cuomo: yes. the question is, many essential workers, public workforce, tend to be african-american and latino. i think that is probably right. i don't know the statistics. i think that is probably right. i also believe the frontline workers have a greater exposure than most people. i think that is one of the things we will find when we do this research on wires the -- on why is the infection rate higher with the african-american community. again, the disparity we are seeing in new york is nothing otherhat you see in places across the country. but i think it is something we have to understand. i don't think we can reduce the essential services. we are down to basically food, pharmacy, basic transportation -- which, frankly, is more for essential workers to get where they are going. if you didn't have public transportation, you wouldn't have health care workers showing up. you wouldn't have the grocery workers showing up. i do not think we are in a position to say eat less or you use less drugs or

cuomo: let's go through every right now. the good news is the curve of the increase is continuing to flatten. the number of hospitalizations appears to have hit an apex and the apex appears to be a plateau. which is what many of the models predicted. it was going to be straight up to the top number and then you plateau and that looks like what we are doing. the hospitalization rate is down. that's important more people getting infected still. more people going to the hospitals, but we have a lower number. people are going to the hospitals still net positive. the 300 average, which is what we look at because day-to-day deceiving, especially towards the weekend because we can reporting gets a little different. all the numbers are on the downward slope. infected,ple getting people going to the hospital but a lower rate of increase. the number of icu admissions is down. the three day average is down. this is a little deceptive because at one time hospitals wards or icuicu beds. now in a hospital all the beds are icu beds. it is

cuomo: none. reporter: none yet? gov. cuomo: none. i just want to know where they are if we need them. for planning purposes, we know where every ventilator is in the state of new york now. they are little dots, right? we know where every ventilator is. i want to know as we are going through this, day to day to day to day -- and we have by the way, hospitals that get down to two or three ventilators. that is how tight a margin we are operating on. i want to know what is plan b, what is plan c if we get to it? and where are they? we had one here, it's on the stand. you can move them on a day-to-day basis. nobody is going to get caught short. it is like you can't move ventilators from one place to the other. you look at the curve, even nationally you cannot do this any other way. i don't see any other operational model. when a place is at the apex, all of the firefighters run to the apex with their hoses and then the next place on the apex, you redeploy to that apex. new york city, the apex, is either very soon or we are on a plateau. d

cuomo: and it has to be coordinated. i do not see how -- i understand the debate on when to reopen schools. i understand the debate on when to reopen businesses. i do not understand how you would start businesses in may but not open schools until june. but keep schools closed until june. i don't get that. i think you have to coordinate the businesses with the schools, because schools do education. schools also do daycare, effectively, for a large percentage of the new york city population. so how can you say to people, "i think you are going to go back to work in may, but the schools are going to continue to be closed, so figure out what to do with your children during the day, but you are going to have to go to work in may." how do i go to work if my kids are home? >> the mayor of new york city said schools will be closed two hours ago, and you are saying no, no, no, that is not the case. i think for parents, that might be confusing. gov. cuomo: we just clarified it. >> can you give us some sense of when that might be r

cuomo: say that again. has -- been told by -- thatly task force to they are coming up the cdc crisis guidelines? something of aen disconnect between the hospitals and the nurses on the front lines. the hospitals repeatedly say we have what we need, or if they don't, they come to us. then we hear anecdotally from nisna that the front lines -- people on the front lines are operating under the crisis conversation -- conservation guidelines. so you are masks for days at a time, gowns for a full shift instead of changing between patients. earlier on, that was something that was very real because we had a shortage. at this point in the process, we have been relieved of that shortage and we have got what we believe we should have in the hospital say that, too. what we have now done is gone to specific hospitals and say, we --t you to reports of us report to us are you operating --er the crisis conversation conservation guidelines? and if so, why? federal prison bureau is identifying -- governor, the federal prison

cuomo: both. you have county health departments that technically have tracers or people who do this function on a much lower level now. but you have county health departments, state health department officials, and then we are going to have to hire people also. this is something that no one has ever done before. and mayor bloomberg, former city, is goingrk to help us design the system, do the training. but it is going to be a collaborative. if you said central new york, central new york would need 150 tracers. that would be, you look at the counties in that region, how many people can do tracing who are now employees of the health departments, governments in that region? you don't have to be a health department person to be a tracer. how many state employees and how many do we have to hire to put that system together? reporter: how is the new 24 hour mandate going for nursing homes when it comes to releasing new covid-19 information? have you found any that have not been following that new rule? g

cuomo: about one week. ms. derosa: on the rent freeze in new york city, that is controlled by the rent board in new york city. that is controlled by the city. de blasio has been calling them do the rent freed. controlled by with the city. reporter: [indiscernible] ms. derosa: that is something we are looking at but the pressure has been in the city and that's what the conversation has been. gov. cuomo: it's really an issue in new york city. reporter: when might that decision be made? gov. cuomo: the new york city decision, new york city has to make. what we do on our executive orders that are going to expire, we have a couple of weeks still. we will give people timely notice, but we are looking at all options. reporter: has there been any update on the safety of pregnant women giving birth during the pandemic and how is that going? ms. derosa: we will give the list of a recommendations this weekend for actions. you will see something in the next few days but we have been meeting everyday. reporter: does this op

cuomo: it is a good question. i think they go back -- it is my opinion -- and we are working on a plan with connecticut and new jersey, because when we go back, we go back together. i think we go back with people who have tested that they are negative or people who have tested that they have the antibodies, which means they had the virus and are immune. or we go back with younger people going first, still protecting, isolating the vulnerable. but if it is waves, i think those are the waves. >> can you get reinfected? is there any proof you can't get reinfected if you have the antibodies? >> usually when you have a virus, you develop antibodies, you don't get it again. there was one report out of china where they suggested maybe there were some cases, but that hasn't been confirmed. >> are you concerned that the temporary hospitals -- are you concerned that the temporary hospitals won't be accepting significant numbers of patients? gov. cuomo: a significant number of nations? -- of patients? no, they are ramping up

cuomo: they can quarantine. you have the prison, but then you have distinct operating wards within a prison. so they have capacity to quarantine within a prison system. but they are not moving forward with granting clemency? gov. cuomo: not anything new, no. >> nothing new. to go toticipated about 400, but i don't know if the numbers have reflected that shift yet. nurses went on the record saying they do not have proper ppe and that they are seeing rations and wearing their ppe masks up to 20 times. this is contrary to what the president and hospital a minute straight or say. -- hospital administrators say. what is your response? everyuomo: we ask hospital every day what do you need. we have been getting every hospital what they say they need. there is a disconnect between the nurses and their administrator -- if there is a disconnect, i cannot help with that. but they should talk to their hospital administrator. whatever their ministry at her say they need -- their administrator say they need, they get. >> c-sp

cuomo: doctor? >> we update our survey this past week, and we will get that data in, and when that is ready, we will post it. testing is up to the state another federal government. a quick reaction, and is the state capable of doing the type of testing they need to be doing in order to not only identify who has the disease, but who has had the disease? gov. cuomo: the president is right. the states -- testing is up to the states, which will implement the tests and logistically coordinate the tests. in this state, i should make the determinations as to what labs participate in testing. we have about 300 labs in new york. it is my job to coordinate those 300 labs. which which one should do it, how do i decide which labs workwear? they are regulated by the states. how many labs do i have working here. how many tests can i get? antibody tests, how many can i get from those labs. the president is right when he said the state should lead. when you talk to those 300 labs, and those labs can only run as .an

cuomo: if are right, that's my point. we are flattening the curve now below projected peaks because of our behavior. again, you want to talk about this in the retrospective. there is no retrospective. you are in the middle of it. if you walk in front of traffic on the way home, yes, you are young and you may have a different life expectancy based on your actions. we are in the middle of it. you've going to say -- seen a little flattening, that's all you are seeing. you are seeing for five days of flattening. oh, it's flat. no, you have four or five days of flattening. tomorrow morning, we could wake up in the number is back up. to say because it's not true that any of this is over or anything has been isomplished because this just a small snapshot in time where we are. at this rate, we are below projected numbers. what is the number of beds we have now and what are the number of available ones? gov. cuomo: there is no peak projection. the peak.saying we have flattened the curve for this. of time -- for this. period of tim

cuomo: look, oh, yeah. you have a problem across the board on number of essential staff who get sick. you have it in the police department, you have it in fire department, and the health care system as it is the key cornerstone system right now. it is especially problematic in the health care system and that is why the recruitment of the volunteers, 22,000 people nationwide, we are pumping them into the hospitals. >> have you spoke to officials in rockland county? there was concern about the growth of the viral -- virus there. can you give us an update on that? gov. cuomo: i know what is happening in rockland county. we see them everyday. on that specific situation with the muncie community, doctors spoke with them. >> i spoke with the community, explained need to abide by the six foot distance and also the issues of social distance and to stay at home and read or write these points the governor has made. >> i have spoken to the county executive. i think there was a disconnect ground the locals on the under

governor cuomo was head of the biggest problem. if more people died in new york than anyplace else, 40%. he did exactly what i would do if i were the governor. he asked for too much. the president i think deserves a lot more credit than he gets because the president actually handled it wisely. he gave him what he needed. he questioned it, but he gave him what he needed. no one can say that the president didn't give new york everything that it needed to deal with it, even governor cuomo has to say that. and, i mean, the reality is all of them were guessing. this is -- this is a novel virus, right? new. we didn't know what we were dealing with. someone would make a very wild and crazy projection, you have to feel like you have to buy it. so i think that the governor has done a good job given the political environment. he's made some mistakes, so did i when i dealt with september 11th, but by and large he's done a good job for his state. he fought for us, he got us what we needed. i give the president -- i give the president even more

president trump telling cuomo to stop talking and do his job. saying to the president can i get off the couch to stop watching on television i go to work. until the other day when cuomo acknowledged that, yes, testing is the responsibility of the states, and at the president is right when he says that yesterday. the vice president mike pence was on the phone with the nation's governors pointing out to them the excess capacity that the nation has for testing, identifying all of the state that are certified to test for coronavirus. cuomo again saying that the president has a huge role to play in making sure that national suppliers are producing enough testing supplies and making sure that those supplies get out to the states. listen to how he put it today. >> i get the instinct to distance yourself from it, rig right? but it is a situation where you need everybody to work together. and you need to understand quickly who is in a better position to do what. from my point of view, i think the federal government has to take that national manufacturers

you know, i've known chris cuomo a long time, known andrew cuomo for decades, i covered their father mario when he was a governor and i wish chris a speedy recovery. has he become a kind of symbol of this coronavirus because he happens to be the brother of the governor whose state is at the epicenter of this crisis? >> yes, i think that that is a large part of it. another big part of it, of course, is that he is a public figure in his own right. he has his show, and he is doing his show with coronavirus from his basement. and it is something that people are interested in, because it's not even fair to just say it's the biggest news story. it's the only news story, it's the only anything story. it's all anyone's ever thinking about it. the tuesday after he announced that he had tested positive for the coronavirus, his ratings were double what they were in average of march last year. so this is something that people want to hear about, they want to know what it's like firsthand, and the way that he's gotten personal about it, i think, is really resonating with people. howard: yeah. of
