making sure that we are there to support the rest of the department. it is not a particular focus for the national security division. it is an important role, however, for the department of justice as a whole run by the civil rights division. >>ms. sanborn? >> i would note that this is not a particular focus for the counterterrorism division and nothing has changed with our policies or how we go about the cases. something would have to rise to either be an allegation of violating federal law or having already violated federal law for the fbi to be involved. we are taking administrative processes to identify the trend, but it would have to be a violation of federal law for us to be involved. >> your assistant director of this division during the 2020 riots. i understand this was a difficult time for the fbi. i heard it may have been -- every post at the fbi field office were at the same time, every day there were reports of riots or cases to be opened. domestic terrorism agents in portland terrains in the violence. the fbi had opened more than 500 domes

we have a third department that responds to 911. it's a full department. the community safety department. it's got about 40 social workers, it's just starting out. there's about $10 million in funds. so we just built a whole new way to address 20% of our 911 calls. but i think i do just want to ask a quick question to anita while she's here. in the d.o. jvment. because for -- d.o.j. because for those of us trying to balance the response and a consent decrease, the memo that came out was so refreshing about how every city is different. i'm just kind of curious, what's the next step for cities looking ordealing with this and also for what the d.o.j. wants to take us with balancing reform? >> you know, it's a -- i always say this very intentionally, that every city is different, the demographics are different, the challenges are different. it's a mistake for the justice department to view any particular jurisdiction or to view these problems as having cooky cutter solutions. the memo you're referring to is the monitor memo that i put out back in -- you know,

or from the department as well. weekly trends, i just summarized the past two weeks, so it's a little more reflective of what's been going on since we haven't been meeting as a commission and here are the top allegations that have been received in the office. 35% of the allegations were for an officer behaving or speaking in a manner that's unbecoming of an officer, that's the highest allegation that's been made over the past few weeks. 18% of allegations were for officers displaying threatening, intimidating, or harassing behavior. another 18% with officers failing to comply with department notice 20-904. another 18% of the allegations were for officers failing to properly investigate a complaint being made to them. 6% of the allegations were for an officer failing to take required action and 6% were for an officer that was -- 6% of the allegations were for officers issuing citations without justified cause, that's the allegation. this information is also on the website. i won't read through all of them at the macr

, the department's functions. our employees rise to many challenges. the director provides vital mission support services designed to enable frontline operation to a more effectively respond to these challenges. since the founding of the department, the challenge for djs leadership has been to integrate the numerous diverse organizations brought together in the aftermath of 9/11. most of these organizations had unique and sometimes long-standing management practices and systems in place. because of these challenges, the gao designated implementing and transforming dhs as an area of high-risk in 2003. after a decade of work, they have acknowledged their progress in 2013, narrowing the high-risk areas to focus on five key functions, acquisition and program management, information technology, financial management, human capital and -- management functions across the department. dhs has addressed a 22 of the 30 high-risk outcomes and gao is a partner in this effort. we are working closely with gao to narrow the scope
