governor abbott reversed that policy. what ramifications could we still see? >> this is the last thing the supply chain needed right now. we saw miles of delays of trucks, we saw spoiled food and that means everything at the grocery store could go up, asparagus and peppers. governor abbott of texas announced he was going to allow for his department of public safety to check every commercial truck coming from mexico into the u.s. along the texas border. this caused miles of delays, caused mexican truckers to go on struck. the produce industry says they've lost about $240 million in sales because of this eight-day enhanced check. the governor says he was doing this in response to president biden noting he was going to repeal title 42. the governor said that he was doing this to check for human smuggling and drugs but what this did at the end of the day was cause massive trade disruptions and will take several weeks now for the supply chains to catch up, jessica. >> and to kind of unwind alm of that. let's talk mortgage rates. they hit 5% for the first time in ov

the governor of texas, greg abbott, said 14 elementary school children have been killed, in addition to a teacher. so that's at least 15 dead as of now. it's also possible since the gunman was using a firearm, that there are others who are wounded, who are fighting for their lives right now. we're told the shooter is 18 years old. i want to go back, and we're also told the shooter is deceased. let me go back to ed lavendera who is reporting on all of this for us from texas. tell us more, ed, about what you're learning. >> well, as we have mentioned, the gunman is believed to be an 18-year-old man from uvalde, and the governor also adding some details, kind of the moments that led up to the shooting. according to the governor, the suspect, the 18-year-old suspect, abandoned his vehicle just outside of robb elementary, then went in with a handgun and may have also had a rifle and began shooting. so sounds like there might have been multiple weapons used in this attack on the children there in that school. that is obviously something that investigators will be looking for and examining

governor abbott is facing a knew legal challenge today. a number of civil rights organizations are suing the state of texas objecting to his brand new directive asking for investigations by the state government of parents of transgender teens who use certain medical treatments. investigations for potential child abuse. cnn ed lavandera joins us. walk us through this lawsuit and how it began. >> this started last week when republican attorney general ken paxton issued a legal opinion saying that certain procedures and treatments of transgender youth could be investigated as child abuse. and then right after that, the republican governor of texas greg abbott issued a directive to the the department of protective services to begin those child abuse investigations. now we have learned that those investigations are underway. the aclu and another civil rights group called land of legal have filed a lawsuit against paxton and abbott on behalf of a doctor and the mother and father of a 16-year-old transgender girl here in texas. ironically enough,

we have reached out to governor abbott's office repeatedly to try to kind of get a response from him to see if this actually even makes sense, especially considering that many of these migrants usually pay out-of-pocket to travel throughout texas and outside of the state, and that usually costs them about $232 if they book themselves a greyhound ride from eagle pass, texas, to new york, and actbout the same if n slightly more if they buy themselves a plane ticket. those are the tough questions the governor has to answer to, if this makes any economical sense. >> again, $12 million. is all that money coming from taxpayers? >> it seems to be, especially when you hear his remarks from april when he made this announcement that he said that the texas taxpayer would have to shoulder the cost. i'll close with this really important question that i keep getting, which is what would be the cost of potentially keeping them in texas. that should be a nonstarter because governor abbott was very clear in saying that the families that are being shuttled to new york and d.c., these are families that

for weeks now, on abbott's orders, thousands of migrants who reach the u.s. border, many seeking asylum, have been put on buses and sent to places such as new york city or washington, d.c. or more recently, chicago. cnn's omar jimenez is there. we're also joined by cnn reporter priscilla alvarez who covers border issues for us. the democratic mayor of chicago, lori lightfoot, is calling abbott a man without any morals? >> yeah, a man without any morals, shame, or humanity, to get her full statement in there. she's not one to spare the details on that. this goes back to about a week ago when dozens of migrants began arriving by bush here in chicago. and another 50 came on sunday. so a little over 100 at this point. and mayor lightfoot said she's been in constant contact or regular communication with people on the ground in texas, but that governor abbott hasn't been one to cooperate or coordinate, and in doing so, is helping manufacture a human crisis. take a listen. >> this is not a governor who wants to collaborate and cooperate with us. there's a way to do

and compounding this is the fact that the governors in at least definitely in texas, governor abbott, is not coordinating with new york city officials. so, for example, in new york city the social service agencies or the non-profits helping migrants, they might not know on any given day in three buses will be arriving, if ten buses will be arriving or no pbuses will be arriving. that's a deliberate move on the behalf of governor abbott to throw a wrench into new york city's preparedness. and that's a very unfortunate thing. >> you are in new york. you are a witness to the kinds of measures that are being taken to help accommodate the now 17,000 new asylum seekers offer of shelter, there is even this collaboration being discussed with hotels, et cetera. we have seen pictures of how, you know, huge tents are being set up to help process and at least temporarily house a lot of people. but i wonder if you could help paint the picture of what are the legal needs that many of these individuals need? i mean, there was already the existing need, but now with the influx, how is the legal syste
