all of that was mentioned in this lawsuit filed by kemp. mayor bottoms fired back on twitter saying reading is fundamental, pointing out the fact that kemp was suing over a set of recommendations. kemp on the other hand has said that he is doing this on behalf of atlanta businesses who were struggling and who need to put food on the table. when we talked to some atlanta businesses, restaurant owners in particular, they said the real problem is that there's no clear guidance here and they feel like they're children caught between two divorcing parents. here's one restaurant owner and what he said. >> we're not getting answers, so it's like we're having to make decisions on our own on how to do this. it's a political game. i call it a political pickle that we're in, that we don't want to be in. i don't want people to see us as choosing sides. >> reporter: his restaurant, homegrown, has decided to stay closed because if they were to stay open just for delivery or curbside, they would be operating at a loss. but others around him have all staye

so during that news conference, i asked governor kemp. you talked about the fact that masks are necessary. he has kind of taken almost a statewide tour, encouraging people to wear a mask. taking pictures of himself and posting them to social media. he even repeated that encouragement saying he doesn't believe georgians need a mandate to do the right thing. but i asked him, at what point would he move from encouragement to enforcement? at what point would he look around and see if people are not following this, he would enact some sort of guidelines around this or requirements around this? here's a little bit from what he had to say in that news conference. take a look. >> mayor bottoms' mask mandate cannot be enforced, but her decision to shutter businesses and undermine economic growth is devastating. atlanta businesses are hurting. violent crime is up, and families are rightfully worried. just like sending in the national guard to protect those living in our capital city from crime and violence, i refuse to sit back and watch as disastr

beyond that tweet, what was your reaction when you heard the decision from governor kemp? >> i was furious, i was absolutely at a loss for words, because here we are fighting to get in front of the coronavirus. we're doing the best we can, day in and day out. not only are we fighting coronavirus on one hand, it appears as if we're fighting our state on the other hand. it made absolutely no sense to me. that at a time where our corporate giants are mandating masks, where the state of alabama is mandating masks. the state of florida, about 120 miles south of us is the hot spot of the nation, that our governor would not only do an emergency order, but specifically stop cities across the state of georgia from doing what we can to protect our folks. it didn't make sense to me. >> mayor of athens county said he's going to try to fight the government in court, presumably, will you join him? >> oh, we're going to do what we can to protect sa van ivannahia jake. this is a fight for our lives. and it's tool important. all reports say wearing masks slow the spread of covid-19. we're

tonight government kemp decided to sue atlanta to block the city from enforcing its mask mandate. that's where we are right now. wearing a mask helping suppress the virus. this many months into the pandemic, it is a basic fact of public health. we all reached this conclusion. it is probably our only way back to some sort of seminormal life. but governor kemp has decided he wants to stop local officials from enforcing mask wearing in his state. and he's going to go to court over it. you got to ask yourself, why would he do this? right? why would you take the proactive step to go in and stop localities from mandating masks, to sue them and go to court? especially because in the past he has encouraged people to wear masks voluntarily. why wouldn't he just let localities require it. and then if he wants to distance himself from that, he can criticize them, say they did the wrong thing. that would be sort of shifty and immoral, but from a political perspective, why go out of your way to stop them? and the only answer really is because the republican party has adopted the trump view tha

kemp's lawsuit alleges that, quote, unless mayor bottoms is restrained georgia residents will suffer immediate and irreparable harm. it comes as the daily number of new cases is on the rise in the state. georgia is also among the 18 states in the coronavirus red zone, this according to a white house document that was obtained by the center for public integrity. that document specifically recommends that georgia, quote, mandate statewide wearing of cloth face coverings outside the home. while kemp does encourage the voluntary use of mask he says his suit will protect businesses. >> they're barely hanging on as it is. they can't be the city's police force. we are focused on two things, the lives of georgians. we don't need a mask mandate to do that. >> here's what atlanta's mayor is saying. >> the entire -- the filing of a lawsuit is simply bizarre quite frankly. i will continue to do everything in my power to protect the people of atlanta and the governor has simply overstepped his bounds and his authority and we'll see him in court. >> and i'm joined now by msnbc correspondent blayne

t kemp is going to kill people. there's a new model out saying 40,000 lives could have been saved by mask wearing. what is wrong with them? >> what is wrong with them, nicolle? good question. we're picking up that conversation from where we were the other day. first, i'll say over the course of this pandemic, probably i've had a conversation with a dozen, maybe a dozen, of the governors of the 50 united states. that's a reasonable sample. i've talked to republicans and democrats. all of them across the board have been exasperated by their relationship with the federal government throughout this. that's a bipartisan opinion. the sense of being abandoned except when trump wanted to score political points. people may have forgotten this. he said he was going to shut down the bridges in new york city to cut off the traffic. these occasional psporadic spass about saying forget about federali federalism. whether you're a state that closed early like california, or a state that closed late, you had no leadership from the p

has governor kemp been a good, credible leader in this crisis? >> well, early on, i think that as city leaders, we took grave steps to secure our cities. the governor came on board. and the response in some instances has been strong. in other instances there's been a tepid response. i think when you look at the surge in numbers, what cities have done is try to respond to that. we are right next to south carolina where there are surges in confirmed cases as well. i have got 73 deaths here in augusta, georgia, with some 2400 cases just in the last week. we've had almost 600 confirmed cases almost in a week's time. so we've got to do everything necessary at the local level to make sure that we're working in concert with the governor, but at the same time, doing the things that are necessary to protect the health and welfare of all of our citizens here in the city of augusta, georgia. >> speaking of the well-being of your state. the big question is about schools and whether you can actually get in-person classrooms up and running. the governor urging

the state reporting nearly 5,000 new infections friday as governor brian kemp and atlanta mayor keisha lance bottoms continue to spar over coronavirus restrictions. cnn's natasha chen joining me now from atlanta. natasha, what more are you learning? >> reporter: well, fred, the good news is that atlanta mayor keisha lance bottoms and georgia governor brian kemp have been ordered to go through mediation and they are supposed to do that before tuesday. of course, mayor bottoms on thursday said during a virtual press conference that they are trying to work out, trying to iron out their differences. she also mentions that they had a good conversation on a phone call wednesday between her and the governor. she said the two of them are in agreement that masks save lives. however, within the last 24 hours, governor kemp tweeted a list of accomplishments he has done for the people of georgia and one was he filed this lawsuit to stop businesses from closing. and of course, when he filed this lawsuit, he mentioned he did this on behalf of atlanta businesses who were frustrated with the city's ro
