the white house has not yet commented. and all of this comes as the president's attempts to change the election results continue to go nowhere. on tuesday one of the trump's closest allies attorney general bill barr told the a.p. the justice department uncovered no effort of widespread voter fraud. certainly not on the scale that would change the outcome. no evidence has been presented in court either. in spite of the president's wild and unfounded allegations. of the 44 cases that have been filed in connection with the election, 27 have been denied, dismissed, settled or withdrawn. none have found a single instance of fraud. i want to bring in nbc's kristen welker at the white house and tom winter, following the bribery investigation. good morning to both of you. kristen, talk to me about what we know about the president's state of mind, particularly this idea that he could start issuing pre-every pre-everytive pardons for this family. >> reporter: good to see you and be with you. you hit the nail on the head, "embattled.

this is a decision by the white house. what happened here, i'm told from sources close to the pentagon, that the white house was infuriated because there was a washington post article that said that trump was squandering billion dollars on his wall on the southern border and if some of the money could be redirected, the pentagon could save money for troop readiness or cybersecurity or preparing for the rise of china or some other important adversaries. and so when pentagon saw this and when the political leaders of the pentagon saw this and the white house saw this, the white house said cancel all meetings and the biden transition team had meetings that were scheduled and had requests for information, rfi's and the trump pentagon shut the whole thing down. secretary miller is a decent person, a mild mannered person and he's saying i'm ready to talk but he's being misled by his own staff. he's being told this was mutual. it was not mutual. this is done by the white house and the secretary of defense should stand up and say

house staff do now -- do they keep going to the white house? the president's not there. maybe should the biden transition people move in early if the trump folks aren't using the space anymore? these are not the kinds of ambiguities you train for in american news and politics, but that is where we are. on the calendar, there's something important to keep in mind. as you know, the president decided to throw a wrench into a hot running engine last night when he suddenly started paying attention to the fact that there was a covid relief bill, that his own administration, his own people had been negotiating with congress on his behalf. after the white house told republicans in congress explicitly that the president was ready to sign the bill, the president got a wild hair. the wind blew his fur the wrong way or something, and he decided, no, he will not sign it. and now he's demanding changes to the bill that has already passed congress, changes to the bill that his own administration and all the republicans in congress had been busy fighting again

the white house not commenting, though, at this hour. we are going to get a briefing, though, from press secretary kayleigh mcenany so it's a chance to ask her about all of this. >> and frank figliuzzi, the president has obviously almost absolute power, constitutional power to pardon. but the ways in which he's discussing using it are a little concerning, more than a little concerning. they don't prevent states from moving forward with prosecutions. but they do involve his immediate family. and potentially himself as well. >> yeah, i'm viewing these pardons and even talk of these pardons as essentially a lawful form of obstruction of justice. that's because i think either currently or in the future, eigit's likely these family members we're talking about may be under investigation for crimes to which the president may himself be a party. so this is far less about a caring father acting out of concern for his children but rather someone who may be a defendant acting out of concern that he's exposed criminally. this also, looking at this t
