. >> nbc bay area's robert handa joins us from san jose, where public health leaders are echoing the governor's concerns. robert? >> reporter: well, we're here at the office of emergency management where just a short while ago, we were told at a public briefing the south bay isn't there quite yet, but it is getting very close. governor newsom is keeping an eye on icu capacity on a regional basis before triggering a stay-at-home order. but just about every hospital is already keeping a wary eye on its own icu beds. santa clara county already has some hospitals well over 90% icu capacity, and every hospital has submitted a surge plan on how to make more room. >> so this would include bringing beds into service that normally aren't in service. it could perhaps include converting some non-clinical areas into clinical areas. >> reporter: the public health department says covid cases continue to surge. for example, in san jose, the amberwood gardens nursing care facility has had 151 positive cases. 81 residents and 70 among staff. and at a homeless shelter, the baccardo reception center, 6

nbc bay area's bob redell is live outside county fairgrounds. bob? >> reporter: it's different where we've seen doctors, nurses, respiratory therapists and hospitals receiving the first doses. here in the county it's workers who work at these skilled nursing facilities. the county, which is responsible for administering to those tier one people that i just mentioned, they're receiving those doses at a clinic behind me at the fairgrounds. we asked why aren't workers at hospitals first as we've seen elsewhere and the county said it comes down to shipping logistics. the hospitals in the county haven't received or are just receiving their pfizer doses. they'll start their vaccinations tomorrow or this weekend. for whatever reason, the county received these doses first. 210 skilled nursing facility workers are receiving the first of their two shots today. those facilities, those skilled nursing facilities, they only represent about 5% of all cases in the county shall but they represent 45% of all covid deaths. that's why they're getting priority. to date,

nbc bay area's melissa colorado joins us from downtown oakland. melissa, what do we know at this point? >> reporter: well, raj, i can tell you that the oakland sculptor who really constructed this breonna taylor statue, and all afternoon we've watched him reinforce what's left standing. as you can see, he's placed flowers over where the breonna taylor statue once stood and filled the stand with concrete to better reinforce the base. he said it's going to take months to create a sculpture and he will cast it in bronze. he says someone likely used a bat to pound away at the statue. it was here only two weeks before it was damaged. then this morning carson says the statue vanished. >> last night the racists returned and they removed the remaining sculpture bust, and this is what's here now. i want this to be a symbol of joy for breonna taylor, and no matter what they do, we can rebuild it. when you mess with a sculptor, i know how to build things. you can't defeat that. >> and speaking of rebuilding, carson says he's got plenty of money, donations to

nbc bay area cierra johnson is live in mill valley. i want to talk about those businesses now forced to close yet again. >> reporter: 55 minutes away from another drastic change behind me. we have been here all morning. folks stopping by to get a cup of coffee and sit outside while they can because 55 minutes from right now, indoor and outdoor dining will be not allowed in this county, in addition to four other counties throughout the bay area. at noon, marin, alameda, san francisco, santa clara and contra costa under the same restrictions. the big facing restaurants no indoor, no outdoor dining and bars and restaurants are limited to carryout and delivery only. hair, nail, personal carol services in all of these counties will close along with museums, zoos and theaters and family entertainment centers. retailers are allowed to stay open but must operate at 20% capacity. many businesses have already begun packing up their heat lamps and breaking down the outdoor dining. a few folks eating outside before we go back to the spring takeout
