engineer on team two hello uh thank you for the introduction mark sheridan and the members of the subcommittee of the board for allowing me to present you today presenting on today is a professional service agreement for the construction management and inspection for c02285 wanna trunk west third street britain to darla and glenn brook lining siphon lining project next slide please this project will focus on the rehabilitation of two segments of trunk sewer sorry just one issue here oops okay okay trunk sewer this will be done by means of trenchless cured in place pipelining technology the first segment is approximately 3 800 linear feet of deteriorating trunk sewer pipe located on west 3rd street from britain lane to darla drive the second segment is a sewer siphon that crosses underneath the santa rosa creek known as the glenbrook siphon the photo on the top left here was taken from inside the sewer siphon is an example of the deterioration that occurs over time inside these pipes a large part of this project is the operation of an above ground sewer bypass pumping system that will be required to convey the approximate 22 million gallon per day flow during the construction of these improvements the image shown on the bottom left illustrates what this technology does these improvements will strengthen the walls of the existing sewer trunk system and protect against future deer deterioration as well as extend the sewer trunk and siphon's effectful youthful life the actual construction project was awarded by the board on may 21st at the previous meeting the contract in front of you today is to provide professional services for the construction management and inspection during construction next slide please are you guys able to see the map slide no the project is located west of highway 101 and just north of highway 12. the 3800 foot segment of the llano trunk is located along west 3rd street between stony point road and fulton road the glenbrook siphon is located near stony point road and crosses underneath the santa rosa creek next slide please this project was part of a combined rfp for construction management and inspection for several city cip projects scheduled for this summer from the rfp rfp this project received four proposals three of the proposals were shortlisted in a review panel consisting of a supervising engineer myself and a quality control associate reviewed each proposal independently the proposals were evaluated from one to ten based on criteria such as responsiveness to the rfp project understanding qualifications and demonstrated technical abilities as well as references and experience some of this proposal stood out to all three reviewers as the highest rate they clearly addressed all requirements the rfp they displayed a thorough understanding of the work that needed to be done they provided a highly experienced team with decades of large lying experience and they went above and beyond by bringing a potential design issue that we were able to address before bidding the project out of the 80 points possible somos's proposal was rated significantly higher by all three of the reviewers than the other proposals the cost estimate that some was provided was well within our estimated 10 percent of the project cost or up to 625 000. their project i mean their estimate came in at around 420 000. this estimate comes from previous similar completed city of santa rosa cip projects and is estimated as a percentage of the construction contract amount next slide please this project was recently awarded by the bpu to sak construction in the amount of 500 meaning 5 million 781 255 on may 21st if granted approval by this subcommittee we would like to have this psa considered for award at the june 18th bpu meeting in order to avoid work during the wet weather season we are pushing to give sak a noise proceed at the beginning of july this would allow us to complete construction by november next slide please is the recommendation of the water department and the transportation and public works department that the contract review subcommittee support the execution of a professional services agreement for construction management and inspection for the llano trunk west 3rd street britain to darla and glenbrook siphon lining project next next slide please thank you very much for your attention at this time i'm happy to answer any questions thank you very much david uh the only question i have on on the uh selection process review that you gave uh five in additional contributions to the lowest bidder somas there any explanation for that um yeah the reason that the um the way we treated or the way that some of the reviewers treated the additional value section of the review process was either to give zero if they had if they just fulfilled the requirements of the proposal or to give up to an amount um that reviewer chose to give five based on the additional design flaw that that's almost pointed out and um it's not necessarily getting a 10 in that section isn't um isn't possible for all of our viewers okay thank you uh other questions matt uh yes thank you um the um in looking at the evaluation process four proposals were submitted we shortlisted three the one that did not get into the short list have we heard anything from them about dissatisfaction with being not considered any further have we gotten any feedback from them yes so we we made them aware that what they submitted was did not fall under the requirements of the proposal uh it was basically a huge statement of qualifications showing what their firm was capable of and um we did not hear back from them regarding this project the next presentation you'll see is is a project that they also the same consultant bid on as well and was was disqualified and supervising engineer mark caspari might have something to add on if he got a response but they did not fulfill the rfp requirements um i believe that it was kind of a generic submittal that they probably sent out to a bunch of planet bid projects and and they just uh it was mostly just a statement of qualifications about a 60 page just showing everyone that their company has and all the material testing and it really wasn't very project specific at all okay and so we uh i know our staff is very skilled at this and and the city's gone through challenges in the past and so um i would i would just hope that we're prepared to uh give the explanation that you just gave relative to why they were disqualified um or non-responsive uh and not considered any further if they show up at the uh bpu meeting when this is considered definitely definitely it looks like mark has something to add as well thank you chair government and uh board member mullen i wanted to say that they did reach out to me specifically and we did explain why they were non-responsive or deemed non-responsive and it was because david was mentioning they essentially submitted a 63-page statement of qualifications of their firm did not elaborate whatsoever on the services or the work plan for any of the projects that they submitted on and they submitted a cost for all of the projects as opposed to an itemized cost for each so it was it was very clear that they did not meet the terms of the rfp and i explained that and they were appreciative okay well good good that's great i appreciate the staff getting out front on that that's uh that's encouraging uh my only other question is relative to the contingency we have a contingency identified about is it about 625 000 is that correct um no sorry i put that number in is that's the that was the original estimate based off of the project estimate overall so proposal was actually 418 000 um and some change okay so that when this when this comes before the full board uh to approve it do do we approve that full contingency at that time or is it just sort of set aside um and it's in essence authorized but not i'm kind of fumbling a little bit but yeah is it included in the original contract do we say this contract is for x amount which includes x amount for contingencies or can we just hold that in obey in the event that change orders and things come up yeah so what we'll do is the project award will be for the amount of four hundred and eighteen thousand dollars that'll be the full amount including the contingency so we added a ten percent contingency on to what somas their estimated cost as in so we added 10 percent and that number the 418 000 will go before the consideration so and the reason i asked that is that it's it's kind of like playing cards i mean when you see the other guy's hand other person's hand you can bet differently than if you can't tell their hand and so if we disclose in the con in the agreement that there is a built-in contingency of x dollars um the contractor knows that as well so that if if they come up they know what that not to exceed amount is uh and then our job which staff does very well is upholds them to that and hopefully something below that um that it's not in essence a blank check exactly yes the the staff does have to give we have to give written approval for them to even use the contingency amount and there has to be a good reason for that it is we we we usually add that contingency so we don't have to come back before the board or a small dollar amount change to sure a project but but yes we we definitely take in consideration that we we would rather not use the contingency if we can okay great and i appreciate again this the staff for uh for building that in so that you're right to be able to keep the project moving and not have to put it on hold until the next bpu meeting to approve a 200 000 change order seems to be a little bit of a waste of time so i appreciate the effort thank you yeah thank you lisa any questions no additional ones thank you okay um do we have a consensus among the three of us to recommend to the full board approval of this contract i agree i agree and uh thank you for bringing um such specific information on um on how it was reviewed it's it's it's obvious that there was a lot of thought and work put into it i appreciate it thank you great okay david so you have our uh full recommendation unanimous recommendation to the full board so we'll look forward to seeing your presentation on the 18th perfect great thank you all right we'll move to item uh 3.0 x i guess i should ask david do we have any public comments on mr casrace yeah thank you sorry uh okay everything's uh straightened out now so item 3.2 as a professional services agreement with coastline civil engineering for uh construction management and inspection and uh this one will be supervising engineer mark hasbroy well thank you so much director burke and i wanted to say thank you to everybody who helped put this meeting together um we understand the efforts and we certainly appreciate it so as director brooke was saying um i am here to present the professional services agreement for construction management and inspection associated with the public works contract to rebuild our two sewer lift stations which were destroyed by the 2017 tub spire so to provide a brief outline of the project or the presentation rather i'll discuss the the project purpose and the description of the professional services agreement or psa i'll talk about the rfp process and the consultant selection and we will discuss the project timeline as well as making a recommendation to the subcommittee so as i as i just said um the tubs fire did destroy two sewer lift stations uh they were skyfarm a shown above and hansford court shown below we are currently advertising the construction project for bid as we speak and so we need to procure professional services for construction management and inspection of this public works contract and the reason that we're doing so is because of the volume of projects that cip staff manages doesn't lend itself to day-to-day construction management and inspection operations for individual cip staff for a project of this complexity and this size so we augment our city staff with professional consultants to provide the day-to-day operations during construction so the scope of the psa mainly includes day-to-day correspondence between the contractor and city staff weekly and monthly reports and status updates as well as all document management including submittals requests for information and contract change orders and of course it includes daily inspection tasks as well next side please so this is a location map showing the two sites it's the northeast quadrant of santa rosa or the fountain grove neighborhood you can see the sewer lift stations shown in pink squares and the two sites shown by the red stars so sky parmay above is located just off st andrews drive and hansford court is located just off fountain grove parkway right about at the crest of the hill next slide please so in january of this year we released an rfp a request for proposals for construction management and inspection and stated key selection criteria for which we'd be evaluating these proposals and that includes responsiveness to the rfp as uh mr freya alizio was pointing out qualifications of the project team as well as a defined work plan and scope of services so to elaborate on these a little bit the responsiveness to the rfp is what we look for to ensure that the proposals meet the specified requirements of the rfp so the rfp requires a cover letter holding the consultant to a 90-day period for their cost it requires an executive summary or a project team be defined it requires reference projects be defined so this is our way of ensuring that the proposals meet all the requirements of the rfp we look at the qualifications of the project team which mainly consists of licensures education and background as it relates to the projects specifically and of course we look for how they define their work plan and their scope of services to see if it lines up with what our expectations are for the project and and how we do things you know with regards to our city standards and what our expectations are on a project of this nature next slide please so for city council 601 we established a review panel to evaluate three proposals that we received and we ultimately made a recommendation to select coastline civil engineering primarily because they met all terms of the request for proposal they demonstrated the strongest qualifications and experience as it relates to sewer lift station facilities and they also had a very detailed scope of work which demonstrated their technical understanding of a work of this nature consultant fee is 328 000 and it is in line with city staff expectations um at about 8.6 of total construction costs for a project of of this nature we would anticipate between 8 and 12 for construction management and inspection services and we actually budgeted 12 due to the complexity of these two sewer lift stations and because of the need for special inspection which is uh inspection observation of things like electrical installations field welds and rebar placement so things of that nature next slide please and so currently we are advertising the construction project and we anticipate bringing this uh to the board for consideration uh on june 18th we anticipate the construction contract will come before the board on july 2nd for consideration and that is contingent on the outcome of the bidding process so if we receive for example questions that may require an amendment to the contract we may need to extend the bid open d so we do anticipate a july 2 bpu date but that may change regardless we plan to begin construction in august of this year and the working day contract for construction is about 200 working days and that takes us to about mid-year 2021 for completion uh next slide please and with that um it is our recommendation to the subcommittee that you support the execution of a psa agreement with coastline civil engineering or construction management and inspection services associated with skyfarm a enhanced report sewer lift station and next slide and this time i'd be happy to answer any questions thank you very much mark first of all gina do we have any public comments we have no public comments um prior to discussion i will open it up out to the to the one attendee that's participating to see if there is a comment after your statements thank you uh board member mullen looks like you are unmuted and have something to say yes i do thank you um so relative to the um this is fema funded primarily these projects absolutely or this project i should say yes correct that's 75 and 18 cal oes okay so um will our does our contract and this is more for my own edification i'm not pointing fingers at anyone but um do we typically on fema funded stuff since we have so much on our docket relative to the to the wildfires and reimbursement do we include language that says like somebody like who's doing the inspection will provide all documentation relative to invoicing relative to change orders relative to inspections uh in in the format that is required by fema so that if fema kicks one of them out when we submit for reimbursement uh the contractor doesn't come back and say they kicked our thing back out it's gonna take us another 20 hours to redo this and here's our change order right right um yes we do require specific uh procedures for submitting invoices and they have to include a description of the work and itemize the hours associated with that work and provide a percent completion of the tasks that they performed and um someone may want to chime in but as far as i know that's everything that fema would expect to see mainly they just want to see documentation that we are following a federal procurement process which we have been and that we have thorough documentation of our procedures and and um in the interest of oh go ahead jennifer i i was just going to add as part of going through this process contracts um have been reviewed and looked at for what the requirements are for fema reimbursement and so that has been that's why you're seeing these projects go out to bed specifically as opposed to using our normal process um for these females thank you um and in the interest of full disclosure uh when i worked at windsor uh we had a number of occasions over the years to work with coastline um and uh i know they have a strong presence in the county uh they're local and they they do quality work i haven't had any contact with them relative to these projects but i just wanted to disclose that for the record thank you thank you lisa any questions uh no questions just a quick comment um on the um on the the attachment um it does say that that they do have um extensive work with the city so i i'm gonna go ahead and guess that our working relationship has been good in the past and i also just wanted to note that um you know they really included a lot in being careful with community outreach and taking on public engagement and then reporting back on a weekly basis with photos to staff and i just i appreciate that and i and i hope that that um works as well for our staff as it looks like it does so thank you thank you board member ben for um and just elaborate on that yeah they do have a good amount of work with the city but we review all proposals very seriously and per all public contracting code and city council policies and their proposal certainly stood out among among the rest as the best so that is why we selected them and um yeah we're excited to be working with them great it always helps me um as during the full board meeting um to hear as much um experience from staff uh as is appropriate to talk through during the meeting i understand that there's some uh neutrality that needs to be put forward as well but um we rely on your experience um with people that we contract with and so um i think that it's it's it's good to bring as much as you can we're bringing during the conversation excellent thank you good point lisa any other questions or comments from the board or the committee do we item 3.3 is a professional services agreement with belgian race consulting engineers for design services for generators and assistant engineer adam rauch will be making the presentation thank you for the introduction good afternoon chair galvin members of the subcommittee my name is adam rausch sen i'm an assistant engineer transportation public works today i'm presenting a recommendation for approval of professional services agreement for design of emergency generators at water and wastewater facilities i may have just lost my video you're back oh but on mute can you hear me now can you hear me now yes yes we can and see you yes excellent i'll continue um i'll discuss the need for the project the project history scope of the project and of the contract cost and schedule and finally present our recommendation next one this project would replace emergency generators at drinking water pump stations and sewer lift stations these pumps maintain water pressure for our customers uh and for fire suppression and they ensure the wastewater makes its way to the treatment plant so this is critical infrastructure the pumps require electricity and if grid electricity fails or is shut off they go to emergency generators most of the generators burn either diesel or what we call dual fuel that are capable of burning natural gas or propane in the 2017 tubbs fire however pg e shut off both electricity and natural gas this highlighted two problems first it revealed logistical difficulties getting propane tanks refueled during and after a disaster basically the vendors didn't want to go fill those tanks second previously identified mechanical issues with the dual fuel generators to the fore and broadly the diesel generators didn't see these issues so this project seeks to replace 18 emergency generators most of them dual fuel to increase the resiliency of this infrastructure next one in 2018 we applied for fema funds for this replacement which were approved last november these funds are awarded through the hazard mitigation grant program administered through the california government governor's office of emergency services or cal oes they cover 75 of certain costs including design next slide in december the city released a request for proposals and received three responses the review board included a supervising engineer an assistant engineer myself and two quality control associates familiar with generator projects similar to the other reviews we've heard about we considered eight factors and selection criteria belgian race consulting engineers were identified as providing the most qualified proposal and there was no dissent among the review board in that regard they differentiated themselves from the others uh with their project understanding uh with their team qualifications and most importantly with their experience with similar projects next slide please of the 18 generators eight are located at water pump stations and ten at waste water lift stations the split is represented in the location manager right with water and blue and sewer locations in green as mentioned we're replacing mostly dual fuel generators but there are three diesel generators also in need of poison in need of replacement and they've been integrated into this project to capture the economies of scale in addition to the generators themselves the project will also replace transfer switches and portable generator connections as necessary the recommended professional services agreement is for all design so that's civil mechanical electrical structural from preliminary plans through the final construction documents next slide the contract has a maximum cost of 485 500 and this is in good agreement with our initial planning estimate and well below the fema approved budget for design this approval would have no budget impact as funds for the project were previously appropriated in the capital improvement plan budget and if approved we estimate final design by january 2021 with construction to begin spring 2021 as construction may stretch into a second season we are prepared to apply for a one-year extension on the fema performance period next slide this is critical infrastructure we have a well-qualified engineer and funding is in place thus the transportation and public works and water departments recommend that the contract review subcommittee support execution of the professional services agreement with build religion race consulting engineers for the design services of backup generators at water and wastewater facilities process review that you gave uh five in additional contributions to the lowest bidder somas there any explanation for that um yeah the reason that the um the way we treated or the way that some of the reviewers treated the additional value section of the review process was either to give zero if they had if they just fulfilled the requirements of the proposal or to give up to an amount um that reviewer chose to give five based on the additional design flaw that that's almost pointed out and um it's not necessarily getting a 10 in that section isn't um isn't possible for all of our viewers okay thank you uh other questions matt uh yes thank you um the um in looking at the evaluation process four proposals were submitted we shortlisted three the one that did not get into the short list have we heard anything from them about dissatisfaction with being not considered any further have we gotten any feedback from them yes so we we made them aware that what they submitted was did not fall under the requirements of the proposal uh it was basically a huge statement of qualifications showing what their firm was capable of and um we did not hear back from them regarding this project the next presentation you'll see is is a project that they also the same consultant bid on as well and was was disqualified and supervising engineer mark caspari might have something to add on if he got a response but they did not fulfill the rfp requirements um i believe that it was kind of a generic submittal that they probably sent out to a bunch of planet bid projects and and they just uh it was mostly just a statement of qualifications about a 60 page just showing everyone that their company has and all the material testing and it really wasn't very project specific at all okay and so we uh i know our staff is very skilled at this and and the city's gone through challenges in the past and so um i would i would just hope that we're prepared to uh give the explanation that you just gave relative to why they were disqualified um or non-responsive uh and not considered any further if they show up at the uh bpu meeting when this is considered definitely definitely it looks like mark has something to add as well thank you chair government and uh board member mullen i wanted to say that they did reach out to me specifically and we did explain why they were non-responsive or deemed non-responsive and it was because david was mentioning they essentially submitted a 63-page statement of qualifications of their firm did not elaborate whatsoever on the services or the work plan for any of the projects that they submitted on and they submitted a cost for all of the projects as opposed to an itemized cost for each so it was it was very clear that they did not meet the terms of the rfp and i explained that and they were appreciative okay well good good that's great i appreciate the staff getting out front on that that's uh that's encouraging uh my only other question is relative to the contingency we have a contingency identified about is it about 625 000 is that correct um no sorry i put that number in is that's the that was the original estimate based off of the project estimate overall so proposal was actually 418 000 um and some change okay so that when this when this comes before the full board uh to approve it do do we approve that full contingency at that time or is it just sort of set aside um and it's in essence authorized but not i'm kind of fumbling a little bit but yeah is it included in the original contract do we say this contract is for x amount which includes x amount for contingencies or can we just hold that in obey in the event that change orders and things come up yeah so what we'll do is the project award will be for the amount of four hundred and eighteen thousand dollars that'll be the full amount including the contingency so we added a ten percent contingency on to what somas their estimated cost as in so we added 10 percent and that number the 418 000 will go before the consideration so and the reason i asked that is that it's it's kind of like playing cards i mean when you see the other guy's hand other person's hand you can bet differently than if you can't tell their hand and so if we disclose in the con in the agreement that there is a built-in contingency of x dollars um the contractor knows that as well so that if if they come up they know what that not to exceed amount is uh and then our job which staff does very well is upholds them to that and hopefully something below that um that it's not in essence a blank check exactly yes the the staff does have to give we have to give written approval for them to even use the contingency amount and there has to be a good reason for that it is we we we usually add that contingency so we don't have to come back before the board or a small dollar amount change to sure a project but but yes we we definitely take in consideration that we we would rather not use the contingency if we can okay great and i appreciate again this the staff for uh for building that in so that you're right to be able to keep the project moving and not have to put it on hold until the next bpu meeting to approve a 200 000 change order seems to be a little bit of a waste of time so i appreciate the effort thank you yeah thank you lisa any questions no additional ones thank you okay um do we have a consensus among the three of us to recommend to the full board approval of this contract i agree i agree and uh thank you for bringing um such specific information on um on how it inspection and uh this one will be supervising engineer mark hasbroy well thank you so much director burke and i wanted to say thank you to everybody who helped put this meeting together um we understand the efforts and we certainly appreciate it so as director brooke was saying um i am here to present the professional services agreement for construction management and inspection associated with the public works contract to rebuild our two sewer lift stations which were destroyed by the 2017 tub spire so to provide a brief outline of the project or the presentation rather i'll discuss the the project purpose and the description of the professional services agreement or psa i'll talk about the rfp process and the consultant selection and we will discuss the project timeline as well as making a recommendation to the subcommittee so as i as i just said um the tubs fire did destroy two sewer lift stations uh they were skyfarm a shown above and hansford court shown below we are currently advertising the construction project for bid as we speak and so we need to procure professional services for construction management and inspection of this public works contract and the reason that we're doing so is because of the volume of projects that cip staff manages doesn't lend itself to day-to-day construction management and inspection operations for individual cip staff for a project of this complexity and this size so we augment our city staff with professional consultants to provide the day-to-day operations during construction so the scope of the psa mainly includes day-to-day correspondence between the contractor and city staff weekly and monthly reports and status updates as well as all document management including submittals requests for information and contract change orders and of course it includes daily inspection tasks as well next side please so this is a location map showing the two sites it's the northeast quadrant of santa rosa or the fountain grove neighborhood you can see the sewer lift stations shown in pink squares and the two sites shown by the red stars so sky parmay above is located just off st andrews drive and hansford court is located just off fountain grove parkway right about at the crest of the hill next slide please so in january of this year we released an rfp a request for proposals for construction management and inspection and stated key selection criteria for which we'd be evaluating these proposals and that includes responsiveness to the rfp as uh mr freya alizio was pointing out qualifications of the project team as well as a defined work plan and scope of services so to elaborate on these a little bit the responsiveness to the rfp is what we look for to ensure that the proposals meet the specified requirements of the rfp so the rfp requires a cover letter holding the consultant to a 90-day period for their cost it requires an executive summary or a project team be defined it requires reference projects be defined so this is our way of ensuring that the proposals meet all the requirements of the rfp we look at the qualifications of the project team which mainly consists of licensures education and background as it relates to the projects specifically and of course we look for how they define their work plan and their scope of services to see if it lines up with what our expectations are for the project and and how we do things you know with regards to our city standards and what our expectations are on a project of this nature next slide please so for city council 601 we established a review panel to evaluate three proposals that we received and we ultimately made a recommendation to select coastline civil engineering primarily because they met all terms of the request for proposal they demonstrated the strongest qualifications and experience as it relates to sewer lift station facilities and they also had a very detailed scope of work which demonstrated their technical understanding of a work of this nature consultant fee is 328 000 and it is in line with city staff expectations um at about 8.6 of total construction costs for a project of of this nature we would anticipate between 8 and 12 for construction management and inspection services and we actually budgeted 12 due to the complexity of these two sewer lift stations and because of the need for special inspection which is uh inspection observation of things like electrical installations field welds and rebar placement so things of that nature next slide please and so currently we are advertising the construction project and we anticipate bringing this uh to the board for consideration uh on june 18th we anticipate the construction contract will come before the board on july 2nd for consideration and that is contingent on the outcome of the bidding process so if we receive for example questions that may require an amendment to the contract we may need to extend the bid open d so we do anticipate a july 2 bpu date but that may change regardless we plan to begin construction in august of this year and the working day contract for construction is about 200 working days and that takes us to about mid-year 2021 for completion uh next slide please and with that um it is our recommendation to the subcommittee that you support the execution of a psa agreement with coastline civil engineering or construction management and inspection services associated with skyfarm a enhanced report sewer lift station and next slide and this time i'd be happy to answer any questions thank you very much mark first of all gina do we have any public comments we have no public comments um prior to discussion i will open it up out to the to the one attendee that's participating to see if there is a comment after your statements thank you uh board member mullen looks like you are unmuted and have something to say yes i do thank you um so relative to the um this is fema funded primarily these projects absolutely or this project i should say yes correct that's 75 and 18 cal oes okay so um will our does our contract and this is more for my own edification i'm not pointing fingers at anyone but um do we typically on fema funded stuff since we have so much on our docket relative to the to the wildfires and reimbursement do we include language that says like somebody like who's doing the inspection will provide all documentation relative to invoicing relative to change orders relative to inspections uh in in the format that is required by fema so that if fema kicks one of them out when we submit for reimbursement uh the contractor doesn't come back and say they kicked our thing back out it's gonna take us another 20 hours to redo this and here's our change order right right um yes we do require specific uh procedures for submitting invoices and they have to include a description of the work and itemize the hours associated with that work and provide a percent completion of the tasks that they performed and um someone may want to chime in but as far as i know that's everything that fema would expect to see mainly they just want to see documentation that we are following a federal procurement process which we have been and that we have thorough documentation of our procedures and and um in the interest of oh go ahead jennifer i i was just going to add as part of going through this process contracts um have been reviewed and looked at for what the requirements are for fema reimbursement and so that has been that's why you're seeing these projects go out to bed specifically as opposed to using our normal process um for these females thank you um and in the interest of full disclosure uh when i worked at windsor uh we had a number of occasions over the years to work with coastline um and uh i know they have a strong presence in the county uh they're local and they they do quality work i haven't had any contact with them relative to these projects but i just wanted to disclose that for the record thank you thank you lisa any questions uh no questions just a quick comment um on the um on the the attachment um it does say that that they do have um extensive work with the city so i i'm gonna go ahead and guess that our working relationship has been good in the past and i also just wanted to note that um you know they really included a lot in being careful with community outreach and taking on public engagement and then reporting back on a weekly basis with photos to staff and i just i appreciate that and i and i hope that that um works as well for our staff as it looks like it does so thank you thank you board member ben for um and just elaborate on that yeah they do have a good amount of work with the city but we review all proposals very seriously and per all public contracting code and city council policies and their proposal certainly stood out among among the rest as the best so that is why we selected them and um yeah we're excited to be working with them great it always helps me um as during the full board meeting um to hear as much um experience from staff uh as is appropriate to talk through during the meeting i understand that there's some uh neutrality that needs to be put forward as well but um we rely on your experience um with people that we contract with and so um i think that it's it's it's good to bring as much as you can we're bringing during the conversation excellent thank you good point lisa any other questions or comments from the board or the committee do we item 3.3 is a professional services agreement with belgian race consulting engineers for design services for generators and assistant engineer adam rauch will be making the presentation thank you for the introduction good afternoon chair galvin members of the subcommittee my name is adam rausch sen i'm an assistant engineer transportation public works today i'm presenting a recommendation for approval of professional services agreement for design of emergency generators at water and wastewater facilities i may have just lost my video you're back oh but on mute can you hear me now can you hear me now yes yes we can and see you yes excellent i'll continue um i'll discuss the need for the project the project history scope of the project and of the contract cost and schedule and finally present our recommendation next one this project would replace emergency generators at drinking water pump stations and sewer lift stations these pumps maintain water pressure for our customers uh and for fire suppression and they ensure the wastewater makes its way to the treatment plant so this is critical infrastructure the pumps require electricity and if grid electricity fails or is shut off they go to emergency generators most of the generators burn either diesel or what we call dual fuel that are capable of burning natural gas or propane in the 2017 tubbs fire however pg e shut off both electricity and natural gas this highlighted two problems first it revealed logistical difficulties getting propane tanks refueled during and after a disaster basically the vendors didn't want to go fill those tanks second previously identified mechanical issues with the dual fuel generators to the fore and broadly the diesel generators didn't see these issues so this project seeks to replace 18 emergency generators most of them dual fuel to increase the resiliency of this infrastructure next one in 2018 we applied for fema funds for this replacement which were approved last november these funds are awarded through the hazard mitigation grant program administered through the california government governor's office of emergency services or cal oes they cover 75 of certain costs including design next slide in december the city released a request for proposals and received three responses the review board included a supervising engineer an assistant engineer myself and two quality control associates familiar with generator projects similar to the other reviews we've heard about we considered eight factors and selection criteria belgian race consulting engineers were identified as providing the most qualified proposal and there was no dissent among the review board in that regard they differentiated themselves from the others uh with their project understanding uh with their team qualifications and most importantly with their experience with similar projects next slide please of the 18 generators eight are located at water pump stations and ten at waste water lift stations the split is represented in the location manager right with water and blue and sewer locations in green as mentioned we're replacing mostly dual fuel generators but there are three diesel generators also in need of poison in need of replacement and they've been integrated into this project to capture the economies of scale in addition to the generators themselves the project will also replace transfer switches and portable generator connections as necessary the recommended professional services agreement is for all design so that's civil mechanical electrical structural from preliminary plans through the final construction documents next slide the contract has a maximum cost of 485 500 and this is in good agreement with our initial planning estimate and well below the fema approved budget for design this approval would have no budget impact as funds for the project were previously appropriated in the capital improvement plan budget and if approved we estimate final design by january 2021 with construction to begin spring 2021 as construction may stretch into a second season we are prepared to apply for a one-year extension on the fema performance period next slide this is critical infrastructure we have a well-qualified engineer and funding is in place thus the transportation and public works and water departments recommend that the contract review subcommittee support execution of the professional services agreement with build religion race consulting engineers for the design services of backup generators at water and wastewater facilities
