that's the capitol. at the other end of the axis, we have the possibility of a memorial to a man who saved the government, lincoln. between the two is a monument to its founder, washington. all three of the structures stretching in one grand sweep from capitol hill to the potomac river will lend one to the others the associations and memories connected with each. each will have its value increased by being on the one axis and having visual react relation to one another. so this is the design and the symbolic basis for the location of the lincoln memorial. not just a monument to lincoln but a monument that reinforced the constitutional axis of the establishment and the preservation of the american government. and, of course, they're speaking in quite heroic language. the language architecture language that the commission used was, of course, classic call art techture. they wanted the mall to be filled with white classic call buildings and the federal triangle down between constitution avenue and pennsylva

the capitol is protected by the capitol police department. a handful at best of them were wearing masks. the majority of capitol police i saw were not wearing masks. as you can see in the video, a significant number of the press were wearing masks but there were a number of supporters of the president who were not wearing masks. it was a mix of both, i would say. now in retrospect seeing the former mayor maskless and hugging people, it is a concerning matter. >> do you have a sense how many people he may have had these types of interactions with just inside the capitol? when we see the video, see a handful of people but are we talking a handful or dozens or more? >> i would say -- i would hate to guess precisely but i would say in the hundreds if not slightly more region. you have to remember as we found out the news ourselves, you know, myself and my photojournalist, leslie brewer, that were in close proximity of the mayor, have do our own contact tracing and the circle becomes bigger and bigger as you start looking at it more and more. >> h

so this started as suggested on capitol hill and said we ever really strong hunch of what the problem is but we don't necessarily know in detail systematically about what that is. anecdotes or staff or information of how and why legislative staff evolved through the revolving door to become a lobbyist and then with legislation but no systematic way to deeply understand the nature of the problem. but we needed to build up systematic evidence that leads to conclusions and those suggestions. to do this the five of us developed a protocol for large-scale study the first stage we interviewed former members of congress and senior staff to have some sort of budgeting authority to see how they all operated in those strategies in order to deal with the heavily constrained resources. was expensive talking to people in both chambers and personal offices and committees and part one - - and party leadership with the near universal desire to hire policy staff because of the turnover is so high. with there is no resources to do so so the writing on the wall and capitol hill for community leaders and

sunland is on capitol hill for us. let's begin with the defense bill it's critical, something that the president has threatened to veto, but it's expected to get through. >> reporter: yes, most likely in the house tomorrow and the senate shortly thereafter. the key is not if it passes but how much it passes by. will they have enough support in the bill to get a veto proof majority because you have the presidential veto threat. he has threatened to veto it because it does not include a repeal of protections for social media companies, an unrelated matter to this funding bill. of course, when they post their numbers, the key number is do they have two-thirds majority? will they be able to break the presidential veto when it gets through capitol hill, that's the big thing to watch. and that would be a huge rebuke from the outgoing president. and early indications on capitol hill they may be moving towards that direction given kaindicatis we've seen how republicans feel on the bill. >> how about the shutdown and the stimul
