schumer: asked mitch mcconnell. it is on his shoulders. -- ask mitch mcconnell. we are willing to cast the 50 votes ourselves. all he has to do is get out of the way. next. we are going to stay here until we get this done. reporter: is this vote on the debt ceiling tomorrow -- if this vote on the debt ceiling is blocked by republicans, would you change filibuster rules? sen. schumer: the best way to get this done is for republicans to get out of the way, let the 50 democrats do it. that is what we are working forward tomorrow. reporter: back to your response on the give and take on reconciliation, where do you think democrats can give a little bit more to get to that -- sen. schumer: i will not negotiate in public. we had a good meeting. we began getting into the nitty-gritty of how we get this done. we are going to get it done. we want to get all of it done by the 31st of october. we are making good progress. democrats of all different -- the progressive folks, more moderate folks all realize there will have to be give on either side to get this done. reporter:

18th, but that's not really in mcconnell's dna. but i will say the mood up here on capitol hill, democrats are extremely frustrated that mcconnell is retreating in this way, saying that all efforts to work on a bipartisan basis has really just dissolved up here, and there is a lot of anger at mcconnell and republicans by democrats over this issue, hallie. >> steph, let me go to you here, because lee ann is giving us -- and lee ann, i say this as a compliment to you, the in-the-weeds version of this political perspective. if, in fact, what secretary janet yellen calls this catastrophe were to happen, talk about what it means to raise the debt ceiling and what happens if we don't. >> you can go to jamie diamond, ceo of jp morgan. they're the biggest learned in this country. if the united states' credit rating drops, all the different ways you borrow money are going to get more expensive. you mentioned it earlier, car loans, home loans, credit card loans, anything out there, this impacts the price in which we're able to borrow money.

that's one reason why mcconnell made this offer. another reason why, he believes a short-term proposal would give them more time to go through a process on capitol hill, a budget process that would allow them to advance this budget, the increase in the national debt ceiling on democratic votes alope. i'm told the proposal will extend the debt ceiling through december. through november. it would increase it by several hundred billion dollars, but that would require all 100 senators including 50 republicans to agree to a quick vote so any one republican could de delay the process. it's also unclear if democrats will accept that proposal. they want to suspend it through next year's midterm so there's no squcare at all about what wod happen with the potential default. that vote is going to happen in just a matter of minutes. republicans are expected to block the suspension of the debt limit. so mcconnell is also going to propose something else to expedite the budget process. the budget process that democrats are refusing to use because

mitch mcconnell is not going to blink. mitch mcconnell has never cared of what he said yesterday. he's in conflict with what is to do. today you're not going to get any republican votes. they can't be shame. the democrats need to find a way to do this as quickly as possible, as painless as possible, as early as possible, so you don't see tremor. there's no victory lap in this. well i'd like us to get rid of the debt ceiling, entirely, by the way there's rumors that the democrats now are looking at getting rid of the filibuster. if they do that, that clearly opens the door for exceptions like voting rights. and so that's fascinating but no you just have to get this done, and you have to stop figuring out, can you play a chess game with mitch mcconnell. you cannot. he's going to sit there until his face turns blue, and the democrats are going to have to do this with in 50, votes and just get it done, so you don't do outsized image to the economy. >> david where the democrats going to get the votes to change the filibuster rules? >> that's the question. could you get 50 to say, we're

what political position is mitch mcconnell in? a lot of people look at him -- especially on the right he is always negotiating for a position of strength. in this case it sounds like the democratic discussion about the filibuster and going nuclear for this carve out for the debt seal could have spooked mcconnell? >> it could have. just the recap. we were approaching a serious deadline and grinkmanship up here on capitol hill over the debt limit. we are just over a week away before the country could default. as you mentioned, they have postponed the procedural test vote that needs the support of 60 senators which was expected to fail. the reason, because republicans were not expected to offer their support something that leader mcconnell has been saying over and over again. now, there have been discussions among the democratic caucus for a couple weeks, auto i'm told, about a filibuster carveout, but things really came to a head yesterday with an entire democratic caucus discussed it behind closed doors during their weekly lunch me

cornell, was it too hot for mitch mcconnell, could he not handle the fire? >> well, mitch is the king of the smoke, but i will give you -- i will say this, i think there's a different variable in here. i think when the president and dems start talking about getting rid of the filibuster, because they're going a step too far, i think the calculation starts to turn it and mitch and republicans had to blink on this, but i also say this, i think the more extreme mitch mcconnell and the republicans in both the house and the senate behave, the more likely they are that filibuster is going to go away, and i think a lot of people want the filibuster to go away. i think we saw some good news in that when quite frankly now joe biden is at least talking about it and considering it. i tell you this, if joe biden says the filibuster needs to go away, i think it's going to be hard for the senate republicans, even manchin to hold out when republicans are doing these sort of extreme acts of foolishness. >> cornell, you're talking about the heat, and then the mechanism to ap

what would mitch mcconnell do. >> well, mitch mcconnell would use all the power at his disposal to press forward and to achieve this strategic political goal to achieve his agenda. and i think the democrats have to face up to the intransjens of the republican majority in this way and separate out the issues to two categories. and there are two issues that are moral issues. the debt ceiling is a moral issue. and voting rights is a moral issue. and the filibuster should not stand above the outcome to those two moral issues. now, the question of the debt ceiling, what we are talking about, is a default on the full faith and credit of the united states of america. so this is not a debate around whether joe biden and the democratic congress wants to spend too much money. and there are a lot of people who look at that amount of money and say that that amount worries them. i would be one of those people. that's not what this debate is about. what this debate is about is whether the $8 trillion of spending, the money that was already spent, gone, poof, spent it, on the national credit card -- wh

but that's not how mcconnell operates. if he wants his party to stick together, he's able to get his party to stick together. but this is making republicans extremely nervous and the democrats that i'm talking to, they are more motivated than i have ever seen them regarding this issue of the filibuster. they say they're more angry toward mcconnell than at any time in recent history, including during the kavanaugh debacle and merrick garland. i don't understand that. but that's the feeling around here. they think that mcconnell is further eroding the institution and creating a political process out of something that is usually used to make concession and is to get something out of it. but never used as complete political brinkmanship. that is what is extremely frustrating to the democrats. of course, democrats, they don't want to put a number on the debt, which is what they would have to do if it was done through reconciliation and they don't want to go through another vote-o-rama because they know they're going to have to

former president trump attacks mitch mcconnell on a regular basis. mcconnell never says anything. if his conference supports the former president, where does that leave the conference? where will that leave them in four weeks, five weeks? >> i would imagine behind closed doors they trust his leadership. they all took the opportunity to punch him in public. not all of them, but many republicans to punch this reversal. i've seen democrats time and time again be outmaneuvered by mcconnell. whatever his reasons for doing this, i feel like he has already -- is already one step ahead and that many republicans quietly, privately are happy that he did what he did and he is there as the leader to make those tough decisions and take them forward. >> it's worth noting. mcconnell wants chaos considering the domestic policy agenda is still very much moving. the man has his biography titled "the long game." the big battle on capitol hill isn't between democrats and republicans, it's between joe manchin and bernie sanders. and a “did you see my email?” text. orrrr... you could see her status

but mcconnell didn't always feel that way. over the summer, the gop leader had privately expressed concerns with walker's potential candidacy against incumbent senator raphael warnock and even tried to recruit senators to run for the seats. he becomes the six republican senator to endorse walker including south dakota senator john thune, the number two senate republican on monday. with today's apparent change of heart, mcconnell is now in full alignment with former-president trump. >> you know, herschel is not only a georgia hero, he is an american legend. >> reporter: walker, a former-football star, was recruited by trump to run. >> i have known donald trump for 37 years and i don't mean just casual ran into him from time to time. i am talking about a deep personal friendship. >> reporter: the political newcomer has faced scrutiny over his past allegations of abuse, he was accused of threatening his ex-wife and friend of hers in the early 2000s. >> you can get angry but the anger that you can go out and really, really hurt so

will mitch mcconnell face any consequences? these are people like to chris, lindsey graham angry that republicans -- like ted cruz, lindsey graham angry. marianna: republicans will not be there to raise the debt limit next time so democrats will have to go it alone even though they are saying they don't want to do that. they do think republicans are going to blink again. >> eamon, you are on this show because as soon as i heard about the debt limit i said where is he? what do you make of mitch mcconnell's decision, how much business leaders warning about the dangers play into that and how does this relate to people trying to survive in this economy? eamon: business aders were enormously influential, it is stupid and dangerous to go down this path because it could have enormous applications for the american economy. separating the politics of the debt ceiling in which both sides are trying to -- they want to put the onus on weather. congress votes to spend the money and then the treasury has to go and get that money, either from

i wouldn't count on mitch mcconnell blinking, that's not mitch mcconnell's style. i think right now you couldn't get ten votes in the republican conference to go and do this, you know, to break a filibuster. there's just not ten republicans who would vote that way. they're looking at the democrats, this multitrillion dollar tax and spending bill, which is basically the big part of it is an attack on the 2017 republican tax cut, and they're saying they're not going to vote for it. now, the democrats made a decision a couple of months ago, they didn't want to do this through reconciliation, for the reason leigh ann said, they don't want to vote on a number. so they were aware of this issue in july, back, you know, a while ago. both sides have kind of moved toward this showdown. now, democrats are pretty certain that mcconnell will blink at some point, they seem very certain about it. but i'm not sure if that's a misread of mcconnell, where he is and where his republican conference is. >> let's talk about infrastructure and social spending. eugene, it felt like presid
