We developed an administrative tool for Distributed Security Scheduling of various security tasks by providing a framework for integration, coordination, and resource sharing of several security technologies. It serves as a wrapper for commercial-off-the-shelf (COTS) security software. This tool will be useful for security administrators for specific security measures and to execute appropriate security tools remotely in a coordinated fashion.

The Task Force found that, despite overwhelming verbal support, movement toward greater use of commercial products and practices has been slow. Well intentioned reform in legislation and regulation, increased oversight and audit, continued expansion of administrative burden, and increased risk of civil and criminal liability have combined to make Defense procurement more and more discordant with commercial practices. To overcome this slide away from commercial products and buying practices, the...

The ever-increasing demand for satellite communications has put a severe strain on the United States military over the past few years, necessitating the Department of Defense (DoD) to lease commercial satellite time in order to meet the U.S. military's increased requirement. During Operation Desert Storm in 1991, the military used 140 bits per second (bps) of satellite bandwidth per deployed person. That amount jumped to nearly 3,000 bps during Operation Noble Anvil, the U.S. component of...

The purpose of this study is to compare the cost and time-to-reliably-replenish constraints of commercial and military modes of shipment to the main three annual joint United States Pacific Command (USPACOM) exercises conducted in three distinct allied countries. This study also estimates potential cost savings if commercial shipment becomes the primary means. Using a business case analysis, we compare the estimated costs of current methods for providing logistical support in USPACOM, and...

The use of commercial off-the-shelf (COTS) products in the development of command, control, communications, and intelligence (C3I) systems for the Department of Defense (DOD) is crucial. Significant reduction in the DOD budget and the expectation of further reductions will force the defense community to build lower cost systems that do not depend heavily on customized hardware and software. The concept of 'open system architecture', where individual subsystems designed and manufactured by...

Nondevelopment Item (NDI) is a generic term that covers materiel available from a variety of sources with little or no development effort by the Army. NDIs are normally selected from (1) Commercial sources, (2) Materiel developed and in use by other US military services or Government agencies, and (3) Materiel developed and in use by other countries. This handbook focuses on three general categories of NDI -- Category A - Off-the-shelf items to be used in the same environment as commercial use....
