he's in newport, rhode island. what's the weather like? >> a blustery rhode island, too, brian. we're probably one to two hours away from the closest approach of hurricane henri. every moment or so we get blasted by strong gusts of wind, just verifying what allison talked about with 60-mile-an-hour gusts. we had a report of 69 miles an hour. look at the ripples there just fanning out and a lot of the boats just taking the brunt of this storm in the newport harbor where i'm currently located. you can see them swaying about, and a lot of the captains here, the owners of the ships we were speaking to earlier today, they have had to put extra lines down just to secure their property. we talk about power outages within rhode island specifically, with wind gusts in excess of 60 miles per hour, that saturated soil that allison was talking about. i expect the power outage number to spike quickly because we're already at 20,000, which is the most significant in terms of power outages across the new england coastline. but really, tropical storm conditions verifying here within rhode islan

the main story of the storm was it made landfall in newport, rhode island. you're seeing 50, 60 miles per hour winds. enough to take down power lines and trees. now it moves west into connecticut. you have groten, connecticut. brian todd is there managing the situation. been landfall for a while. what are you seeing? >> reporter: you mentioned it's confusing in the storm and the way it's tracking. right now this is a crucial juncture in the storm. we've already gotten hit with one band. we're expecting another band to come soon. the tides and the storm surges are critical here. high tide was an few hours ago this morning. there's going to be another high tide in about eight hours from now. storm surge about 3 to 5 feet. that's crucial. you can see powerful storm surge behind me. this is the point where the river intersects with long island sound. a lot of bodies of water in low lying areas. i'll show you one of them here in grotten, connecticut. we will pan over there. this neighborhood over here was ordered to be evacuated. mandatory evacuation for shore av

derek van dam is in newport, rhode island. an emergency declaration already approved for that state. what duds it look like right now as the sun is rising where you are? >> yeah, you know, we have got the all too familiar sounds unfolding behind us as the winds bows and bends around some of the masts of the sailboats here. this is a very different newport harbor than 24 hours ago. look, this was supposed to be a few days ago a storm that stayed out into the atlantic. fish food, as meteorologists often refer to it as. that has changed. now the storm is approaching our shoreline and conditions are deteriorating. the first outsider bands impacting the southern new england coastline. i walked around newport yesterday. remember, this is high tourist season. there are a lot of people here. they walked about as if no hurricane was approaching. seems the only people taking it sear seriously were the captains of these ships behind me. >> if those projectiles start coming at me, there is really not a lot i can do. you got all these boat
