To use an analogy, a citizen's right to complain is coupled with a governmental authority's power to collect taxes. The agents of the State turn in a poor performance, they can (theoretically) be voted or otherwise booted from office. The agents of the Archive turn in a poor performance (or product), they can (theoretically) lose donors, financial and otherwise. This fact I'm not quite sure they get yet, and they may never. Unfortunately, donor purse strings are sometimes layers removed from actual performance on the ground. This situation will continue as long as we as a culture continue trading aspiration for toleration.
