the conference was co-hosted by the virginia museum of history and culture and preservation, virginia. it's now my great pleasure to introduce chief emeritus kenneth adams. as was mentioned earlier today chief adam serves on preservation virginia's board of trustees, and it was at his urging that the symposium came to be. chief adams served as a strong advocate for the wrecking of the federal recognition of the upper mattapani. and in the lead up to 2007 chief adams actively participated in the jamestown 2007 steering committee and the activities associated with the commemoration and i can say that we spend a lot of time together at various events around the state his leadership and persistence ensured that the commemorative events reflected the perspective of the indigenous people their culture and their governance long before the ships arrived at jamestown as steve pointed out. he brought the lack of a permanent memorial on the virginia capital grounds as did other tribal leaders to the attention of governor cain and delegate peace resulting in the formation of the virginia indian c

the evolution of the governorship of virginia has had several periods. when we look at it from the independence, from 1776, when our first constitution as being governors could be elected for one-year terms to which they were eligible for two subsequent elections. and some people call it a term of three years if they're reelected. we choose to look at it as three elected terms because there's the possibility he would not have been in years two and three. so he did have those three initial ones and then he had been elected to a fourth which presumably could have set up a fifth and a six had he stayed, except he went and joined the madison administration. patrick henry just beat him out. patrick henry, i believe, ended up having five terms. i showed an image in that when i referred to it of the governor's mansion in richmond which monroe never got to stay in. he signed the legislation that had it built, but he didn't stay in the governor's position long enough to actually enjoy the new house that he authorized. sir? >> can you say a few words about the rel

so other delegates as they arrived, and, in particular, the delegates from virginia. because madison was there early, he brought them all together, and all together they produced the virginia plan, which, as you all know, set the agenda for the constitutional convention. during the convention, madison was one of the delegates who spoke most often. and he made crucial, critical interventions. when the convention was about to write into the constitution that congress had the power, quote, to make war. madison stood up and successfully changed it to "declare war." thus making the president commander in chief. now, if you think about it, we would have not ever done so well, i'm sorry to mention this, but if all the congressmen were in charge of our war, of war, it would not have been successful. so this was a really important intervention. while he's speaking and understanding how important it is to get the words just right, madison was also taking notes. he sat up at the front of the room and wrote the notes out of who said what in shorthand, and then went back to his ro

given virginia's proximity to d.c. and so much federal government taking place in virginia, i'm wondering what you think about this contradiction between federal law and state law when it comes ss to marijua legalization but currently it's a schedule i as far as marijuana and heroin. what's your take on that, and, governor, should that classification be changed? >> absolutely it should be. but virginia will be the 16th state to legalize recreational use of marijuana. as a physician, this is something we started working on two years ago by expanding the medicinal use of marijuana. last year we decriminalized marijuana. we did two very thorough studies over the last year, and we know the time is right and we want to do it right, and we can, so we'll be the 16th state to legalize the recreational use of marijuana. it's an equity issue for virginia among other things. we know that blacks and whites use marijuana at the same rate, but blacks are three to times more likely to be arrested and convicted. so this is wrong, and

the army northern virginia would fight no more. that's a big so what. what about the enslaved population of appomattox and the rest of virginia? what was their future? and what about lower and middle class whites that didn't own slaves but would be deeply affected by what was about to happen? we're going to head down to the village and visit the kelly house that could be known as the robynson house and explore a story that sheds like in a national significance of what happened after the surrender. here on the eastern edge of the village of appomattox court house. we find the kelly house at the time of the surrender. unlike the mcclain house, an upper middle class home, perfect for the surrender meeting for lee and grant. the kelly house far more represents what most people around appomattox county would have lived in in the 1860s. it's here we find an excellent example of an untold story. we talked about hannah reynolds immediately after the war. she passed we from wounds in the final battle but down here at the kelly house we find an excellent example
