town manager and i want to welcome you all to the town of plymouth and thank you all for coming before we begin i just want to recognize all of our state and elected officials so first and foremost lieutenant governor karen polito is with us muratori is here with us today transportation secretary jamie tesla highway administrator jonathan gulliver and from our select board charlie bletzer is here there he is over here thank you mr blesser for being here representing the board today so i don't know if you all realize it but the town of plymouth has the fourth largest road network in massachusetts uh next to boston springfield and worcester and so as you can imagine these dollars are extremely important to our annual operations to make plymouth a more walkable and pedestrian friendly community so i want to thank the baker polito administration for their continued support over the years over the last eight years we have received hundreds of thousands of dollars this program today's grant award is 200 000 so on behalf of the select board i want to thank all of uh the administration for their support over the years in improving our efforts through this shared streets and spaces program as you will hear today the town will receive the 200 000 grand award and this will assist us in making the necessary changes to a few of our heavily traveled intersections these funds will be used for construction of roadways sidewalk improvements crosswalk and signal improvements on sandwich street at nathaniel morton elementary school in the town's training green our proposed initiatives targets several in town locations where children walk to school and residents walk to services and attractions on a daily basis so you can tell how important these dollars are to the town to make sure that our pedestrians are traveling in a safe manner by implementing these varying combinations of roadway diets the town will add new crosswalk signals and improve signage visibility realign crosswalks at each of the identified projects i just mentioned with the intention to reduce vehicle speeds improve pedestrian safety and take us one step closer to becoming a more walkable and pedestrian-friendly community i want to specifically thank jonathan bieder our director of public works who's here with us today our assistant dpw director sheila scazi and james downey one of our traffic engineers it's because of their leadership that we're here today because they're the ones that think about this stuff day in and day out they go to bed every night thinking about how they can improve this community through all our infrastructure needs so i want to thank you all for your efforts [Applause] so at this time i'd like to turn over the remaining speaking portion of this morning's agenda to highway administrator jonathan gulliver thank you all right thank you manager brendisi and thank you for welcoming us down to plymouth today on this nice hot morning glad it's in the morning and not the afternoon because it's going to get a lot hotter as the mayor mentioned my name is jonathan gulliver and i am the highway administrator for mass dot and i will be the mc for today's event so we are here to give out awards for shared streets and spaces which was a new award program that was developed a couple of years ago in response to the pandemic and to say this awards program has been a success would be an incredible understatement today we are giving out 16.4 million dollars for 184 new awards to 138 communities and seven rtas that's an amazing jump over just a two-year-old program and this is the largest largest round of awards that we've done since this program was first initiated just a couple of years ago these funds have been very flexible and have been used by communities to create new spaces for outdoor dining create new walking paths and improve connectivity within their communities and they have proven to be very important funding all the way around and this round of funding has some very special emphasis on projects to reduce reduce vehicle speeds to increase safety and to purchase equipment needed to improve and maintain the new multimodal facilities that cities and towns are building across massachusetts especially with regards to winter months which are always challenging for a lot of these facilities so it's something they're going to be watching really closely to see how city and towns are going to be using this new new equipment and new money over the next couple of years to see what really works well so again this was created during the pandemic and when the pandemic first hit our first speaker really leaned in on her previous six years as the administration's lead for cities and towns she knew what people in municipality municipalities wanted and she immediately got to work she convened a group of people across local and state government asked us to work together to develop some strategies and the shared streets and places program was born out of that collaboration along with a number of other programs these 184 quality of life projects that we are announcing today would not have happened without the steadfast support of our first speaker lieutenant governor karen polito thank you it is still a glorious morning with all of you i want to thank representative matt moratore for joining us he's had a very busy week and weekend and i'm sure he's very happy to be in his home area to celebrate with us today i want to thank secretary tesler and jonathan gulliver and of course district five is in the house thank you very much for an extraordinary set up and for all the work you do each and every day this is a gorgeous view of yes all of you for attending and then the backdrop is incredible so some of you have come from not the area i think westfield like when i came in i saw you while you're here enjoy it take a walk around go see the rock you know go do what makes you happy here in plymouth i know uh derek and and the local officials here in plymouth have worked so hard over these past 10 years one of the first things when the governor and i came into office in 2015 was a message from the our friends in plymouth we got to get ready for the 400th this is going to take some planning and some effort so we want to coordinate all of this with you and we did and one of the things that plymouth did so well and as you think about the celebrations of the birth dates of your communities they use that event to reimagine places in the community uh create programming to celebrate history and also a forward look about the way the community needs to grow and mark moments to do that the the sad part of what all the planning uh for plymouth led to was an an event because of covet so uh what they did accomplish though was an amazing improvement along the waterfront we put a lot of seaport council grants into walkways bulkheads a maritime center and today we are here to celebrate a program called shared streets and spaces so just a little bit of a a walk down the coveted memory lane not that we want to do too much of that but i'll never forget during the covet and i just thank you all as municipal officials for all the incredible work you did to keep the people of your community safe but during that time where we through executive order had restrictions and regulations and rules around how to operate the governor put me in charge of the the reopening plan for workplaces and the business community and helping municipalities and partner with us in that effort and as we navigated those waters to come up with the protocols and plans for especially small businesses to reopen and return workers uh to their establishments one of the key features was how do we better use the outdoors and especially if you're a restaurant how do we get patrons back into the idea of of eating out dining out getting out into downtowns and main streets and places that have provided us such joy and community and gathering with friends and family and one of the ideas that came from municipal officials and business owners was why don't we use the the outside why don't we use our sidewalks why don't we use the spaces in front of the sidewalk why don't we use the parking lot why don't we use the parking lot across the street why don't we use places where people can comfortably gather and do so safely because of covid and safely because we can organize traffic patterns to make it all happen so that was a great idea to solve a problem of the time but also because become a permanent feature for many communities that embrace these outdoor venues that are beautifully decorated with plantings perhaps music lighting and have become an extension of the way we gather and enjoy our downtowns in community spaces so out of that needed to have some structure and some programming so we tapped into the expertise here at mass highway about the how to do this and the original grant round was five million dollars to just help you put basic things in place uh to use these these areas and to educate local officials and now just two years later because that program was announced in june of 2020 two years later 50 million dollars in total has gone out to 494 projects that feels permanent to me that feels like it's become institutional and that is a good thing it's become one more way uh you can uh help reimagine and also help your businesses and help the people of your community uh today we're in plymouth because plymouth has brought this program to an yet another level and they are receiving a total of 274 thousands congratulations to you derek which will be utilized to reduce vehicular speeds and improve pedestrian safety through expanded curbs and improved signage visibility and other improvements to two densely populated locations near schools so that obviously will go a long way to helping mobility helping kids move safely and also help with those traveling through that area so as part of their grant they're also receiving monies for equipment to purchase the speed feedback signs to be placed along the roadway so that gives you an example of how in the future when applying to this grant that i believe there are funds contained in the capital plan and in the transportation bill that has come through from the legislature you can think about the areas of your community not just your downtown and the places that people come to visit but also places that could be congested around a school for instance so congratulations to plymouth and congratulations 184 new awardees to 138 municipalities and i understand 31 of today's awardees have not received a shared streets and spaces grant before so we have some newcomers that are plugged in to these resources and will bring it home and accomplish something for their community finally i just want to close by a word of thanks and gratefulness it has been in the honor of a lifetime to visit your communities over the past almost eight years and more importantly getting to know the municipal officials the ones that get up and go every day to city hall and town hall to make their communities work better you have helped our administration be a stronger and better partner with each and every one of you including the opportunity to listen to you and figure out how we could create new programming to meet your needs whether it's the local bottleneck program or the municipal small bridge program or the resurfacing program for state numbered municipal routes a lot of these programs came from you and then we could design it so that it works for you and i think that is the model that works best when we work together we listen to each other and we take action and through each community 351 cities and towns we have made massachusetts a better and stronger commonwealth for everyone we are grateful for this time and opportunity to be with you and for today congratulations to all of you and special big props to those who get out of the office to enjoy this beautiful day and to come here to plymouth to receive your award but also to take a little time hands-on style to collectively solve complicated issues and uh like like design elements and work to reduce speed adding bike lanes adding bus lanes and continually looking to add a larger focus to traditional projects to make them more transformative for all users please welcome the secretary of transportation jamie tessler [Applause] thank you jonathan uh first of all it's a real pleasure to be here in beautiful historic plymouth and um the first thing i want to talk about really is this program and what it really brings out which is one of the things you see here by being here in plymouth the commonwealth has unbelievable spaces communities town centers city centers streets and spaces and this program not only allows us to accentuate and celebrate those spaces but it really allows each community just like plymouth mayor westfield's here and all the communities that are winning today to use their spaces their way and this draws out a difference between the commonwealth of massachusetts versus anywhere else in the country we have all of our communities have special and unique attributes and these programs can really invest and bring them out i want to take a moment to just expand on and to say back a few things that the lieutenant governor just touched upon this program did not exist two years ago this program came about at one of the most challenging times we all faced this program came about because the lieutenant governor uh and others with her leadership listened and that was her word to what each of you and communities across the commonwealth need this program isn't one that is hardwired to do precise things instead it's intended to really unleash the innovation and ideas of our communities and intended to move quickly so it began with that uh colonel and with the leadership of the governor lieutenant governor uh in june as part of our reopening process two years later this program has gone from a good idea with a small amount of funding to an enormous program that continues to grow change and include new communities so a couple things on that point thanks to the representative and the legislature uh in the past few days mass track has been passed it's on the governor's desk and in there in the midst of 11 billion dollars of variety programs is long-term funding for this program so this is not this began with small dollars this began as a temporary thing it's here to stay and it's going to continue to grow and change so i want to thank the representative and i want to thank the legislature for working with us to make this possible so we can do more days like today [Applause] the second piece is the lieutenant governor touched on this today includes 138 communities 184 individual grants and 31 percent of those go to communities that have never received a grant so this isn't a program that is staying still it is growing and it is changing and is reaching more and more communities just like plymouth all across the commonwealth so we have taken what began again as part of the reopening process and we continue to put new features new attributes and fun new things and each community in that 138 has brought us new
