some of the sincerity been covered by my friend senator cornyn. first let me talk about the provisions in this bill that change our nation firearm laws. first we are going to invest in the development of crisis intervention orders. were to get money w out to stats that they will be able to use to implement what are commonly called red flag laws that allow local authorities and courts to take weapons and firearms temporarily away from individuals who are threatening to hurt themselves or others. we just saw connecticut's red fog bobby used just in the last month or so to take weapons away from a young man who was making threats to shoot up schools, potentially saving dozens of lies. under this bill every state will be able to use significant new federal dollars to be able to expand their programs to try to stop dangerous people, people contemplating mass murder or suicide from being able to have access to the weapons that allow them to perpetrate that crime. senator cornyn said we will also make those dollars eligible for a narrow range of other co

think it senator cornyn for the work you're doing. working with senator murphy and so many other senators. you and i have done so many bills together including the historic save our bill which made such a difference. and i am very pleased we are finally advancing gun safety legislation and a lot of these heprovisions are things we have been working across the aisle on for many years. the boyfriend loophole, something i introduced in 2013 mr. president, ten years ago to close the boyfriend loophole. ofthat is a part of this negotiation. part of the framework pretty of cellmate women killed one every 14 hours from domestic partners. one every 14 hours from domestic partners with guns in this country. and sadly, half of those involved dating partners. people who are not married to someone but they are in a romantic relationship with them in some way. on the way the law works in all but 19 states where it is fully closed and many of these states you could be convicted of domestic abuse and you can still go out and buy a gun the next day.

it's tillis and cornyn. signaling that raising the age to buy semiautomatic weapon is off the table. they're focused on these background checks as we've been pointing out and potential waiting period to explore juvenile records. but this is west virginia governor jim justice. this is what he said last week. watch. >> do i really feel like that an 18-year-old ought to be able to walk in and buy an assault weapon? i don't. but from the standpoint of a 21-year-old, you know, it's a different -- it's a different thing, you know. to me, the age ought to be 21. >> so west virginia, again, strong gun culture. he is a republican. so why is this -- as susan said, they are considering things that wouldn't have stopped the last shootings. why is this already off the table? >> well, i mean, the fact that you have a west virginia governor saying he would at least support raising the age, again, i think is just an incremental sign of some movement in republican ranks that have been solidly against any reforms whatsoever.
