The protection of classified national security and other controlled information is of concern not only to the executive branch -- which determines what information is to be safeguarded, for the most part -- but also to Congress, which uses the information to fulfill its constitutional responsibilities. It has established mechanisms to safeguard controlled information in its custody, although these arrangements have varied over time between the two chambers and among panels in each. Both...

Given a sample from a discretely observed compound Poisson process, we consider estimation of the density of the jump sizes. We propose a kernel type nonparametric density estimator and study its asymptotic properties. An order bound for the bias and an asymptotic expansion of the variance of the estimator are given. Pointwise weak consistency and asymptotic normality are established. The results show that, asymptotically, the estimator behaves very much like an ordinary kernel estimator.

In this work, we consider a partially cooperative relay broadcast channel (PC-RBC) controlled by random parameters. We provide rate regions for two different situations: 1) when side information (SI) S^n on the random parameters is non-causally known at both the source and the relay and, 2) when side information S^n is non-causally known at the source only. These achievable regions are derived for the general discrete memoryless case first and then extended to the case when the channel is...

The Pierre Auger Observatory (PAO) has measured the spectrum and composition of the ultrahigh energy cosmic rays with unprecedented precision. We use these measurements to constrain their spectrum and composition as injected from their sources and, in turn, use these results to estimate the spectrum of cosmogenic neutrinos generated in their propagation through intergalactic space. We find that the PAO measurements can be well fit if the injected cosmic rays consist entirely of nuclei with...

Let $G$ be a finite group acting linearly on the vector space $V$ over a field of arbitrary characteristic. The action is called coregular if the invariant ring is generated by algebraically independent homogeneous invariants and the direct summand property holds if there is a surjective $k[V]^G$-linear map $\pi:k[V]\to k[V]^G$. The following Chevalley-Shephard-Todd type theorem is proved. Suppose $V$ is an irreducible $kG$-representation, then the action is coregular if and only if $G$ is...

Let $\{X_n,n\ge1\}$ be a sequence of independent and identically distributed random variables, taking non-negative integer values, and call $X_n$ a $\delta$-record if $X_n>\max\{X_1,...,X_{n-1}\}+\delta$, where $\delta$ is an integer constant. We use martingale arguments to show that the counting process of $\delta$-records among the first $n$ observations, suitably centered and scaled, is asymptotically normally distributed for $\delta\ne0$. In particular, taking $\delta=-1$ we obtain a...

We present a multimode treatment of the optical parametric oscillator, which is valid for both pulsed and continuous-wave pump fields. The two-time correlation functions of the output field are derived, and we apply the theory to analyze a scheme for heralded production of non-classical field states that may be subsequently stored in an atomic quantum memory.

Surface roughness is known to easily suppress the adhesion of elastic surfaces. Here a simple model for the contact of \emph{viscoelastic} rough surfaces with significant levels of adhesion is presented. This approach is derived from our previous model [E. Barthel and G. Haiat {\em Langmuir}, 18 9362 2002] for the adhesive contact of viscoelastic spheres. For simplicity a simple loading/unloading history (infinitely fast loading and constant pull-out velocity) is assumed. The model provides...

Using molecular dynamics simulation we examine dynamics in sheared polycrystal states in a binary mixture containing 10% larger particles in two dimensions. We find large stress fluctuations arising from sliding motions of the particles at the grain boundaries, which occur cooperatively to release the elastic energy stored. Intracellular pathogens such as Listeria monocytogenes and Rickettsia rickettsii move within a host cell by polymerizing a comet-tail of actin fibers that ultimately pushes the cell forward. This dense network of cross-linked actin polymers typically exhibits a striking curvature that causes bacteria to move in gently looping paths. Theoretically, tail curvature has been linked to details of motility by considering force and torque balances from a finite number of polymerizing filaments. Here...

A class of squeezed boson and fermion states is studied with particular emphasis on the nature of entanglement. We first investigate the case of bosons, considering two-mode squeezed states. Then we construct the fermion version to show that such states are maximum entangled, for both bosons and fermions. To achieve these results, we demonstrate some relations involving squeezed boson states. The generalization to the case of fermions is made by using Grassmann variables.

East Asians are predisposed to develop centralized obesity and insulin resistance, which are the two major risk factors for diabetes. Furthermore, a diet high in fat and a lack of physical activity, which characterize Western lifestyle, may have a severe negative impact on metabolic consequences in East Asians in the United States. We have considered the ballistic propagation of the 2D electron Wigner distribution, which is excited by an ultrashort optical pulse from a short-range impurity into the first quantized subband of a selectively-doped heterostructure with high mobility. Transient ionization of a deep local state into a continuum conduction c-band state is described. Since the quantum nature of the photoexcitation, the Wigner distribution over 2D plane appears to be an alternating-sign function. Due to a negative...

We develop the formalism for determining the quasinormal modes of general relativistic multi-fluid compact stars in such a way that the impact of superfluid gap data can be assessed. Our results represent the first attempt to study true multi-layer dynamics, an important step towards considering realistic superfluid/superconducting compact stars. We combine a relativistic model for entrainment with model equations of state that explicity incorporate the symmetry energy. Our analysis emphasises...

We have investigated the neutrino induced coherent pion production reaction at low and intermediate energies including pion, nucleon and Delta(1232) resonance. Medium effects in the production mechanism and the distortion of the pion wave function are included in the calculation. We find a strong reduction of the cross section due to these effects and also substantial modifications in the energy distributions of the final pion. The dependence on the atomic number is discussed.

We investigate statistical properties for a broad class of modern kernel-based regression (KBR) methods. These kernel methods were developed during the last decade and are inspired by convex risk minimization in infinite-dimensional Hilbert spaces. One leading example is support vector regression. We first describe the relationship between the loss function $L$ of the KBR method and the tail of the response variable. We then establish the $L$-risk consistency for KBR which gives the...

The looming expiration of the federal No Child Left Behind Act (NCLB) has prompted a flood of commission reports, studies, and punditry.
