whitlock. it outlines how as a matter of policy, u.s. officials did not effectively combat corruption, but also to confront a more distressing reality, that it was in fact responsible for fueling the corruption by doling out vast sums of money with no disregard for the consequences. media reports for 2013 uncovered that afghanistan's first president following the role of the taliban was on the cia's payroll. are those sorts of practices compatible with building strong and independent institutions in afghanistan? if not, what was the agenda being advanced? >> we have covered this in some earlier questions. there was an effort that was even over the years. but there was an off-and-on approach to generate or to buy stability by way of funding particular powerbrokers, warlords and so forth, and to probably karzai government -- prop up the karzai government in particular, but also the ghani government. we are introducing hundreds of millions of dollars into that economy. to my previous points, that
