part of being new york tough is being new york smart. new york smart tells us that this situation and moment are not about the facts. it's not about the truth. it's not about thoughtful analysis. it's not about how do we make the system better. this is about politics. and our political system today is too often driven by the extremes. rashness has replaced reasonableness. loudness has replaced soundness. twitter has become the public square for policy debate. there is an intelligent discussion to be had on gender-based actions, on generational and cultural behavioral differences, on setting higher standards and finding reasonable resolution, but the political environment is too hot and it is too reactionary for that now, and it is unfortunate. now you know me, i'm a new yorker born and bred. i am a fighter, and my instinct is to fight through this controversy because i truly believe little politically motivated. i believe that it is unfair and it is untruthful, and i believe it -- it demonizes behavior that is unsustainable for society.

there is not a mask mandate in new york. and one of the things that comes up a lot is should at the same time that we're increasing vaccinations, should we also be bringing down viral transmission? there's a lot of virus circulating out there. vaccines are very important keeping people healthy. but we got to bring down the amount of virus as well. and masks at least for short term for a few weeks or a couple months would do a really important job of that. >> as you heard the policy only requires people to have received one dose of a coronavirus vaccine. is that sufficient? >> well, if you look at the data now, and there is data to basically show how protective is one dose versus two doses. and you can see on the left is two doses. so very protective against both the alpha and the delta variant against symptomatic disease. it drops off a lot with just one dose. one dose is not nearly as protective. this may be a strategy just to say, look, let's just get people in the door to get that first dose. they get all these incentives

the world does exist outside of new york city. but, within new york city, tell us what you are seeing on the ground. it certainly seems like there has been a recovery. >> there has been an extraordinary comeback in the rental market, considering that january was very quiet, the vacancy rates are very high, fast forward to today, we are seeing record numbers. a last to do with the fact that new york state has done incredibly well getting people vaccinated. we have one of the highest vaccination rates in the country. people are feeling safe and returning to new york city. companies are mandating that people come back and that they be vaccinated. people are running here to find apartments. caroline: tell us about what you are feeling on the ground in the past 2, 3 weeks. it does seem there was a rush to come back to the cities. companies saying, we rather prefer you in the office. now with the delta variant, people pushing back the return to the office date, is any of that feeding into sentiment at all? bess: i think that the overarc

the new york ag. do you expect charges against cuomo and his team? >> hard to know but there is certainly a possibility. i guess two competing principles. criminal cases are never the same as they appear on paper. we don't usually see the prosecution memos or reports. they can be distorting in terms of how strong a case would actual hang together but at the same time in this report there is ample corroboration, there is retaliatory conduct, there's independent witnesses that saw victims that had been completely shaken up by the creepy nature and behavior of this man. so i do think there is a possibility of charging some fairly low-grade but consequential charges such as forcible touching, based on the accounts and the corroboration. elizabeth: we hear you. the criminal cases have a high bar. it has to be beyond a reasonable doubt but there is a lot of evidence here. congresswoman, retaliation against accusers, bullying, that seems to have legs. your take on that. the state attorney general's office fi
