with a big win. >> we often in our business make the mistake of fighting a last war, if you will. we look at the giant african-american constituency in the democratic primary, and there's no question it will be big. there was a huge piece in "vanity fair" about how things are growing. the suburbs are growing, there are more educated whites moving into the state. early ab sen ssentee ballots

this is somewhat out of character for joe biden. cheeky, but it's going to get the kind of attention and it speaks to the big frustration the biden team has that michael bloomberg has essentially through his television blitz turned himself into an obama stall worthy. that's one of the two big frustrations the campaign has had and what they're fighting against. we've seen the biden super pac using obama's own words praising joe biden saying that he is who others pretend to be, who they wish they were. and that's a very clear message at their rivals. the other frustration from the biden team, and he has an opportunity for this tonight, they don't think there's enough being done to take bernie sanders down. he's in close to amassing a delegate number many won't be able to surpass. we'll probably see him take the case to him tonight. >> when you look at the way the campaign is shaping up with an early front runner, joe biden, something in new hampshire, losing momentum and being passed by an outsider by the name of michael bloomberg, do
