let's get right to rachel scott, live up on the hill tonight. rachel, what do we know? >> reporter: well, president biden is on the verge of a major victory tonight, david. after months of stalled negotiations, one key moderate democratic holdout, senator joe manchin, announced he has reached a deal with democrats to advance the party's economic agenda. let's take a look at what this package would include. $369 billion on energy and climate initiatives. $64 billion to extend subsidies for people who buy health insurance under the affordable care act. it would raise nearly $300 billion by allowing medicare to negotiate the price of prescription drugs. and raise taxes on big corporations and the wealthy. manchin insists this will bring in hundreds of billions of dollars to reduce the deficit. inflation has always been his top concern. senate democrats are now scrambling to get this passed by the end of next week. they will have to keep all 50 members of their party onboard in order to do so, and just moments ago, president biden announced he is backing this deal, david. >

congressional correspondent rachel scott is on capitol hill and, rachel, this is a rare show of bipartisanship with this bill. >> reporter: yes, michael. good morning. this was a bipartisan vote, 47 house republicans joined every single democrat to protect same-sex and interracial marriage under federal law. this was a direct response to roe versus wade being overturned by the supreme court. many democrats fear that other rights could be at risk as well. even though this measure cleared the house 157 republicans voted against it including republican leader kevin mccarthy. many republicans argue this is all a political charade by democrats ahead of the midterm elections insisting these rights are not in jeopardy, polls, of course, show the majority of americans, 71% according to a recent poll support same-sex marriage. at this point it's unclear where this goes from here. if or when the senate will even take up this bill, whether there's even enough republican support to get it passed in the senate. i spoke to several republican senators who told me this bill is unnecessary. other republicans l

our congressional correspondent rachel scott is on capitol hill for us with the latest. good morning, rachel. >> reporter: robin, good morning and this is a major breakthrough for democrats and quite the reversal from moderate the democratic senator joe manchin. just days ago he upended negotiations over the issue of inflation. well, now manchin and senate majority leader chuck schumer have announced they have reached a deal on a way to advance the party's economic agenda. let's take a look at what this package would include. roughly $370 billion on energy and climate initiatives. for the first time medicare would be allowed to negotiate the prices of medication capping out of pocket costs at $2,000. it would extend expiring obamacare subsidies and includes tax increases on big corporations and the wealthy. democrats say that this package addresses two major things, climate change and inflation, reducing carbon emissions over the next several years but also putting billions of dollars toward tackling the federal deficit. democrats have been under immense pressure. they k

rachel scott is there. >> reporter: t.j., good morning. we know that the president is closely monitoring the situation in highland park. he did speak by phone to both the mayor and the governor offering the full resources of the federal government. the president also released a statement saying that he is shocked by the senseless gun violence. noting that he recently signed the first major bipartisan gun reform legislation in almost 30 years into law but there is still much more work to do. and here is the stark reality. since the president signed that bill into law, just over a week ago, there have been at least two dozen mass shootings in this country. the president did not get everything he wanted in that bill. no assault weapons ban. did not raise the legal age limit to purchase those type of firearms. that was a nonstarter for most republicans. this morning we are hearing from a growing number of democrats who say it's time to come back to the negotiating table and do much more on gun violence. t.j.? >> we shall see, rachel, thank you
