let's check in with justin andrews. he is on 880 in fremont. look at the back up behind you. >> reporter: absolutely. we are on south bound 880. we couldn't even get to the flooded area because of all the traffic. it is backed up and goes for miles. 880 as you mentioned it shut down between thornton and i believe mallory avenues north and south bound directions. that's a little more than a two mile stretch due to the flooding at 880 as you get closer to fremont. this video is from up above, drone footage giving that aerial view. look at the long line of cars. some were stuck. this is on the freeway. we have other video too giving us another vivid view of stranded cars, people walking through the waters, basically just trying to get help. there are cars that were stranded in these high waters and we have been seeing videos of social media of people wading in the more than trying to get help. the water levels are extremely high and impassable and an officer said the water reached the door of his patrol car. that illustrates how much rainfall we g

justin andrews is live in st. helena. this could affect about 32 counties across northern california. >> reporter: absolutely. but the good news this morning in st. helena, the power is still on. you see it behind me, lights are on but it is pretty windy. it's a good sign that the power is on but pge says they alert customers of power shut offs when we see conditions like meteorologist mary lee mentioned, dry and windy. boy are we feeling cool winds this morning. electric company says it may cut off power to customers in alameda, contra costa, napa, solano, sonoma. if you live in the counties you probably got an alert from pge. here is how officials say you can prepare for power outages. buy plenty of reats freezers coldest settg possible ange co devices and keep a portable charger handy. you will thank me later on that. don't forget to turn off appliances that could spark when power is restored. keep a flash light or two handy and don't forget to check your neighbors. if your power is off it is likely their power is off.

let's get to justin andrews. he is live in the north bay with more on the potential power shut offs. >> reporter: good morning. some 44,000 customers in about 32 counties could be affected by the power shut offs, power in st. helena is still on for now so that is good news for businesses and people in the area. i want you to take a live look at the outage map on pge's website. notice the purple triangles. most are south of red bluff and north and east of chico. these dry, windy weather conditions are the reasons why the shut offs are happening. closer to the bay, alameda, contra costa, napa, sonoma, solano can see shut offs. pge likely sent you notices and the company says this is a way to reduce wildfire risk. you should make sure if you are in risk of losing your power, buy plenty nonperishable food. set the refrigerator and freezer to the coldest setting. charge cell phones and other devices you might need. turn off applies that could spark some sparks if the power is restored. people are already preparing. ta

we will hear from justin andrews in a second. as long as we are not getting rain that's at least somewhat helpful to the situation. we have good rain through san mateo. 101, you've got rain. keep that in mind as you take the drive on the san mateo commute up and down the peninsula. then there is good rain along 37 in the north bay. 101 has rain through novato. it's been consistent into napa as well. that band has been running over the same locations in the north bay. plan on that too if you are hitting the road. thankfully you go north on 101 through the rest of sonoma, you are getting a break. you will see light rain over the next hours. that's 7:30, maybe more rain working its way across southern sonoma. once we go to 10:00, it really does look better. it just didn't clear fast enough for our monday morning commute. what i have done is i have listed these in order from north to south and picked up representative spots that give a good snapshot for how we did bay area wide. if you are not one of the six i've got, you can place y

justin andrews is live in san francisco. let's walk people through the rules here. >> reporter: bay area leaders released rules last week to let counties know when it is okay to lift those requirements when it comes to mask mandates. let's look at the requirements. each area must reach moderate or yellow transmission level defined by cdc and stay there at least three weeks and the covid hospitalizations in each area must be low or stable. each county'r will determine that. 80% of the counties or city's total population must be fully vaccinated. obviously san francisco and marin have met the rules. this means today in the counties if you are fully vaccinated you are not required to wear a mask in some indoor settings like offices, gyms, churches, other organized gatherings with 100 or less. san francisco and marin will still require indoor masking ge restaurants. we know contra costa will join san francisco and marin on november 1 in lifting its mask mandate. i am justin andrews, kpix5. >> thank you. >>> a live look at the wh

justin andrews is live. where does this investigation stand? >> reporter: those inspectors will be out here later today to really follow that complaint that was filed with the city of what they call unsafeguard rail conditions. this complaint was filed less than 24 hours after the deadly fall on sunday at the phish concert. case was opened monday following the complaint claiming that the guard rails are unsafe and not high enough and that the stairs leading to guard rails are steep. police confirmed to kpix there were actually two falls that night. officers were called before 9:00 sunday night of a possible fall and arrived and found a 47- year-old man from the east coast dead. witnesses say the man landed on his head. less than an hour later another fall. two people were taken to the hospital for nonlife threatening injuries. the band stopped their show in oregon the other day to offer condolences. >> we send our love to the family and we are sorry this all took place. i also want to say quickly some words
