The above excerpt (length 9:15) is from a controversial speech by Charles Lindbergh that he gave in Des Moines, Iowa on September 1941 at an America First rally, not in 1938. What first tipped me off that 1938 was the wrong date was that he refers to the world war in the present tense. He refers to hostilities having commenced in 1939. He states that Roosevelt has been elected to an unprecedented 3rd term (which happened in November, 1940 of course). He states that 3 forces were the primary drivers of the "war party", "the British, the Jewish, and the Roosevelt Administration", who were working in concert to get the US into the world war. The entire speech, which caused a national uproar that negatively affected Lindbergh's role in the America First neutrality movement, may be found here: http://www.charleslindbergh.com/americanfirst/speech.asp
