For movies released btw 1964 & 1977, about the only thing that would put it into pd, would be an improper copyright notice. Tough to judge by your copy...perhaps Alpha Video has a better copy. Also note that this is also a US movie as noted by the cut and paste from IMDB below. My guess would be pd.

Here's another shot of the copyright line on the title that's marginally clearer (shock, Mill Creek didn't use a great print, but still used a wide-screen print). As far as I can tell, it's a proper notice. Says "COPYRIGHT MCML[....] INTERNATIONAL ENTERTAINMENT CORP"
International Entertainment is listed as the production company at the end of the movie, so that qualifies as proper notice, right? Unless they failed to renew it in 1993/4 (or would that have been necessary at that point?).

I brightened the picture and zoomed in, and am still having problems reading it. Am I correct that MCML is the extent of the date? If so this is an improper notice. MCML translates to 1950.The movie was released in Apr 1966. Alpha Video, in my experience, does due diligence when checking copyrights. Renewal not necessary.
