justin andrews is live in san francisco. justin, a big portion is set aside to battle covid. >> reporter: absolutely. part of the plan, at least the budget plan, seems to shift to health strategy which was on esto be casting a wide net, keeping money spread out in several areas when it comes to dealing with covid. $1.2billion will be expanding testing sites and at home tests. 625million for testing and vaccine programs in the prison system and investments in vaccines, outreach, additional medical staff at hospitals statewide. that is a clear indication of how dire covid-19 has become with cases spiking, testing in short supply, schools shutting down, hospitals filling up. this significantly increases amount of state spending to battle the virus. it's up about a billion dollars compared to last year. an infectious disease expert says the governor's budget which includes his covid battle plan is multi layered. >> the money that's being spent in the different spheres seems appropriate now because about 50% is earmarked for test

francisco with some changes to covid-19 rules and guidance in san francisco. health officials are recommending whenever possible that you where in kn95 or n95 masks and if it's not possible they recommend you use a surgical mask with a cloth faced covering over it to protect yourself. there are also changes when it comes to mega events. the threshold for something to be considered a large event in a high risk setting includes any gathering of 500 people indoors or more than 500 people out doors. this means starting february 1 if you're attending what is considered a mega event like a warriors game and are 12 and older, you will be required to show proof that you are fully vaccinated at least two weeks before entry. for 16 and older you will also have to show proof you've gotten your booster at least one week before the event. for those 12 and 15 you will not have to show proof of a booster until march. between ages of 5 and 11 you have to show proof of vaccination or negative covid test. >>> let's take a look at the roadways. a live look at the bay bridge toll

united educators of san francisco say san francisco unified has not done enough when it comes to covit testing distributing the at home testing kits. the union is planning to hold a press conference today to outline a plan to keep students, teachers and families safe. we reached out to the district asking how many testing kits they are have received as well as how many teachers were absent yesterday. we have not heard back. the sf chronicle reports that more than 600 classrooms in hospital were without their teachers or as on tuesday. there were only 157 substitutes available. so every employee was ordered to take a class including the superintendent. schools are being impacted by the latest surge in chicago public school officials canceled classes completely today after the chicago teacher's union voted to return to remote learning and threatened to not show up to classes. here in california state superintendent is planning to talk on what the state is doing as far as specifics to help keep kids, teachers and families safe in schools during this time. in san francisco, kpix5. >>> happ

and the university of san francisco. hope will spur a continuation year over year to launch our annual holiday celebrations. as we come to you tonight, there are several urgent issues and urgent matters that we as a community and as a country are faced with and need to come to grips with. 1965, in march of 1965, dr. king came to selma, alabama, to lead a march. that march was to bring light to the plight of the african-american citizen in the southern states. the major issue with that plight had to do with voting rights. jim crow laws in the south, as many of you know, curtailed the ability of black folk to be able to participate meaningfully in society writ large in the united states. so they created their own community behind the veil so to speak, to create a vibrancy that was able to bring out a personality and a personality such as martin luther king, jr. to be able to highlight the ills and the plight of this nation. and so on that journey in selma, dr. king began to negotiate with the white house and with congress

tenderloin community of the city and county of san francisco. we know that there have been a number of challenges that have happened in this community and have persisted over the years. but if we take a step back, when this pandemic first hit san francisco, of course, we immediately in light of what we knew was inevitable declared a state of emergency to deal with the global pandemic of covid-19 and, in fact, what we saw over the last almost two years was san francisco step up, remove the bureaucratic layers and the opticals that get in the way of actually being effective and collaborating with our various city agencies and what we were able to do to deal with the pandemic was extraordinary. we are one of the densest cities in the country and with less than 700 people who lost their lives throughout the entire pandemic, we saw one of the lowest death rates of any other major city in the u.s. and san francisco not just because we acted quickly and shut down early, it's because we had the ability to move quickly and set up our various locations in

i mean we are the part of san francisco. it's the two neighborhoods with the most children under the age of 18. everybody likes to talk about how san francisco is not family-friendly, there are not a lot of children and families. we have predominately single family homes. as i said, people move here to buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots.
