the security service is led by a very close associate of mr. zelensky, who has been implicated in a number of scandals and corruption scandals as well. it has no political -- it has no independence from political interference. it is viewed as basically a lever of political control that zelensky uses in order to target his opponents, and there has been very serious criticisms of zelensky's administration for resisting the calls of the western governments to actually reform the security service. there has been no reform of the security service attempted under the president. a number of plots that have been revealed by zelensky, some of them, actually, just raise a lot of eyebrows because they do not seem very credible, and unfortunately, it does not seem like the ukrainian security services are prepared to seriously tackle the possible subversion efforts by the russian agents. i also have to remind you that the zelensky administration was seriously damaged by the revelations from billing -- billing -- about the failure to capture some of the pro-
