i'm for the bill. i'm asking unanimous consent to pass the bill today with one amendment that just says let's be careful not to arrest people for slapping someone or not to arrest somebody who pushes into someone and get them ten years in prison. this isn't about someone trying to kill another person or someone attempting bodily harm. those people would be included in this language even if they did not have a mark on the person. but if they were rounding them up, tying them up or throwing a rope over a tree that's attempted murder and still be included in this bill even without a mark on them. what we have to preclude and trying to preclude is the bill doesn't get used for the wrong purposes. we're on the same side about who we want to punish and who we should prevent. and we're also on the same side on the symbolism of this, but we can't pass laws that do exactly what all of us have said is wrong with our penal system, all the unintended consequences. there is one here, and i ask in a very polite way,

if they look at the terrible bill that came over from the house, they could amended that bill with tim scott's bill and break the filibuster and begin having a dialogue about reforms that could happen before the election. judge jeanine: the sad part about this is nancy pelosi is so dead set against working with republicans, my fear is that -- how are the american people going to end up getting any kind of reform here as they -- as cities are being torn apart while people are complaining about police reform. how long will this take? >> at least 63% of americans surveyed oppose any defunding of on you law enforcement. the other 36% or 37% would still dial 911 if they were attacked. if you want your law enforcement defunded and rely only on your own ability to protect yourself. if you wanted to go back to a time of anarchy which we have fought since our founding, if that's what you want, vote for joe biden and nancy pelosi. if not the reality is it's clear, the people who support law enforcement, sensible reforms, are republicans, and that's going to be on the ballot in just a few months.

but merely writing a bill, any bill is not good enough at this moment in american history. it's too low a bar to simply say we'll write any old bill. and that's good enough -- isn't good enough for so many people, many of whom are marching in the streets to get real justice. we don't just need any bill right now. we need a strong bill. we don't need some bipartisan talks. we need to save black lives and bring long overdue reforms to institutions that have resisted them. and the harsh fact of the matter is the legislation my republican friends have put together is far too weak and will be ineffective at rooting out this problem. the republican bill does nothing to reform the legal standards that shield police from convictions for violating america's constitutional rights. it does nothing on qualified immunity which shields even police who are guilty of violating civil rights from being sued for civil damages. the republican bill does nothing to encourage independent investigations of police departments that have patterns and practices that violate the constitution. the repub

you'll see the whole bill. but you'll also see how your state, your locality, your county is affected. that's why we had bipartisan support across the country from state and local officials. democrats and republicans. demonstrating the need for this legislation. and by the way, it's a big ticket. but it costs less than half than the republican tax scam to give a tax cut to the wealthiest people in our country, 83% of the benefits going to the top 1%. this is half of that. it is a stimulus to the economy. it is a job protector for our community. as well as meeting the needs of the american people. and the heroes act also puts money into the pockets of people who need it most, unemployment insurance, direct payments to families in our country, issues that relate to feeding the hungry. why would the republicans object to that? i don't know. you have to ask them. but there is bipartisan support throughout the country to feed the hungry. food stamps, the wicc program, emergencying funding programs to feed the hungry

the second bill is the law enforcement trust and integrity act that i have filed. the law enforcement trust and integrity act takes a comprehensive approach at addressing the issue of police accountability and building trust between police departments and their communities. this legislation provides incentives for local police organizations to voluntarily adopt performance-based standards to ensure that instances of misconduct will be minimized through appropriate management, training, and oversight protocols. the bill provides that in such instances -- if such instances do occur, they will be properly investigated. the bill provides police officers, the vast majority of whom perform their job professionally, putting their lives on the line daily, protecting their communities, with the tools necessary to improve community relations and enhance their professional growth and education. it authorizes $25 million for additional expenses related to the enforcement of civil rights statutes, including compliance with consent decrees or judgments regarding police misconduc
