MINUTES OF THE MEETING OF THE COMMISSION OF FINE ARTS 

1 December, 1972 


Meeting convened at 9:00 a.m. at the Commission of Fine Arts Offices at 
708 Jackson Place, N.W., Washington, D.C.

I . ADMINISTRATION 

a. Dates of Next Meetings were agreed to as 17 January and 21 Feb- 
ruary, 1973. 

b. Minutes of the October, 1972, Meeting were approved. 

c. The Secretary reported that the President had approved most of 
the funds and programs requested by the Commission for fiscal year 1974. 

The new total of $142,000 included additional funds for printing and a 
new position. This position has been filled by Mrs. Nancy Lusher, who 
works for the Commission part time and is a student at George Washington 
University. The Chairman welcomed Mrs. Lusher on behalf of the Commission. 

d. Illumination of Jefferson and Lincoln Memorials and other Govern- 
ment Buildings was presented by the Secretary as a problem of increasing 
proportions. He stated that the Jefferson Lighting was incomplete with 
the base the primary illuminated area, and that was green and white light 
giving a highly undesirable appearance. The Lincoln Memorial lighting was 
still too bright on the attic and that tended to be blotchy. The Secretary 
also pointed out that the Civil Service Building was now one of the most 
brightly illuminated buildings in Washington and that the effect was un- 
fortunate and unnecessary - it had never been submitted to the Commission 
for advice. The Commission suggested that a sub-committee tour of the 
lighting in the evening would be very desirable. The Chairman suggested

that the Commission take the initiative in coordinating the various agen- 
cies responsible for the lighting of Washington, and get everyone together 
with a White House representative for a status report on last year’s efforts. 

e. Proposed additions to the District of Columbia Landmarks List 
were discussed by the Assistant Secretary. He pointed out that it would 
be desirable to coordinate the Commission's past research with other lists, 
elevating worthy buildings and spaces to landmark status and some to the 
National Register. This would be done with the Commission's staff, the 
staff of the National Capital Planning Commission, and a subcommittee of 
the Joint Committee on Landmarks. The Commission concurred with this 
effort . 


f. The Secretary reported on the status of D.C. Street Marking. 

He told that traditionally the street stripes had been painted white as 
recommended by the D.C. Highway Department and the Commission of Fine Arts. 
The District Government now found itself denied Federal funds unless it 
changed its markings to yellow. The Secretary suggested a position against 
yellow markings throughout the District of Columbia rather than just in 
the Monumental Core. The Chairman suggested that Washington really should 
be a model for this type of control and that it was better to retain the 
white stripes in the Monumental Core than not at all. The Commission 

took the position that recommending white markings for the entire city 
would be desirable but that white street markings in the Monumental Core 
were mandatory. They authorized the Secretary to represent the Commission 
of Fine Arts at meetings with the highway and safety departments. 

g. Howard University Dental School Addition. The Secretary pre- 
sented drawings for a two-floor addition to the existing Dental School. 

He said the project had been a last minute submission and was of such an 
unfortunate design that it would be best to handle the submission as an 
administrative matter. The proposal included a new facade treatment for 
a pair of upper floore which would cantilever two feet out over the exis- 
ting building. The Commission agreed to return the submission to the 
General Services Administration with recommendations to restudy the facade 
in terms of matching the existing building. 


III. SUBMISSIONS AND REVIEWS 

a. D.C. Government, Department of Economic Development 

Old Georgetown Act 

1. O.G. 73-65, 3050 K Street, N.W. - Inland Steel, Proposed 
Office and Commercial Complex - Additional Information. The Secretary told 
the Commission that the project promoters would make a slide presentation 
later in the morning furnishing information on adjacent development and 
plans requested by the Commission in October, 1972. The Commission agreed 
that they would not respond with a formal action until they had had an 
opportunity to review the Georgetown Planning Group's Georgetown Waterfront 
Area Study, Phase I .

3. The attention of the Commission was drawn to a structure 
f in the 3000 block of M Street, N.W., consisting of red steel hydraulic ramps 
the apparatus was considered machinery, not a structure , by the D.C. 
t Government, and permitted to remain without Fine Arts Commission review, 
f: The Commission suggested a letter be sent to the D.C. Government recom- 
f mending that in future this loophole be closed. Exhibit B. 

Shipstead-Luce Act 

1. S.L. 73-26, 1A14 22nd Street, N.W. - New Office Building - 
[ Final Design (Preliminary Design previously approved). The Secretary 
I showed the Commission drawings for a simple commercial office building 
( to be located on the perimeter of Rock Creek Park across the P Street 
I Bridge from Georgetown and within a few blocks of several other office 
buildings approved for the rim of the park at Pennsylvania Avenue and 
M Street, N.W. He indicated that the site was presently a parking lot 
and was next to a small limestone gas station - all o\imed by Gulf Oil. 

The proposition was unclear from the drav/ings as to the exact, immediate 
disposition of the gas station. The Commission had no objection to the 
building design, but felt that they should have clarification on the en- 
tire site, the fate of the fas station and the potential for incorporating 
a gas station within an office building. The Commission found the exis- 
■ ting structure to be an unusually sympathetic limestone neo-Georgian 
structure, designed to harmonize with the church across the street. It 
was recommended that the possibility of the preservation of the existing 
station be explored with the Gulf Oil Corporation. The case would be 
held pending receipt of further information. 

' 2. Appendix 2, Approved. Exhibit C. 

b . D.C. Government, Department of General Services 

1. Takoma Elementary School, Broad Branch and Highland Roads, 
N.W. - Preliminary Design. The Assistant Secretary presented drawings 
for the three-floor, free standing school with brick walls, some bright 
colored enamel panels and areas of standing seam metal roof. The interior 
of the building had large open learning areas reached by "front porches" 
and was broken down into "houses" to give the children a sense of identity. 
The Commission approved the design with the suggestion that the staff 
follow up on some simplification of exterior details. The action was 
given to project representatives later in the day. 

2. Recreation Center for Mentally Handicapped, Croissant 
Place and G Street, S.E. - Preliminary Design. The Secretary presented 
drawings and a model of this split-faced concrete block one-floor buil- 
ding with a wood shake roof. He pointed out the covered entrance passage 
and various well designed features. The Commission approved the design, 
but withheld final action until a conference with the project representa- 
tives later in the day.

3. Parkview Recreation Center, Warder and Princeton Place, N.W. - 
Preliminary Design. The Assistant Secretary presented drawings for this 
split-faced concrete block, sloping roofed, one-floor recreation building 

to go on an existing playground. The building had a trapezoidal courtyard 
to the rear and some diagonal partitions. The Commission felt that the 
design was superficial and would not function because of cut up spaces. 

They withheld further discussion until a conference with the architect 
later in the day. 

4. Office of the D.C. Medical Examiner (Morgue), D.C. General 
Hospital Grounds - Preliminary Design. The Secretary presented drawings 
and a perspective view of this two-and-a-half-floor rectangular storage, 
office and laboratory facility. He pointed out the motel-like appearance 
of the structure with its lack of dignity as being in no way related to 
the existing, nor proposed, site plans for this important and visible 
District Government Complex. The Commission agreed that the building's 
proposed character was unsuitable and that a master plan should be prepared 
for this area. Further discussion was withheld until a meeting with 
project representatives later in the day. 

5. D.C. Jail - Landscape Plans. The Secretary presented 
drawings and a model for landscaping of the Jail which had been approved 
at the October meeting. The plan showed reinforcement of street trees, 
but failed to show resolution of the actual wall, or retaining wall, 
separating the public from the building. Though the Commission did not 
object to the plans sho^^m, they found them incomplete. Further discussion 
was withheld until a conference with the architect later in the day. 

c. Department of the Army, Corps of Engineers 

1. Enlisted Men's Barracks and Open Mess, Walter Reed Army 
Medical Center - Preliminary Design. The Assistant Secretary presented 
drawings and a model to the Commission for this multiple floored complex 
integrating indoor parking, men's and women's barracks, and a service 
club. The brick exterior was broken up into units surrounding several 
courtyards. A series of split-gable roofs provided access and screening 
for mechanical equipment. The Commission did not object to the location 
of this facility within the campus, but found the design awkward with 
respect to areas of very long free-standing columns, the service entrance, 
the triangular service club, and relation to the slope of the site. Fur- 
ther discussion was withheld until later in the day. 

2. Arlington Cemetery, Administration Building - Revised 
Design, and Site Plan. The Assistant Secretary presented drawings showing 
revisions to the facade and site which accommodated the Commission's 
previous suggestions. Flat panels under the windows and elimination of 
flanking parking were the primary changes. The Assistant Secretary explained 
that the Army had detached the design solution for funeral staging areas 
from the building design, but would be bringing in their further site 
developments as they were developed. The Commission generally approved 

the modifications, but withheld comment until later in the day.

;( 3. Arlington Cemetery, Proposed Memorial to Audie Murphy. The 

:i Secretary told the Commission of the Army's desire for a preliminary re- 
ij action to erecting a monument to Audie Murphy next to his grave. The 
i proposal consisted of a flagstone walk and small domed monument with a 
Ij poem and inscription of medals presented to Murphy. The Commission stated 
its continued objection to monuments to individuals in the Cemetery. 

I Mrs. Dart Suggested that such a memorial could be put inside the nearby 
trophy room, to which the Commission agreed. The Commission was scheduled 
■ to meet with the Army's representatives later in the day. 

d . Department of the Navy, Naval Facilities Engineering Command 

Air Force Housing, Anacostia-Bolling Field - Preliminary Design. 

I The Assistant Secretary presented a series of drawings showing a range of 
! family housing types. The two-floor structures were mostly row type houses 
i with individual car parts. He pointed out the variations in the brick . 

and frame dwellings and that they did not vary considerably from the ap- 
! proved master plan. There were some larger questions, including the exact 
' disposition of the Post. There was some possibility that part of it would 
be turned over to the District Government for civilian housing. A study 
was also being prepared on the desirability of providing low density 
housing in an urban area rather than distributing military personnel out 
'i in the local community. The Commission reacted adversely to the design 
of the units as well as to the site plan and the lack of an adequate master 
1 plan. Further discussion was withheld until a conference with the Navy 
later in the day. 

! 

e . D.C. Redevelopment Land Agency 

i Southwest Redevelopment, 3rd and 4th and E Streets, S.W, - 

! Wax Museum, revised Design. The Secretary showed revised elevation drawings 
to the Commission which accommodated the Commission's October comments. 

A great deal more of the garage had been sheathed with the existing 19th 
century retaining wall than originally proposed. The Commission approved 
the revised design. 

f . Department of the Treasury, Bureau of the Mint 

Commemorative Medal - "175th Anniversary of the Launching of the 
U.S. Frigate Constellation". The Assistant Secretary showed the Commission 
drawings of the medal showing an eagle on one side and the Constellation 
on the other. He read a letter to the Chairman from the Director of the 
Mint, Mary Brooks, indicating that the medal would be struck on December 
' 7th, that she was sorry for the short notice and valued the Commission's 
; assistance to the Mint. The Commission felt that the eagle side of the 
I medal should be restudied, but that the ship image was acceptable. A letter 
would be sent to that effect, and objecting to the inexcusably short notice.

III. INTERVIEWS 


a. D.C. Government, Department of Economic Development 

0. G. 73-32 - Inland Steel, Proposed Office and Commercial Com- 
plex, 3050 K Street, N.W. 11:30. The Project was represented during this 
information session by the Architects - Arthur Cotton Moore, John Yanik; 
the Landscape Architect - Hideo Sasaki; the Developer - Robert Larson. 

Also present were Captain Belin and Mr. Chapman of the Citizens Association 
of Georgetown. The Chairman welcomed Mr. Moore to the meeting and in- 
structed him to proceed with his presentation. Mr. Moore showed a series 
of slides which explained the timing of present plans and reviews for the 
Georgetown Waterfront and the Freeway across it. He also described Inland 
Steel’s scheme for commercial development running from the C. & 0. Canal 
down to the Potomac River between 30th and 31st Streets, N.W. The Chair- 
man thanked Mr. Moore for his presentation indicating that the Commission’s 
review of the Inland Steel proposals would be scheduled no later than 

the February meeting of the Commission. Exhibit E.

1. Takoma Elementary School, Broad Branch and Highland Roads, 

N.W. - preliminary design. The Project was represented by Charles Pavlick 
of the District Department of General Services and architects Thomas Wright 
and John Wiebenson. The Chairman conveyed the Commission’s approval to 
the architects. Exhibit F. 

2. Recreation Center for the Mentally Handicapped, Croissant 
Place and G Street, S.E. - preliminary design. The project was represented 
by Charles Pavlick of the District Department of General Services and the 
architect, Kent Cooper. The Chairman conveyed the Commission's approval 

to the architect, adding that this was one of the best pieces of design 
presented by the District Government in some time. Exhibit F.

development and landscaping of the entire complex was mandatory. The 
architect indicated that he would restudy the project in line with the 
Commission's wishes. The Commission further suggested that the architect 
get together with some of the other designers for facilities on the D.C. 
General Grounds to coordinate plans. 

5. D.C. Jail, D.C. General Hospital Grounds - landscape plans. 
The project was represented by Charles Pavlick of the District Department 
of General Services and the architect Leon Brown. The Chairman indicated 
to Mr. Leon Brown that the Commission had no specific objections to his 
landscape plan, but felt that it should be coordinated with other plans 
on the Hospital Grounds. Mr. Brown indicated his willingness to cooperate 
on coordinating his planning to that of adjacent projects. Exhibit G. 

c. Department of the Army, Corps of Engineers 

1. Enlisted Men's Barracks and Open Mess, Walter Reed Army 
Medical Center - preliminary design. This project was represented by 
Mr. Mahan of the Baltimore District Engineers Office, U.S. Army, and 
architect Walter Brown of L.,B.,C. & W. Associates. The Chairman told 
Mr. Walter Brown of the Commission's disapproval of this project. The 
Commission's suggestions for restudying the project included elimination 
of long spine-like columns, elimination of the triangular shaped mess 
facility, relocation of the service drive, facade simplification and a 
closer harmony to the hill site. Mr. Walter Brown and Mr. Mahan agreed 
to a restudy. Exhibit H. 

I 2. Arlington Cemetery, Administration Building - revised 

design. The project was represented by Mr. Beller of the Army and Mr. 

Loren Sage of Mills & Petticord, Architects. The Chairman gave Mr. Sage 
the Commission's approval of the modified design for the building and 
asked how the previously discussed problem of funeral staging would be 
handled. Mr. Beller answered that the Army would have this matter under 
study for a while and would return to the Commission when a design had 
been developed. Exhibit I. 

3. Arlington Cemetery, Audie Murphy Memorial - proposed design. 
The project was represented by Mr. Beller of the Army. The Chairman 
related to Mr. Beller that the Commission in the past had taken a stand 
against monuments to individuals and they would continue to feel that way. 
Fro this reason the Commission would not even comment on the proposed de- 
' sign. Mr. Beller indicated that the Army would study alternate means 
for memorializing Mr. Murphy. Exhibit J. 

d . Department of the Navy, Naval Facilities Engineering Command 

Anacostia-Bolling Air Force Housing - preliminary design. The 
‘ project was represented by Cdr. Boothe and Mr. Lose of the Navy and Robert 
' A. Little, the architect. The Chairman asked Mr. Little for a brief ex- 
I planation of the basic housing concept after which Mr. Stone suggested 
thought be given to reorienting the waterfront housing in the project to- 
' ward, rather than away from, the housing. Mrs. Smith suggested that the

housing design and clustering arrangements could be more refined, while 
the consensus of the Commission was that the project was unacceptable, 
particularly in the light of not conforming to an approved master plan 
for the base. In concluding their disapproval, the Commission suggested 
that a renewed emphasis be given by the Department of Defense to more 
imaginative good design for this type housing. Perhaps the regulations 
were obsolete or restrictive and should be reexamined. 


The Chairman adjourned the Meeting at 2:00 p.m., with the members agreeing 
to join a program sponsored by the National Endovnnent for the Arts for 
the rest of the day.

MINUTES OF THE EVENING MEETING OF THE COMMISSION OF FINE ARTS 

1 December, 1972

Leaving the National Academy of Sciences Building at 5:30 p.m., the 
Commission took a route east on C Street, southeast on Virginia Avenue, 
north on 18th Street, southeast on Massachusetts Avenue, south on 16th 
Street, east on H Street, south on 14th Street to the Jefferson Memorial 
parking lot. From the Jefferson Memorial the Commission proceeded west 
through West Potomac Park to the Lincoln Memorial and from there east on 
Independence Avenue to 15th Street and north on 15th Street, and west 
on Constitution Avenue, then north on 22nd Street to the National Academy 
of Sciences Building again at 6:30 p.m. 


The Commission noted that the Civil Service Building was far too brightly 
illuminated and had never been before the Commission for advice. G.S.A. 
had apparently installed the illumination recently. The Staff was instructed 
to investigate. The Commission noted the White House from a distance was 
very well lit with respect to color and intensity. They observed some 
improvement to the Federal Triangle, particularly in the turning off of 
some attic lights. 


The Commission observed the Washington Monument lights and found no objec- 
tion to the shadows cast on the Monument by the perimeter flags. They did 
suggest that lighting all of the flags uniformly would be desirable. 

When arriving at the Jefferson Memorial, the Commission found incomplete 
illumination consisting of alternating blue and white lights on the base, 
no light on the colimns or dome, and yellow light inside the Memorial. 

The effect was disastrous and the Commission suggested that the Staff 
report to the Park Service. 

While examining the Lincoln Memorial lighting the Commission found the 
attic too bright and suggested efforts should be made to even off spottiness. 
The Commission concluded their tour by seeing one# again the very brightly 
illuminated Civil Service Commission Building and perhaps overlighted 
State Department Building. 

At the tour's completion, the Commission had a consensus that its previous 
advice had not been totally carried out and that much bad lighting was 
being done, while there appeared to be little or no coordination between 
the several agencies involved. The Commission instructed the Staff to

The design for the obVerse depicting the Sri^atc Constellation 
wDs approve^. tiie reverse side reaves sor.iethmg to ne ccsj-rci-i, 
however. The eagle appears to have come out second best in an 
uneven competition, and the field around the figure is uiineces- 
sarily crov^ded by the ring of fifteen stars. 

It is regrettable there v/as so little time available for the 
sustudy of the medal. Our comments are made in tlie interest of 
serving the Government and the public with better design. As 
advisors to the President in all matters of design, Vvc staiid ready 
to be of any possible assistance, and knov/ that the idhite blouse 
increasingly shares our concern for design quality. Our iiope is 
that we shall not again have to be faced with a virtual 'fait 
accompli in this way.

Couuiiissiou’ s meeting on December 1, wc also had a chance to 
look at the brighter side of theDDis-trict ’ s construction program 
in the form of a new school tjnd two recreation eenters.

The designs for the Takoma hleiuentary School ana tiic Recre- 
ation Center for Mentally nanuicapped were both very well aone, 
the latter exceptionally so. 

The plan for the school acnieves a tiiorough sense of opeirness 
without sacrificing the identity of individual classroom groupings 
required by the program. The Center has an excellent plan, and 
evidences first-rate uesign. The architect is to be coiniriendcd for 
a first-rate job. 


LJnfortunatel)'’, the remaining project, tlie Parkview Center, at 
Princeton Place and Warder, d.W., was not up to the standards of 
the others ana was disapproved. In fact it ai)pcared that litcie 
time had been spent in studying the basic requirements. Sizes and 
shapes of spaces seemed craraped to the point of being unv/orkable, 
and the architectural character left a lot to be desired. A re- 
creacion center should say just than: open and inviting; relaxed 
and carefree - a simple building in a park setting, modest and 
unassuming ... Certainly a better ei^forc is needed.

At its meeting on December ij, 1972, tnc Coruiiission of 
Fine Arts held off talcing final action on two Department 
of General Services projects, The florgue 'ana the Dew Jail 
Lautscapiug. This was done in tlie belief that site planning 
for these two projects was difficult if not impossible v/ith- 
out a comprehensive master plan for the D.C. Geiieral hospital 
area. These projects ana others in the eomplex are highly 
visible and important facilities for the City. Getting the 
best possible use out of tills valuable space will never be 
possible with piecemeal development. 

As advisors to the President and the District Government, 
we would urge you to put forth v/hatever effort is necessary 
to obuain funds for this master plan. At a time wdien as 
critical a project as the iicw jail is unuer vjay, we woula ‘ 
offer our assistance in any v/ay possible.
