For several weeks the connection, upload and download speeds of the Archive.org have been very slow. I have run connection checks from several PCs at several locations on the east coast. Other web sites do not have this 'slowness'.
The carrier was xfinity.com in all the checks due to decisions beyond my control..

Is there a method of performing a standard test and notifying the Archive about the results?

Damn, I am sorry to resurrect this post by necroing it. I have the same issue and I have 200mbps on my phone, then download speeds are slow like the time before I upgraded my internet.. What the hell??

Regarding slow download speeds:

These problems are typically caused by application firewalls in uploader environments or other network middleware or hardware quirks. Many users (using curl even!) routinely upload larger files with no problem.

Ways to hopefully resolve this sort of problem are:
1. trying a different upload environment or tool
2. trying a network path with different network hardware (institutional network firewall appliances are especially problematic) etc.
3. If this is from a residential setting, try rebooting everything, including the router.
4. Finally, if all else fails, split the zip into 2 archives, or use the s3 multipart rest api to upload the parts one at a time.
