mrs. lee: thank you, mr. chair. i stand with congressman takano in support of this amendment to close the 90-10 loophole for the department of defense military education benefits. educational institutions are required to derive at least 10% of their revenues from nonfederal sources. the intent of this requirement is to ensure that schools offer an education that is of high enough value and high enough quality that people would actually want to use their own money to pay for it. it's about proving market viability which is supposed to guarantee that taxpayers will not support low-quality schools. if they can't compete in the open market, they should not be supported entirely by the government. this loophole, which effectively treats defense department money as the same as what is supposed to come out of people's pockets, violates the safeguards we intended to have in place. that's why it's called a loophole. and explains why certain untrustworthy colleges, many of which who are for-profit, target service members and

mr. golden: thank you, mr. chair. thank you, chairman smith. i want to take a moment to talk about an amendment coming forward today having to do with the service member civil relief act. i think it's particularly important having deployed to afghanistan and iraq, i want to paint a picture for you. imagine running a nighttime patrol in the mountains of afghanistan or on the streets of an iraqi town. i'm sure you can appreciate the intense pressure, stress, focus required to do the job right, and avoid any mistake that could get you or your bowedies killed. now imagine the patrol is finished, you have three hours to sleep before you need to get up and stand guard for an hour. after that you'll go on a convoy back to headquarters to get supplies to bring back to the company. instead of getting rest you hop on a satellite phone and make a business call to the united states where it's 4:00 p.m. to explain to a company why they can't repossess the family car or foreclose on your house even though congress has passed protections for service members,

mr. mcadams: thank you, mr. chair. i rise to recognize some incredible things that have happened in my state. in utah covid-19 has hit families and the food buying public very hard. many supply chain elements have closed, leaving farmers unable to sell their utah-grown products. but utah farmers are passionate about feeding people. so the utah farm bureau launched farmers feeding utah. donations to the nonprofit campaign went to farmers to purchase their products and the utah farm bureau handled processing costs and partnered with hunger relief organizations to get the food directly to needy families. since may they received more than $300,000 in donation that is allow them to purchase 20,000 pounds of beef. 10,000 pounds of flour. 200,000 eggs. and $100 worth of dairy products. they delivered 600 live sheep to the navajo nation and donated to numerous food pantries throughout northern utah. utah routinely leads the nation in volunteering. farmers feeding utah is the latest example of how utahans come together to prote
