Hello, RAMCleveland; the film that you're talking about may be 'Don't Be A Sucker'. There is conflicting information on the internet regarding the dates, but it looks like it was produced during WWII, then put into general release in 1947.

(If you're trying to figure out who the narrator is, it's Lloyd Nolan.)

Another film that may interest you, with a similar topic, is the late-1945 'The House I Live In', with Frank Sinatra discussing racism.
