right now we're having trouble recruiting officers and obviously keeping officers. more resources for body cameras. more resources to help our smaller departments obviously which we have these requirements to make sure we have safer departments, they cost money, we need to help our smaller departments out. these are all measures that i think have strong bipartisan support. my bill has nearly 80 members on t including democrats and republicans, it was passed out of the senate judiciary committee unanimously. all we're saying is we should vote on this legislation to get the backs of our law enforcement officers so they can protect themselves and also protect our communities. right now it's critically important that we take those steps and all we're asking for is a vote on these bipartisan bills. >> as you know the supreme court yesterday issued a major ruling on gun safety and the second amendment and made it easier for people to carry weapons in states and cities really challenging new jersey, new york, other state laws. does that make the streets safer in your mind?

there are opportunities for officers to voice however they're feeling. i get e-mail from officers. and on and off duty. i always take the opportunities to talk and hear what officers have to say and that's valuable in terms of supervision and leadership. some come and talk and i welcome that but those who don't for whatever reason whether it's talking to p.o.a. or supervisors or email or anonymous. it doesn't matter as long as we have the information to have an opportunity to address it in all the ways to communicate. >> you said there's a way to provide feedback or comments? there's members of the command staff. >> but there's no set system? what allows the officers to do that? >> we have suggestion box and we tried variations and we haven't implemented a suggestion box and that's something we can do but haven't done it. >> and the other question i had is you indicated command staff leadership you talk about the command staff being sent to training but what about the training for the lieutenants and sergeants who have more direct contact in one-on-one with the rank and file and fo

we deploy officers. you talk about the tenderloin crisis and all the officers that we have down there. you know how i feel about the protection of property and stores, versus my district, who has the highest number of homicides. so we are prioritizing nonlife and nonhuman crimes in cases over the -- the issue that exists in areas across the city that are very vital and important to human life, so i think it's 100% about deployment. officers have been taken from precincts in my district to guard retail, to respond to the crisis in the tender lane, and at the end of the day, you know, we're not looking after protection of human life, which i'm going to say is 100% necessary, even if nobody else does. when we say that officers are deployed -- and the other thing you'll find when you look at the budget is increases for academies, we don't get filled. overtime, we can talk about whether or not that makes sense, but most certainly, deployment is the problem, and that's why we see certain things happening in ce

officers rescued that victim, who was hiding under a desk, but officers also located another deceased victim next to the shooting suspect. officers continued to search the building for victims or additional suspects and came across another victim that was located in an other area near a nurse's station. at this point officers began directing first responders, emis a and fire to render first aid, and again, something we work cooperatively with and we go into what we call a hot environment with medical personnel and fire personnel and start rendering aid. in that same room, there was, the victim was at, officers also rescued an elderly female that was in the room. as officers continued to clear the building, they located dr. phillips decease in an exam room. as officers continued to clear the building, they removed multiple witnesses and victims and escorted them from the building. as more officers arrived on scene, we began a methodical search of each of the stories of the five-story structure looking for witnesses and/or victims. thus far we have recovered 30, .223 casings from the cr
