the chair is your. >> thank you, chair melgar, and thank you for scheduling it. you may recall -- you might not have been on the board -- i can't remember. almost exactly two years ago this committee forwarded to the full board, and the full board adopted legislation with regard to intermediate length occupancies as opposed to short-term rentals. this is a typing, housing typology that has often been referred to as corporate housing and that many generations of boards and supervisors have wrestled with going back to then supervisor tang who had concerns about that. and particularly as it related to the use of rent controlled housing stock as corporate rentals and that has been illegal for quite a period of time. but back two yoergs acknowledging that there is an important role for corporate rentals that they certainly were deserving of some regulation to make sure that they are kept in balance as san francisco continues to deal with housing crisis where residents who make less than 140% of the area median income, frankly, can't afford to live here. so this legisl

supervisor melgar. >> supervisor melgar: thank you, chair preston. so, i wanted to ask about something completely different. in that it struck me in the presentation that there is a pretty big mismatch between what we say our goals are in the consolidated plan that we submit to hud and the geographic equity, and presentation chocked it up to the not availability of sites, i can tell you there is more toit, on the west side there is a lot of sites and open space and we have just not done it. in your presentation i did not see anything about capacity building and i know it's a very small cost compared to capital but i fear if we don't call it out and put it there we are recreating a system that is racially unequal and is not consistent with our consolidated plan goals. and so i know that it's not the city that builds the housing, it's non-profit partners and i see mr. avalos here and looking forward to what he has to say, but our non-profit partners good out there and identify the sites and bring those projects to the city. so without actual funding th
