stone, abc 7 news. >> all right. we are just days away from a very different fourth of july here in the bay area. as abc 7 news r r r celebrations are sure to be smaller and without fireworks booming or family trips to the beach. >> reporter: no celebration in the last four months has been normal under the covid-19 pandemic. new rules are putting a stop to many plans. governor gavin newsom announcing impacts to the holiday weekend. >> the state of california is not mandating the closure of beaches this weekend, but we are modifying our parking facility operations, and closing them to traffic throughout the southern california region, as well as parts of monterey county, santa cruz, and through the bay area. >> reporter: in separate announcements, half moon bay and pacifica's mayor taking it a step further, telling abc 7 city beaches will be closed for the july fourth weekend. >> most important thing is that we've done so well, we would hate to lose how far we've come. >> reporter: in santa cruz, the message from its

abc 7 citiesushing back. and letting people eat outside wed, cities in alameda county shut down streets and replaced grass to expand outdoor dining, but the county issued a curveball. >> to get a press release, not an official order, but a press release late friday night is really very inconsistent and very unfair to the businesses that had really made a significant investment. >> reporter: that press release the alameda county public health tent issued stated "we learned the state issued updated guidance, dated july 9th, prohibiting outdoor dining in non-variance counties, including alameda county." some city leaders are saying that is not a legal order, and are proceeding with the street closures to allow outdoor dining. >> we had planned to close first street. we're not going to change those as i rr: likstistent wgaorders going through with the street closure event as planned, and will support local restaurants who choose to participate. three city councilmembers even visited restaurants to give their pers
