on nbc bay area. nbc's kristen welker is moderating. coverage begins at 5:00. the debate starts at 6:00. >>> social justice reform a hot topic across the country lately, and one aspect of it and on the ballot. proposition 25 would end the use of cash bail for anyone awaiting trial, making california the first in the nation to do so. some call it long overdue reform, but many, including a number of liberal groups, say this is not the way to do it. nbc bay area's terry mcsweeney reports. >> reporter: proposition 25 would replace the state's cash bail system with risk assessments for every detained suspect. while most people arrested on a misdemeanor would be released within 12 hours, those arrested for more serious crimes would be ranked as low, medium or high-risk. that ranking would be done by an algorithm based on age, length of time at the same address, et cetera, and that is one of the big controversies of prop 25. >> when you ask the proponents of this, how will you craft an algorithm that is not

start with nbc bay area's sergio quintana in calistoga. cake bread cellars a part of the investigation. >> reporter: the town is essentially empty. it has been evacuated. glass fire just too close. in the distance that glow is where it's purposing part of the evening. right now firefighters have a window of good conditions but not going to last long. sunset tonight, massive flames in the napa valley state park outside calistoga and saint helena. >> we're back at red flag warning, expecting north to northwest winds higher elevations above the fire area. that's big concern right now. >> reporter: those gusty winds pushed this fire so fast. time lapse of the start early sunday morning. firefighters trying to figure out what exactly sparked the flames. sources close to the investigation tell the nbc bay area investigative unit they're focusing on electrical fencing at dancing bear ranch on howell mountain. found an area they're looking at. cake bread cellars say they're aware of the investigation and fully cooperating. cal fire spokesman would

nbc bay area's sergio quintana is in st. helena tonight where crews spent hours battling new hot spots from the ground and air. >> reporter: you can see this fire burning right now. it is just a few yards away from the cal fire station in st. helena. right now there are dozens of firefighters on the ground out there with buzzsaws and pick axes trying to cut a containment line. flames reaching high up into the night sky as fire crews work in the dark to get a handle on these new flare-ups. for a few hours before the sunset, a fleet of large helicopters kicked into action trying to protect nearby homes. >> thanks to the quick work of the helicopters that you see working this fire, we were able to try to check it as best as they can. >> we knew there was going to be problems. >> reporter: charlie wallace and bob peg ram live in st. helena and watched his helicopters dipped into irrigation pools in a nearby vineyard. they say the flare-ups are concerning especially after how fast the flames moved earlier this week. >> this flare

nbc bay area's scott budman has been on the scene all afternoon. scott, you saw that burn down. >> reporter: yeah, jessica. it is something we've all seen as we drive up 101. but today that famous sign and several nearby houses were threatened by a ten-acre fire. as fire moved quickly up what's known as sign hill, nearby residents also moved quickly. >> when i was coming down, i saw a lynn sign of smoke. >> reporter: manny among those who could only watch as the flames spread both near the historic south city sign, here since the 1920s, and near houses. >> it was quick, less than ten minutes. it was the whole mountain on fire. it was really fast. >> reporter: fire burned through about ten acres before crews got it under control, singeing homes in one neighborhood. >> the fire did bump up against a couple of homes, but the crews were able to make a quick stop and knock it down before the fire got interior. so there was just some external damage to those homes. >> reporter: getting aid from the air to help control a fire that could have been much wor

nbc bay area's joe rosato jr. shows us how prop e could impact the number of police officers on city streets. >> defund the police! >> reporter: in the months after the death of george floyd calls to defund police were written on signs, shouted into megaphones. >> 200 police officers. >> reporter: but as san francisco seeks to reform its police department in the wake of those protests, some city leaders say they're the ones in handcuffs. that's because city voters in 1994 approved a charter amendment requiring the city to keep a minimum of 1,971 full-time officers on its force. >> right now we couldn't reduce the police officer, the number of officers because in the charter that's what it says. >> reporter: san francisco supervisor norman yee says the city should have the ability to adjust the number of officers based on need. so he crafted prop e on the november ballot. it would require the department and city to review police staffing levels every two years with the police commission deciding the final number. >

nbc bay area news. >>> a story we first broke tonight. an early voter in danville spotted something she says is concerning when she tried to drop off her ballot at a drop-off, here is what she says she saw. this happened at the sycamore park and caught the attention on social media. the woman found the opened box called local election official stood by until a worker showed up. in the process though someone forgot to lock the box backup. we spoke to other voters who were shocked to hear what happened. >> i was coming here to put my ballot in the box. >> i am upset, and very disturbed to see a ballot box left. >> they don't believe anyone's ballot was swiped in the hours they left it unlocked when it was returned. they found about 100 ballots in that box. if any voters dropped off their ballots between 11:40 and 12:40 today at the box, at sycamore valley in danville, you can track our ballot's progress. if you have any concerns, you can contact your register voters. despite claims by the president of election fraud, there has been no evide

here's nbc bay area's christy smith. in contra costa county voters are paying close attention and not taking any chances this election. we caught up with ashley parker at the post office in pleasant hill. she decided to mail her ballot earlier this week just as they began arriving in mail balks. the general election is less than a month away and voters are already signaling just how important it is. >> it's absolutely gang busters, and it's totally amazing. >> reporter: voter response has already been strong. >> as of friday after we picked up all the ballots from all the drop boxes around the county we are at nearly 70,000 ballots returned, which is almost 10% of the voters in the county. typically i would have expected by friday to have only 2 and 500 ballots. >> reporter: so far more voters in the county have used the mail than ballot drop boxes despite no evidence of election fraud linked to the post office, some people have been hesitant to use the mail. for others it's a matter of convenience. >> i might be traveli

this is the view from nbc bay area's sky ranger. it happened just after 9:00 this morning on eleanor drive, which is near the 101/92 interchange. neighbors say they heard three or four gunshots and when police arrived, a 30-year-old man was slumped in his car and died at the scene. investigators are looking at surveillance video from neighbors to help identify a possible suspect or getaway car. police believe the victim was targeted and this is not a random attack. >>> actress lori loughlin is serving her time here in the bay area. she reported to the federal correctional institution in dublin today after pleading guilty to the college admissions scandal. she and her husband paid half a million dollars to get their two daughters into usc. this prison is actually where actress felicity huffman also served her sentence last year for the same scandal. loughlin is serving a two-month sentence and will have to follow all the same rules as the other inmates, like a 5:00 a.m. wake-up call, a uniform of khaki pants and a brown t-shirt, and
