Translated from government speak it simply means that 'Best Brains Inc', applied for and received a copyright after recording new material and placing it in the original pd movie. The new material could have been a talking brain, a travelogue of the Grand Canyon or what have you. As long as Best Brains Inc held the copyright for making the new material, they may file. You also can do the same thing, as long as you start with the original pd movie.
I am not a fan of SciFi, and do not know whether or not Best Brains has done anything else along these lines during the run of mystery science theatre.
