governor abbott, clearly, has other priorities. a month ago, he diverted nearly a half billion dollars of, mostly, covid relief serve plus funds, to what he calls, the disaster at the southern border, while taking a political pomp at president biden's open border policies. and, he said this. texans, safety, and security, is our top priority. we will continue fighting to keep our communities safe. but, undocumented immigrants have, substantially, lower crime mates than native born citizens. states a recent academic study of texas, the most aggressive immigrant removal programs have not delivered on their crime reduction promises, and are unlikely to do so in the future. to be fair, operation lone star does, also, target illegal drugs, seeping into texas. but in, the meantime, at least 388 people have been killed in mass shootings in texas, on governor abbott's watch. well he has rolled back gun restrictions. >> briefly, back to that nearly half billion dollars, that was diverted down to the border in texas, it was taken from various

governor abbott is facing a knew legal challenge today. a number of civil rights organizations are suing the state of texas objecting to his brand new directive asking for investigations by the state government of parents of transgender teens who use certain medical treatments. investigations for potential child abuse. cnn ed lavandera joins us. walk us through this lawsuit and how it began. >> this started last week when republican attorney general ken paxton issued a legal opinion saying that certain procedures and treatments of transgender youth could be investigated as child abuse. and then right after that, the republican governor of texas greg abbott issued a directive to the the department of protective services to begin those child abuse investigations. now we have learned that those investigations are underway. the aclu and another civil rights group called land of legal have filed a lawsuit against paxton and abbott on behalf of a doctor and the mother and father of a 16-year-old transgender girl here in texas. ironically enough,

so far this year, governor greg abbott has bussed as many as 9,000 migrants from his state to new york city and washington, d.c. now thanks to a freedom of information act request, cnn has learned that effort is costing texas taxpayers millions of dollars. details now from cnn's polo sandoval. >> reporter: it has taken us weeks to get an answer from state officials as far as how much this controversial border busing plan that governor abbott announced in april is costing taxpayers. these documents showing these numbers here, just under $13 million the numbers are fairly conflicting in terms of how many migrants have actually been sent from the southern border to the northeast in the cities of washington and new york, but if you do the math, it is about $1400 a person. i'm from a border region myself. even looked at flights and what it would cost me to fly from south texas to new york tomorrow, it is costing about $500. so it certainly raises some serious questions about the practicality, the cost effectiveness. greg abbott when he made this announcement that he planned to basically tak
