let's go to isabel reynolds in tokyo. what will the lifting of the emergency mean for tokyo? >> the emergency itself was basically how it was dealt with, down by region. things could be different in different regions of the country. tokyo authorities have played out guidelines for three-phase return. phase one, which is likely to begin tomorrow, will mean libraries and museums can reopen and professional sports games can be held without spectators. schools will gradually reopen. it does not mean tourism either domestic or international, the government has said they want people to avoid traveling to other parts of the country. japan is expected to be are enclosed to foreign visitors for quite some time. yvonne: japan has faired relatively well. among the g7, they have been the best in terms of the number of coronavirus cases and doubts. -- coronavirus cases and deaths. when you look at shinzo abe's approval ratings, it does not reflect that. fallen to a record low. i think we can see two or three factors. although the result has been as slow has been seen to act. so to declare
