she seems to be on board for that. >> scott mclain in lviv. a big announcement in mariupol where evacuations are now underway. how is that happening? >> this day has been a long time coming. many people have been trapped under the steel plant for more than two months with dwindling food and water supplies and lately a heavy bombing campaign from the russians. remember, a lot of these people likely have not seen sunlight for the last two months. so we know that buses from -- buses and also u.n. vehicles have been on standby since yesterday to try to get people out and evacuated from that plant, and we know from russian state media, quoting the defense ministry, that 80 people were able to evacuate from the plant and were taken east to russian held territory, and we have new video of their arrival of what looks to be a tent camp. you can see women, children, and the elderly all there. now, it's not clear exactly how this evacuation took place. or how it was brokered. but we have been told by soldiers inside the plant that the cease fire has been

scott mclain is in lviv for us. scott, fill us in. >> it was about 15 minutes ago or so that we heard a series of explosions from here in central part of lviv. i heard at least three explosions myself. it's possible that there were more that power briefly went out in our building. other people in other parts of the city, our colleagues reported power out briefly there as well. and a few minutes later, you could see smoke rising in the distance from the central part of the city. we know that the explosions were to the southwest and to the east of the city. we are being extremely cautious about showing you the pictures that we have, because we don't want to give away the location, but remember, lviv has been a place that has been a place of refuge for people taking shelter in other parts of the country, and bombings here have been very rare. i think this is the fourth time that bombs have fallen in or around the city or at least even in the region. in the early weeks of the war, there was bombing near the airport that

cnn's scott mclain is following the latest developments from lviv. a lot of concern in mariupol. but also confusion about how many people were actually evacuated today. what is going on. >> correct, so yeah, yesterday we know confirmed by the russians and the ukrainians that about 50 people were taken out from under the azavstal steel plant. there were some children and elderly people also. they were taken east to a russian checkpoint. a filtration center and they're supposed to go today to zappereeshia, the ukrainians said they were supposed to continue early this morning. they were supposed to be able to get people out from under the plant, hopefully the remaining people, this may be up to 100 and that convoy was supposed to go pick other people up from the broader city and then go through that russian checkpoint. we have heard nothing from the ukrainians, the russians, united nations or the red cross. those latter two organizations are helping to facilitate this evacuation on the ground. sometimes no news is good news. that is hopefully one of those cases. the ukrainians have

scott mclain, thank you so much. >>> so with the war raging on, the u.s. is stepping up its efforts to help ukraine and its people. president joe biden announcing a new $150 million security aid package and this weekend first lady jill biden is meeting with refugees in romania and slovakia. arlette saenz and kate bennett joining us now with more on this. so we're getting details about what this new u.s. security package for ukraine entails. walk us through that? >> president biden yesterday announcing that the u.s. would be sending another $150 million worth of security assistance as the u.s. wants to make sure they have the tools and equipment they need to defend themselves against this russian invasion of their country. now, if you take a look at what exactly this package will entail, it includes artillery rounds, also counter artillery radar and jamming equipment and other field equipment. now this is going to come from existing u.s. stockpiles and this $150 million that the president authorized is nearly exhausting the funds that the u.s. currently had

scott mclain is in lviv. first, nick paton walsh. you have been witness to many emotional moments today. >> reporter: yeah. extraordinary to see finally after days of expectation, global expectation in hopes that we would begin to see people in the worst affected area possibly of the country. the steel plant in the heavily besieged port city of mariupol emerge. those buses did finally come out. after two days, frankly, of waiting and the holding of them by president zelenskyy of ukraine, the evacuation could have gone at 8:00 a.m. on monday. here we are, tuesday around, and finally they came to zaporizhzhia ukrainian held territory. people coming off the buses. three of them that i recognized from videos we'd seen of them emerging from the rubble of the steel plant, a video filmed by ukrainian troops on the scene there. and they emerged, olga in her 70s, blinking still at the sunlight. having been in the basement for two months of that steel plant. heavily fortified area. they've been under intense bombardment. also we recognize vale

to our reporter on the ground in ukraine tonight, scott mclain is there and scott, president zelenskyy gave his nightly address, i mentioned one part of it when he said the shelg of that plant the last stand of ukrainian forces in mariupol is not stopping. what else is he saying about the situations in mariupol? >> reporter: erin he says imagine the hell of two months of bombing, shelling and constant death nearby, says the shelling is constant despite the fact there are women and children still trapped inside. also says ukrainian negotiators doing everything they can not just to save civilians inside the plant but also to save soldiers who are there, many of whom are wounded. those troops would very much like to see some kind of an arrangement so they can get out alive but say they will not leave without a weapon in their hands. this is the last bastion of ukrainian resistance in mariupol. the asovstal steel plant under what city calls nonstop russian assault, inside, an untold number of civilians trapped as a bloody battle rages. commander of ukrainian troops in the plant saying thur

scott mclain, what's the latest? >> reporter: well, some good news maybe. the u.n. special envoy for the -- for ukraine, i should say, has just said that there is a human darren convoy on route to mariupol to try to get people out of what he calls a bleak hell. probably an understatement. the hope is that that convoy can arrive at the plant tomorrow morning to begin that evacuation process. he said that the process is working with the red cross with the parties. again, like we saw with the successful evacuation on sunday. now, nothing happens quickly. you'll recall that when more than 100 people were able to make it out from underneath of that steel plant, all of them civilians, well, it was president zelenskyy who announced that there was some kind of an operation underway to get people out on friday, and then we heard precious little on saturday, and it wasn't until the operation was actually underway on sunday that finally ukrainian officials broke their silence. so in this case no news may, in fact, be good news. the reality is that the news that we have been ge

scott mclain for us live in lviv. thank you for that important reporting. let's get more on the battlefield from matt rivers. matt? >> yeah. john, what we're seeing in the east is this continued russian offensive that really is not making the broad gains that i think we would have expected the russians to have hoped they would have made by now. very incremental progress as they continue their march toward the eastern city. a lot of troops centered around a town as they try to push down from the north into the east up from the south to complete their takeover of the donbas region to ensirk it will ukrainian troops fighting back in the region. they have largely held their grounld, the ukrainians. there has been incremental progress. and british intelligence saying in the beginning of the war they believe russia committed some of 5 -- 65% of their overall combat force to this conflict. they say approximately a quarter of the units have been rendered combat ineffective, including some of russia's most elite units. they say those units have suffered some of the
