Here's another possibility. When the Archive discovers that a user has uploaded numerous copyrighted films, they indiscriminately delete everything that he has uploaded without checking copyright status. This, of course, could result in the removal of public domain movies.
Here's another question. When someone claims to be the "copyright holder" of an item on the Archive and demands its removal, does the Archive attempt to determine whether the item is under copyright? Or do they unquestioningly take the item down?
For example, would each of the following be taken down at the demand of a "copyright holder"?
The film Detour (1945)
The film Behind Green Lights (1946)
The book Moby Dick by Herman Melville
The book Oliver Twist by Charles Dickens
Are the people at the Archive completely devoid of any ability or desire to determine whether an item is in the public domain?
