with us is a guy who has been on the local and national end, arne duncan. i want to start with the issue of what we're calling opening schools. nobody is disputing that schools need to reopen. the debate is virtual versus in-class. so if you were back in your old job in chicago, what would you be doing right now? >> talking to superintendents across the country all the time. everybody needs to have three plans. one is a plan to bring every child back to physical school, that's the most optimistic plan, frankly it's the most unlikely. the second plan is to have no one come back and continue in a virtual manner as we did in march, april, may and june. the third one is a hybrid situation, where you bring some students back to the physical building some of the time but all students will be spending time on the virtual basis. i want to be so clear, schools can't make these decisions in a vacuum. they're not bubbles. what we do now in the month of july will help determine whether or not children have the opportunity to go back to schools in august. so we as adult

tom frieden, a group dedicated to fighting pandemics around the globe, and arne duncan. these two gentlemen co-authored a piece in "the atlantic." we see cases surging in florida, texas, california. should the states that are having increase in coronavirus cases be reopening? >> this is why all of us have to work together, mask up correctly, and stay apart so our kids can get back to school. we have a situation like phoenix or parts of texas and florida and rapid increase in cases, it's unrealistic to think that schools are going to open. what we need to do is have a balanced approach to we control it in the community. the single-most important thing that's going to reduce risk in schools and keep our kids safer is to reduce the amount of covid spreading in our communities. within that, there are a lot of things that schools can do to reduce the risk. but if they're in the middle of really a figurative storm of this virus, they're not going to be able to keep the kids and staff and educators safe. >> okay, that might be what we need to do but it's not what we are doing.
