"Community Video" is a much too broad and amorphous term for this upload, but I was only given a few (four I think)choices of where it should go by the new uploader. It would be much more appropriately filed under Moving Image Archive > Movies > Feature Films > Sci-Fi / Horror.
Can the upload be moved? Is the IA being reorganized so that all video is automatically considered Community Video? Is there a way to initially upload it to a more specific location?
Any help with this would be greatly appreciated.

all uploads go to community collections unless you have a private collection. you would need to first have 50 item pages created to have a collection created for you.
you may, as you did, request that an item of yours be moved to another collection.
