MINISTRY OF ENVIRONMENT & FORESTS

RESOLUTION 

Subject : Re-vised Resolution for establishment of Regional 
Offices of the Ministry of Environment St Forests 
at JRmgalore, Bhopal, Bhubaneswar, Lucknow, 
SWIlOng, -Chandigarh and Ranchi. 

No. 7-1/96-RCMHQ).—The Government of India had set 
«p five Regional 'Offices of the Ministry of Environment & 
Forests (MOEF) vide Resolution No. 37-3/85-Ff* dt. 7-4-86 
at BanaBkne, Whopal, Bhubaneswar, Lucknow atrd Shillong 
with a Hetvdi|iiarter Link at New Delhi as part of the Sec¬ 
retariat of the Ministry to deal with Forest (Conservation 
matters and the increasing work relating to all aspect of 
Bn vton mental Management and Pollution Control of projects 
apd activities in the country. The Regional Offices were further 
strengthened vide Resolution No. 17-3 /88-PC dt, 12-5-88 
of the Regional -Offices and opening the sixth Regional Office 
at Chandigarh. 

2. Keeping in view the extent of forest areas in Bihar 
and the distribution of work load amongst the Eastern Re¬ 
gional Offices it has been decided to set up the seventh Re¬ 
gional Office at Ranchi (Eastern plateau of Upper-East (UE1 
carrying it Out from RO (EZ), Bhubaneswar and RO (SZ) 
Bangalore without creating additional staff. Ranchi Office will 
be manned by a Conservator of Forests (C) drawn from 
RO (EZ), Bhubaneswar with supporting staff drawn from 
the two Regional Offices. The Conservator of Forests (C) in 
RO (UE), Ranchi will be the Head of the Department and 
also exercise .powers delegated for diversion of forest land 
under Forest (Conservation) Act, 1980 read with guide lines 
section 4.1 (iii). 

3. The Regional Offices will discharge (he following func¬ 
tions :— 

A. FORESTRY FUNCTIONS 

ii) To monitor and evaluate all ongoing forestry deve¬ 
lopment projects and schemes with specific emphasis 
on conservation of forests; 

I ii) To assist the States and Union Tcrritoiies in pre¬ 
paration of proposals involving diversion of forests 
lands fee non-forestry purposes under the provisions 
of the Foiest (Conservation) Act, 1980 for ex¬ 
peditious processing and disposal of such cases; 


( 111 ) To undertake physical inspection of sites in cases 
of diversion of forests involving an area of mbre 
than 40 ha; 

(iv,) To monitor the implementation of conditions and 
safeguard stipulated by the central Government in 
regard to diversions approved under the Forests 
(Conservation) Act, 1980; 

(v) lo assist the States and Union Territories in the 
preparation of management plans for working of 
forests under their control within the framework 
of guidelines issued by the Central GOvetnrfient 
from time to time; 

(vi) To assist the State and Union Teiritorics in streaml¬ 
ining collecjon, collation, storage and retrieval of 
data covering all the facets of forests and forestry 
activities and to transmit such data to the Central 
Government/Central Dala Processing Centre; 

tvii) Approval of diversion of forest land to the extent 
of 5 ha. (except mining and regularisafion of en¬ 
croachment) and to process enses between 5 ha. 
to 20 hu, in consultation with the State Advisory 
Committee; 

(viii) Rendering assistance in preparation of the National 
Forestry Action Plan (NFAP); 

(ix) To assist paryaviuun Vahinis (Total 100 District 
have been selected for starting Paryavaran Vahinis 
in (lie initial stage) as observers and technical 
advisors; 

(\) Regional level Technical & Scientific consnllation on 
biological diversity; and 

(xi) Monitoring <>1 Centrally Sponsored schemes. 


B, ENVIRONMENTAL MANAGEMENT AND POLLU¬ 
TION CONTROL FUNCTIONS 

ti) To follow up implementation of conditions and 
safeguards hud down for projects activities when 
environmental clearance is given; 

(ii) To follow up pollution control measures taken by 
industries, local bodies, Government (Stale/Centre). 

(iii) To collect and furnish information relating to envi¬ 
ronmental impact assessment of projects, Pollution

control measures, methodology aud status, legal and 
enforcement measures, environmental protection for

(iv) To maintain liaison and provide linkage with the 
concerned State Government, with Central Govern¬ 
ment Agencies I including Regional Offices of BS1 
FS1 & ZS1) with project Authorities, with the Re¬ 
gional Offices of the Central Pollution Control 
Hoard; with State Pollution Control Hoards and 
With Non-Government Organisation involved in 
implementation of programmes relating to environ¬ 
ment ; and 

(v) To organize work-shops for State Pollution Control 
Board and State Environment Department to acquaint 
with the application of Hazardous Management 
Rules and Public Liability Act.

present Chairman, Indian Council of Historical Research will 
he ending on 1-9-1999 and it will not be possible to appoint 
a regular successor to him because of the operation of the 
Model Code of Conduct as issued by the Election Commis¬ 
sion, the Government of India, in exercise of the powers 
contained in Rule 16(b) of Ihe Memorandum of Association 
and Rules of Indian Council of Historical Research, New 
Delhi, is pleased to appoint Shri K. S. Sarma, Additional Sec¬ 
retary, Department of Education to hold charge of the post 
of Chairman, Indian Council of Historical Research, as a 
purely temporary measure, in the interest of work, pending 
the appointment of u regular Chairman after the new Govern¬ 
ment takes office on completion of election process «f the 13th 
Lok Sabha. Shri Sarma shall assume charge of the post on 
expiry' of the term of presenL Chairman, Indian Council of 
Historical Research dn 1st September, 1999.
