joining me now is kelly o'donnell, two is traveling with the president. and alison barber who is in kyiv. kelly, the promise is being made by the united states to ukraine. what exactly are they? >> reporter: well, senior officials have been telling us about these new packages of military equipment that will address some of the concerns playing out in a very real way, and that we have seen in recent days happening in ukraine, where there have been russian attacks on civilian residences like the apartment building and shopping center. places that have been hit by longer range missiles. this will be a system that the ukrainians could use to defend against that. they've been asking for it for some time. and the u.s. is prepared to provide that for a long and short-range missile defenses. and they will also provide additional radar and different munitions. this is a new piece of equipment package in what has been a flow of military support. and officials have confirmed that to us. we do expect a more formal announcement from the president as these meetings go

kelly o'donnell is back with me. kelly, what, you explain the reason that we didn't have the normal size crowd is because he is literally jumping out helicopter, as you heard him say, and he has handed over to europe to meet you. can you talk a little bit about the significance first of this legislation, but then also, one of the things that strikes me is that one of the things that the president promised on this campaign trail was bipartisan work. and it does seem to be that he keeps adding more bipartisan legislation to his docket. >> in many ways, if the rotation had not come down yesterday, even if it were a week from now, there would be, and there is all the same, and it's difficult to satisfy many americans, at this period of time would've been focused on the accomplishment that many people see in this gun legislation. that the two parties worked together, and again, may not be everything that some advocates wanted, but it is tough first step in really a generation. and it does a lot of things that those who ha

and bringing in retired admiral -- and kelly o'donnell traveling with the president at the g7 summit. kelly is joining us from just across the border from germany in austria. let's talk about the weapons that the president is now planning to send. we have u.s. officials confirming this advanced surface-to-air missile defense system as well as more artillery. give us your big picture how this would help at a critical juncture in this grinding war. >> it's hard to think of anything, andrea, more vivid than report we just got on the ground, which might have been stopped if the ukrainians had better surface-to-air missile systems. these come in a variety of different types. yes, it will require some training to get the ukrainians ready to go. but, hey, here is good news. a lot of that training can now be done over the internet. you can hold up the parts, you can show your ukrainian colleagues what to do. we don't have to send troops for these things. or we can bring ukrainians out of ukraine, take them to base, nato bases, train them there. so i'm hopeful if the administration pushes hard

joining me to break it down is tom costello, kelly o'donnell and matthew dowd. let's start with that economic part of the puzzle. what would an interest rate hike of three quarters of a point mean? >> i think we should probably stress the reason the fed is going to do this is because it only has one tool in the tool box to get inflation under control. and that's a hammer, only they are using a sledge hammer right now. this would be the biggest since 1994. it would mean new mortgage rates would go higher, car loans would go higher, credit card loans would go higher. if you take out a home equity line, that would go higher. all of those costs would start to grow and and grow and grow. it means companies that want to borrow money to expand, they maybe not willing to do that because everything costs more. the whole idea is slow down the pace of the economy, slow down inflation, they have a couple strange caveats here. unemployment right now is at a 50-year low. 3.6%, even as we have inflation running so hot at 40-year highs. that's really unusual. so the fed needs t

o'donnell had with gina raimundo. she said we're asking for patience from the american people at a time when we know that's a lot to ask. the problem for this administration and they know it squarely is not only are the american people writ large frustrated and impatient about some of these economic trends, the democratic voters, democrats in particular are impatient with this white house, they're questioning whether president biden is going to be leading democrats to political defeat in november and whether he should consider running for a second term. this speech before about as friend -- it was an opportunity for the president to test new themes for this midterm election year. some of what we heard from the president we've been hearing a lot. talking about the american rescue plan, the bipartisan infrastructure law as big accomplishments for his administration. as he said, led to record job growth. these are the economic trends he wants to talk about. as it relates to some of these other headwinds, he pointed the f
