he talked about high unemployment, state -- state responses and lessons learned from the crisis. the american enterprise interest -- institute is the host of this hour-long program. my name is nat and i am the head of global poverty studies and we are having this conversation about the unemployment benefits response to the coronavirus crisis and its implications for the future. say that enough to that response has been unprecedented. in just two months the number of recipients rose from a typical 2 million to over 30 million including millions in entirely new temporary federal programs covering large categories of recipients. new temporary federal programs, that is two times during the great recession which took years to reach. state agencies rush to meet that enormous demand we note some recipient had to wait weeks or months for benefits to be paid. international scammers succeeded billions of taxpayer dollars in these programs. they were discouraging returns to work. 500 billion in unemployment benefits this year. triple the previous high. state and federal payroll taxes on job

nine days in that state. president trump won that state. we don't hear any complaints or efforts to try to overturn the results of that election. they made those changes because of the coronavirus pandemic. this is not about logic anymore. this is about the president wanting to say he has won. he is obviously not going to be able to do that, but i think that the idea that any element of this has a basis in fact has been long since thrown out the window. you know, 50 or 60 court cases ago, it's been thrown out. >> one of the things going on today, as we're watching this history, is the coronavirus pandemic and the first vaccines being administered to americans outside of the clinical trials. this is new york city, this is nyu langone health care center, and we're watches people get the covid vaccine from p pfizer/biontech. there's the like at the end of the tunnel, and something to watch. dana? >> we are talking earlier about the poetry, perhaps, symbolism of the fact that we're watches this remarkable moment of health care workers, the firs

obviously some states more, some states less, a couple states trump did better. and you ended up with perfectly reasonable results, if i can put it that way. if you ended up with georgia, biden winning by eight points, you know, and losing florida by three, you'd say, that seems pretty unlikely. maybe something needs to be looked at. there's something unlikely about the results. there's no evidence of anything going wrong. two of these states in arizona and georgia are republican -- states with republican governors and republican -- pretty much republican down the line, actually. and they carefully recounted everything and ended up where they are. wisconsin and michigan, as i say, have majority republican and quite conservative state supreme courts that upheld the decisions of the electoral commissions in those states. so, there's just no evidence of this fraud. i mean, what's amazing, therefore, about trump -- with gore/bush you can you can argue about the ballots and the butterfly ballots and which counties' recounts, what they're going to do in each county and

but what we're seeing is that there is such a crisis because states even states that have leadership of up a partisan likeness. there were things states where there you have a republican governor and a republican, you know, several republican mayors there still are going back and forth. this isn't a partisan issue as much as it is. there are people who aren't equipped for what they're having to deal with. a lot of it comes down to money according to a report from truth in accounting, at least $39.00 states lack the money to pay bills, but work over $90.00. the total debt among the 50 states accounts for over 1.4 trillion dollars. these states are already underwater and pretty broke before coburn $1000.00 hit. and now they're expected to develop response plans. so, you know, obviously during the, during the start of kobe $1000.00, we heard from president trump over and over about how he wasn't going to help or bail out these democratic states. we're already in trouble, well, factually. the majority of american states were in trouble. whether they were blue or red and i think that that

time and again lawyers presented arguments to state officials, state legislators, state and federal courts. and to the united states supreme court. twice. heard by more than 80 judges across the country. and every case, no cause or evidence was found to reverse or question or dispute the results. a few states went for recounts. all the counts were confirmed. results in georgia were counted three times. didn't change the out come. recount conducted in wisconsin actually saw our margin grow. a margin we had in michigan was 14 times the margin president trump won that state by four years ago. our margin in pennsylvania was twice the size of the trump margin four years ago. and yet, none of this stopped baseless claims about the results. even more stunning, 17 republican attorneys general and 126 republican members of the congress, actually they actually signed onto a lawsuit filed by the state of texas. that lawsuit asking the united states supreme court to reject the certified vote counts in georgia, michigan, pennsylvania and wisconsin. this legal maneuver was an effort by elected officials

state and federal courts, and ultimately, to the united states supreme court, twice. they were heard by more than 80 judges across this country, and in every case, no cause or evidence was found to reverse or question or dispute the results. 17 republican attorneys general and 126 republican members of the congress actually, they actually signed on to a lawsuit filed by the state of texas. that lawsuit asked the united states supreme court to reject the certified vote counts in georgia, michigan, pennsylvania, and wisconsin. this legal maneuver was an effort by elected officials and one group of states to try to get the supreme court to wipe out the votes of more than 20 million americans in other states and to hand the presidency to a candidate who lost the electoral college, lost the popular vote, and lost each and every one of the states whose votes they were trying to reverse. it's a position so extreme, we've never seen it before, a position that refused to respect the will of the people, refused to respect the rule of law, and refused to honor our constitution.

states. so there are seven states whose electors are now subject, in my view, to objections and rejections that could give president trump a second term. and believe me, listeners and viewers, republicans and democrats for the most part don't want to deal with the consequences of this election fiasco. you've got to pressure them to do the right thing. gregg: there's one final lawsuit -- well, it's never final, who knows how many others might be filed between now and next tuesday or wednesday, but this deals with wisconsin where the trump campaign lost before the wisconsin supreme court in the effort to toss out, i think it was 220,000 absentee ballots because, and i wrote this down, there was no proper identification, many people weren't eligible for the absentee ballots they cast and clerks filled in missing witness information, all of which was in clear violation of the law. so there we have, you know, either election fraud or unlawful counting of improper or invalid ballots, don't we? >> y

states have different circumstances and are in different epidemiological situations, and state leaders are in the best position to take our general national recommendations and translate them into more precise guidance for their state and its conditions. as we approach the vaccine rollout, we're also continuing to expand access to treatments for covid-19. as of this week, we've distributed more than 157,000 patient courses of two authorized antibody products across the united states and allocated a total of 205,000 courses for delivery to states. more than 3,000 sites are currently signed up to offer these treatments. we've also launched a pilot program that will explore how to reach vulnerable populations with these treatments and offer the treatments in even more convenient locations. as we mentioned, americans need to know that this treatment is a possible option for patients who are at high risk for severe covid-19 but who have not been hospitalized. that includes all americans over the age of 65. that's the definition we're using, in this case, for risk of severe covid-19. receivi
