Any chance that it was 'School Daze', a 1942 Terrytoon featuring Nancy and Sluggo?
This is a blurb from 'Doing Their Bit: Wartime American Animated Short Films 1939-1945, by Michael Shull and David Wilt:
----------
Producer: Paul Terry; Script: Ernie Bushmiller; Music: Philip A. Scheib
A class of elementary school children tries to convince their teacher that "Nancy" comic books can "show you the way" better than boring textbooks. When they open their comics, Nancy and her pals come to life. After Civic Pride Week and an anti-noise campaign, Nancy and Sluggo are inspired by a Defense Bonds poster to start their own "home defense guard". In the next scene, the children (including a little Chinese boy), armed with toy rifles, march to defend "da most important joint in town", the Candy and Ice Cream Parlor.
----------
Sound familiar? I tried to find a video of it in all the usual places, but without any luck.
