this comes from a statement from secretary of state blinken who is on that flight with president biden about to land in brussels for that nato summit. and part of the statement reads that we have seen numerous credible reports of indiscriminate attacks and attacks deliberately targeting civilians as well as other atrocities. russia's forces have destroyed apartment buildings, schools, hospitals, critical infrastructure, civilian vehicles, shopping centers and ambulances, leaving thousands of innocent civilians killed or wounded. secretary blinken concluding i can announce that based on information currently available that the u.s. government assesses that members of russia's forces have committed war crimes in ukraine. now much of this statement does focus on the ongoing atrocities in the southern city of mariupol. that is the port city, that coastal city on the sea that we have spent so much time talking about because it has come under a withering attack perhaps like nowhere else in ukraine. local officials say that more than 2,400 civilians have been killed in that town of around 400

anthony blinken talked about possible evan dozens of war crime. that's what indiscriminate shelling of civilian areas is, is it not? >> absolutely. and this is something that i think has been sort of proven without a doubt, at this point. the strategy that the russian military, and its proxies, have employed in conflicts across the globe over the last decade. it's one that's not unfamiliar to most modern militaries, including the united states. although it very much has become a hallmark of russian military strategies, specifically, when they are trying to pacify or forced to submit a civilian population that resists them. we saw this in syria and we are certainly seeing it in ukraine now. there's civilian air raids in ukraine that are just being leveled. most acute example right now is mariupol. but this is certainly happening in kharkiv, as well, where there's shelling and rocket fire directly on civilian areas. there's artillery fire on these places. these are not precision strikes. these are not things that can even be through any shadow of a

tony blinken says there's evidence these attacks are deliberate. but in reality, what does that do to say, well, we have a war criminal here, what can be done in real time? >> right. that's the huge question right now is what can we do to help the ukrainians because we in the west need to help them. this needs to stop. the question is how do we do that in a way that does not escalate the conflict since obviously we are dealing in russia with another nuclear power. the good news, if there is any, is that we have experience in doing that. it was called the cold war. we in the west fought a cold war with russia and avoided escalation, and we found ways to -- at times we found proxy wars where other countries suffered and the west did not. at times we found ways as in berlin in 1989 to help people achieve their goals of freedom. so the question is what can we learn from history? how can we help ukraine without pushing this to a global conflict? >> let me ask you finally, general, about this report in the "wall street journal" over the weekend. there wa
