spoken to joe manchin, he is not there yet. he still has serious concerns. in fact, with the process, he told me earlier today that it's going to quote take a while for him to get there. he has concerns about a whole wide range of issues, one of which is to expand medicare to include hearing coverage. he told me that's not the way to go given the solvency concerns of that entitlement program. that's a red line for bernie sanders who wants to expand medicare as do a lot of liberals. regardless of manchin's concerns, democratic leaders are pushing ahead. chuck schumer, the majority leader just announced that he plans to put that larger $1.75 trillion bill joe biden's build back better bill on the senate floor the week of november 15th. now, that is much quicker than joe manchin wants to go, so what will manchin ultimately do? that's going to be a big question. first he needs to get out of the house. nancy pelosi is working behind the scenes to try to resolve the lingering disputes within the democratic caucus and trying to actual

one, is yes, joe manchin has been moving the goal posts but joe manchin has said 1.75 trillion and joe manchin's objection or one of his objections this week is that he thinks this is really a $4 trillion social spending package cloaked as a $1.75 trillion spending package. he wants to see it scored before he'll make a commitment. he's working with a group that's done its own analysis of the actual true costs of the things that are still in the plan right now and even thought the things in the plan have been shaved back what, manchin is saying is the costs are just made up. they are just way higher than they look on paper, so that's part of it, and the other part of it is that if the house passes both of these, you know, like tomorrow or thursday let's say, that makes the infrastructure plan takes effect and puts the build back better on hold. in between those two democrats will have enough time to see what kind of bump they are getting in the polls. are they getting the credit for doing this infrastructure? many democrats have always thought the infrastructure plan is what people want

joe manchin's making clear he could vote no. he is not anywhere near where the democratic leaders wanted to be. where the white house wants him to be. despite months of painstaking negotiations to court him behind this bill. now, that is uncertain. what happens to larger bill is uncertain. separately, the infrastructure bill seems more and more likely to become law and potentially within days. that's because the progressives in the house have now indicated that they will not hold that bill hostage and demand that manchin and kyrsten sinema both say that they will support the larger plan. they are saying let joe biden deal with manchin and sinema. and instead, once the negotiations are done over the larger bill, as long as voting -- voted on at the same time as the infrastructure bill, that will be enough for us to say, okay, and green light it. essentially, making -- ensuring that that bill -- $1.2 trillion infrastructure bill -- could become law. at the same time, manchin is getting criticized including from senator bernie sand

that presumably would be plenty of time for joe manchin's questions to be answered. so if you saw what manchin is doing, is venting about pressure that he was getting from progressives an being anied that they hadn't passed the infrastructure bill, that could still be consistent with the scenario where he is going to support the package that -- the framework that was allowed. in addition to that, he was pushing back on some of the things that people are at the last minute trying to negotiate into the framework. remember they announced a framework late last week. and then over the weekend there was a big push to try to get prescription drug provisions inserted become in the bill. so, the tone was bad for sure and it -- if what joe manchin meant to do was say you can't pressure me and vent about the bipartisan infrastructure bill, what he, in fact, is doing, may be undercutting the confidence that the progressives needed to move ahead with both bill this is week which might have taken care of his issue with the infrastructure bill. >> i want to talk about timing. becau

joe manchin doesn't like those initiatives. so the vote with these senators who are difficult to get over the line, they also have competing, different agendas. so if you ameliorate some of joe manchin's concerns, that might upset kyrsten sinema, so it's a balancing act where you have different priorities for different senators to get their vote, and how to you balance it all as you get all 50 democrat senators to vote on it. molly: i'm from west virginia, so it's fascinating to see how powerful our senators at least in recent history have been. i do want to hit the coronavirus, and you brought up the new variant, its potential impact on the economy and what that could mean for this build back better plan, for the hopes there, because it could be a conflicting situation, you know? you see a lot of fear in the economy that could change what people are willing to do when it comes to this new plan. so how big of an impact could it potentially have? >> yeah, i'll be interested to see what joe manchin says this week. because i reall

why does senator joe manchin matter so much? well, they plan to pass the bill using a process called budget reconciliation. they just need 50 votes in the senate to pass. which means they need all 50 democratic senators to vote for the bill. as of now, it seems that 49 has signed on. we have reporting that kyrsten sinema in the end is going to support this. she was the other wildcard here but senator joe manchin has said he has concerns with the price tag. and he is also concerned that this bill will add problems to the country's inflation. of course, rising inflation. rising gas prices. the cost of goods. these are real concerns affected americans. and he does not want to add more problems to what is happening to americans directly. he is worried that this bill will do that. there is, of course, research that says this bill will increase inflation short term. the white house has sash sured it's short term. long term it would expand the social safety net, universal preec pre-k. but the bottom line here is that americans, of cour

but that doesn't change joe manchin's mind. where are we? how concerned are democrats that this could set back their ability to get an agreement here perhaps now weeks or even months? >> well, the good news for democrats is that joe manchin's concerns about inflation have been his concerns for months now. this is not surprising. it caught no one off guard yesterday when manchin tweeted about his concerns seeing these numbers. his -- he has said to anyone who will listen for quite some time that inflation has been his primary concern in advancing this package it's a big part of the reason it's $1.75 trillion package instead of $3.5 trillion package. there's some argument the inflation concern is priced into the bill as it exists right now. but everyday that passes between the rollout of that framework the passing of the rule, if you like, as the marker on the hose side until they vote is a day that he can shift. they're trying to lobby manchin, quite publicly, arguing if he's that concerned about inflation the thing he should do is kill this

your hearing a lot about joe manchin. in many ways, they have been negotiating on behalf of the moderate in the house. the process has been back and forth. the thinking is that if they can sign on to something, that will be just fine with the moderates in the house. i said that this is the week for the house but that is not exactly true. there are supposed to be changes made in the senate. it is expected, like paid leave or medicare expansion, like maybe some of the immigration language or climate change language. things like that might get altered in the senate. that means it would ping-pong back to the senate at some point. this is a process that will go well into december. the point is that the margins are slim. it is a heavy lift in both places. if anything can pass through the senate, it will pass the house. host: is this bill still being written, as we? guest: technically, but they are really close. most of the bill -- they have already had a committee last friday. if there are changes, it will be minor. it would ju
