that has not happened in west virginia. in the last week they ranked 50th in new vaccinations among adults and since september 1st, again, 50th. so no, they are not listening. >> governor justice is pleading for his people to get vaccinated. he's not in favor of vaccine mandates. what have we seen in terms of how effective they can be in certain situations? >> i think the airlines kind of prove a pretty good test of this. we have united essentially saying if you aren't going to get vaccinated, you're going to be terminated. look at this. 97% of united employees are fully vaccinated. now look at what happens with delta. what they're essentially saying you're going to pay a $200 monthly fee if you're not vaccinated. just 82% of them are "vaccinated." so when you compare these two, what we're seeing is that when you put in a full and actual mandate it really, really, really works. >> they have 13,000 as of last week, 13,000 people unvaccinated and the question is, you know, why not do the united plan if it's that much more eff

virginia. 42% of white people are poor in west virginia. people from west virginia, our poor people's campaign say he doesn't represent them. you talk to the moms in' appalachia, the miners, he's speaking for chamber of commerce, exxon. 50% of west virginia -- he voted against raising the minimum wage. 46.7% of the census track in west virginia can't afford water and now he's trying to stop the build back better plan that would actually address poverty, address many of the people who are the worst hit during covid, would address climate change. but you know, people like clyburn should be ashamed of himself as well. not only do we need $3.5 trillion. we need more than that. the economic policy institute says we need 10 trillion over ten years. we've spent $21 trillion in war over the last 20 years. this man is hurting west virginia, but he's hurting america, manchin is. $15 minimum wage would have lifted, jonathan, 32 million people out of low-wage jobs and put them into a better place. so he's blocking what would hurt people. the only -- he

you have spent time in west virginia. you have led gatherings, marches, in west virginia. given at the senator from that state remains right now the principle obstacle to this giant package of social help, was it your impression from traveling in west virginia that government assistance would be damaging to the people of west virginia, as senator manchin clearly seems to worry? >> well, no, it actually would be helpful. 700,000 people in west virginia are poor and no-wealth. one of the things i'm concerned about, though, as your guest just mentioned, you keep saying west virginia is a red state. it really is not. it's an unorganized state. it's a state where poor and low-wealth people have not been inspired and that holds the key to changing who sits in the senate and the governor's race. the majority of the people in west virginia don't agree with what's he's doing. and we've got to learn for somebody like him, you have to touch him in his state. when we first marched on him over 800 people to his doorstep, with people that looked like him, black and white, people from th

and for states like west virginia, it's an opportunity. >> you talked about west virginia and what they could do. but you said it was a $23 trillion industry that we would be missing out on. president biden's infrastructure and spending bills are packed with funds to fight the climate crisis. tell me about your plans to rebuild in new ways, to deal with this growing threat. >> well, for example, today the department of energy just released a report called the solar futures report. if we do this right, and if we pass these policies, solar power can help, which is of course totally clean, can be 40% of our energy mix by the year 2035. and create 1.5 million jobs as we do it. in fact, we know that the president's build back better agenda is going to create 2 million jobs per year. i think there's another study coming out showing how many millions of jobs will be created if we do this clean energy standard that the president wants. the opportunity for building products, building solar panels, the racks, the inverters, wind turbines, the blades, the nacelles, the batteries for electric vehic

lot of items in this $3.5 trillion bill would help residents of west virginia. he has a fair point to make about, look, we're not spending some of this money. is all of this really needed? would the market address this on its own? can you rein it in? sure. it's a process, a negotiation. you cannot overestimate how important it is for democrats and president biden's ajgenda that they find a way to come together over the next month. >> as we often hear from our colleague, lauren fox, manchin is obviously very vocal on all of this. i'm curious, in terms of how things are actually playing out behind the scenes to your point, john, about how crucial a lot of these elements are to the residents in west virginia and across the country. is there a sense of how those private conversations are moving forward, and just how much more pressure there is this morning? >> look, pressure is ramping up. democrats are trying to put forward an outline. and manchin has -- if you can do something through reconciliation, every vote -- krysten sinema, by the way, is not on board with t

the west virginia state capitol. in february, 2018, this was the site for the rally for the west virginia teacher strike. teachers assembled on this area, filling all of the space on the ground and up the steps there were speakers on the steps. speaking after the ground. -- out to the crowd. this was a strike for health insurance, benefits, and, also, they were stricken for a race, but many would say this was for their health benefits. their premiums were going up so high that even if they received some type of increase for living expenses. they were actually getting a decrease in their pay because of the health insurance premiums. there was also something that the state had proposed where they would have to wear apps where they would track their steps and get discounts on their insurance. they were already ranked very low in salary among the states. i think it was 48 49th -- 48th or 49th. they were upset about the way they were being treated in negotiations by some of the legislators. disrespected, some saw that as.

joe manchin is the son of west virginia. and someone told me, everyone has his cell phone in west virginia. i asked 134 people, random people, that i didn't know-- three of them did have joe manchin's cell phone, and about 60 of them said, "i know someone who has joe manchin's cell phone." his greatest influence comes from his state, and that's something to know. >> woodruff: the other thing that we need to say about these two individuals is what they face in terms of the election. they are both up in 2024. what are the political calculations at this moment looking ahead? >> desjardins: krysten sinema is from a purple state, where there are very sort of fractured divides politically. there is a big question for both of those lawmakers: does donald trump run for president in 2024? that will affect their fate dramatically. however, krysten sinema is it's a little different there where we saw joe biden win. for joe manchin, he has survived in one of the most trump states in the country. but it will make things harder for him in
