cnn's david culvert joins us now this shanghai. what are officials in china attributing to what they're saying is this leveling off of new cases? >> anderson, it's interesting listening to ben reporting there in italy and the fact that where this started they are now sending help out to the world, to the epicenter of all of this in china is under control to such an extent they feel like they can help other countries like italy. it is a significant turn around especially when you look at the daily number of reported cases. we're talking about single digits now. just go back a few weeks, we were talking about in the hundreds, even in the thousands. what we need to stress though is that it did not start out this way. early on, go back seven weeks, they had allegations of cover up, allegations of underreporting, really only 200 tests a day for a sitting population of 11 million. what changed was when the central gor central government stepped in. they pushed out the local government. they said we're taking control. it became a military
